About this file

This document is a contractor questions and answers file providing government responses to 15 technical and logistical inquiries related to kitchen equipment replacement and installation at Minot Air Force Base's Missile Alert Facilities (MAFs).

The government responses address critical operational details for the solicitation FA452826QMH10. Travel times from Minot AFB to each of the 15 MAFs (Alpha through Oscar) range from 35 to 78 minutes via missile-field access roads. Government-provided escorts will be available through either the facility chef or facility manager. Kitchen equipment cannot be taken offline during established meal service hours (breakfast 0600-0730, lunch 1100-1300, dinner 1700-1900), though weekend work is permitted with courtesy notification to the Missile Alert Facility Chef Manager. Entry Authority List (EAL) approval covering all 15 sites plus the Training Room requires submission 21 days prior to performance and includes SSN, date of birth, and photo ID. Equipment substitutions are approved if dimensions and functions match the specified models; the government is not brand-specific. Existing hot water supply and drain connections for dishwashers require no relocation. Interior kitchen doors measure 2 feet 11 inches wide by 7 feet 11 inches high. Current equipment being removed includes True, Blue Air, Vulcan, Wells, Champion, and Omcan brands with specific models listed. The R290 hydrocarbon refrigerant in existing freezers requires proper handling during removal. Contractors may stage equipment centrally at Minot AFB and self-deliver to individual MAFs based on volume considerations. Hazardous debris must be hauled to off-base disposal facilities, while standard debris may use on-base dumpsters. Pre-bid site visits are available with a minimum 2-week advance coordination requirement for EAL processing.

Contractor Questions:

1. Can the Government provide actual road-travel distances/times from Minot AFB to each MAF (Alpha–Oscar)? Appendix 2 lists straight-line mileage only; road distance on missile-field access roads may differ significantly and is the primary driver of our schedule.

A-01: 63 min B-01: 55 min C-01: 75 min D-01: 53 min E-01: 73 min F-01: 63 min G-01: 63 min H-01: 78 min I-01: 66 min J-01: 46 min K-01: 53 min L-01: 75 min M-01: 58 min N-01: 42 min O-01: 35 min

2. Per §9, Contractor must be “escorted at all times” at each MAF. Does the Government provide the escort, or must the escort be arranged/requested by the Contractor in advance? Is escort availability limited (e.g., one escort covering multiple MAFs), which could constrain how many sites can be worked per day?

Yes, the government can provide the escort. It would be the chef if they are not cooking, or the Facility Manager.

3. Are there time-of-day restrictions tied to missile crew meal service (breakfast/lunch/dinner) during which kitchen equipment cannot be taken offline, even briefly?

Meal hours are as follows: Breakfast 0600-0730 ; Lunch 1100-1300; Dinner 1700-1900 If we can, we would like to schedule around those times.

4. Per §6, EAL information must be submitted 21 days prior to performance and includes SSN/DOB/photo ID. Does a single approved EAL cover access to all 13 MAFs plus the Training Room, or is site-specific authorization required for each location?

There are 15 sites and yes the EAL provides access to all the sites and base coverage.

5. §11 states recommended hours are Mon–Sun 0800–1800 with weekend work requiring pre-arrangement with the “Missile Alert Facility Chef Manager.” Is weekend work expected/encouraged to compress schedule, or should we plan on weekday-only access as the baseline?

The contractor should still be able to access the MAF on the weekends. They are manned 24/7. I think this was added to ask for a courtesy of a heads up. There should not be anything that prevents the contractor from getting in and fixing equipment.

6. Is there a required or preferred sequence for visiting the 15 MAFs (e.g., due to missile alert rotation schedules or minimum kitchen-downtime restrictions), or is sequencing left to the Contractor’s discretion?

Sequencing left to contractor’s discretion.

7. Appendix 1 specifies a Hobart HEC20 convection oven, while the equipment list provided to us specifies Southbend (Middleby) Model PCHE75S/S. Please confirm which model is authoritative, or confirm the Southbend/Middleby substitution is pre-approved as an “equivalent brand” under §1.

Substitutions are fine if they are the same dimensions and functions. We are not held to any specific brand.

8. §1 states the Contractor is responsible for modifying equipment electrical configurations “to match the existing kitchen receptacle specifications.” Can the Government confirm the existing receptacle/circuit type, voltage, phase, and amperage at each MAF for each equipment position, so we can verify against the new units’ specs (e.g., oven at 240V/3-phase/5.5kW, dishwasher booster at up to 9kW)? Specifically, are there any sites where the existing circuit does NOT match the new equipment’s requirements, which would fall outside “no modifications to existing utilities”?

9. For the 5 dishwasher locations (Echo, Foxtrot, Golf, November, Training Room), can the Government confirm existing hot water supply and drain connections are already sized and positioned to accept the Champion UH130B-M4 as a direct swap, with no relocation of supply/drain lines required?

No relocation of supply/drain is required.

10. Can the Government provide interior door widths, hallway widths, and any elevator/stair constraints at each MAF, to confirm the new equipment (e.g., 78-3/4" tall double-door fridge) can be moved into place without disassembly?

No stairs required to go into the kitchens at the MAFs. Interior doors to the kitchen are L – 2 Ft 11 inches. H- 7 Ft.

11. What is the make/model of the equipment currently in place at each MAF (being removed)? This affects disposal weight/handling and whether refrigerant recovery (EPA Section 608 certified technician) is required for the fridge/freezer removals.

The equipment is generally the same at each site. Below is an example of what is at Oscar.

12. §3 states equipment will be delivered “to each respective Missile Alert Facility” no more than 3 days prior to work start. Given 13 separate remote locations, can the Contractor instead stage equipment centrally at Minot AFB and self-deliver to each MAF on the day of install, or must the carrier deliver directly to each site?

This depends upon how much equipment is being installed.

13. §8 requires debris to go to “a Contracted Authorized onsite Construction Dumpster” or be removed from the MAF daily. Is there an on-base disposal/dumpster location the Contractor should use, or must all debris be hauled to an off-base disposal facility?

All debris that is too large to throw in the dumpster at the MAF must be hauled to an off-base disposal.

14. Are there any hazardous material considerations specific to the equipment being removed (e.g., refrigerant, lubricants) that require special handling beyond standard commercial kitchen equipment disposal?

The fridges have R290 hydrocarbon refrigerant. Otherwise standard commercial equipment disposal for the rest.

15. Is a pre-bid site visit or virtual walkthrough available for any of the MAFs prior to award, to verify existing utility connections and physical clearances referenced in Questions 8–10 above?

Virtual walkthroughs are not available. A pre-bid site visit would be available but access will need to be coordinated a minimum of 2 weeks prior in order to route an Entry Authority List for any visitors.
