This process, if used, is not a quote revision and will not be used to allow a Quoter to change the substance of its quote.
Evaluation Criteria
RFO provision 52.212-2, Evaluation - Commercial Products and Commercial Services, applies to this acquisition.
As prescribed in RFO 12.205(a)(2), the following addendum is provided for this solicitation and hereby amends any language therein:
(a) The Government intends to award a single, firm, fixed price purchase order to the responsible Quoter whose quote conforming to the solicitation represents the Best Value to the Government, price and other factors considered. The following factors will be used to evaluate quotes: (i) Technical Capability, (ii) Price, and (iii) Past Performance. Technical capability is pass/fail. To be considered for award, a quote must be rated technically acceptable. When conducting the Best Value determination, past performance is approximately equal in importance to price.
TECHNICAL CAPABILITY: A Quoter’s quotation will be considered technically acceptable if it meets all the specifications in Attachment 1 – B52 Outdoor Model SOW and Attachment 2 – B52 Outdoor Model Details. To demonstrate technical compliance, Quoters must submit the following three (3) elements as part of their technical submission:
(1) Technical Narrative: At a minimum, the Quoter’s Technical Narrative must briefly describe the primary materials that will be used in the model’s construction and finish to ensure it will withstand the specified environmental conditions, the fabrication process, and a description of how the model will be built to securely attach to the display stand shown in Attachment 2 – B52 Outdoor Model Details. The Quoter’s Technical Narrative should not exceed three (3) pages.
(2) Portfolio of Relevant Experience: Provide color photographs and a brief, one (1) paragraph description for two-to-three (2-3) past projects that reflect Quoter’s experience producing models of similar scope and scale, professional finish, and for outdoor display.
(3) High-Level Project Schedule: Provide a simple project schedule with major milestones beginning with contract award through delivery. At a minimum, the project schedule must clearly identify timelines for Design and Material Procurement, Fabrication, Finishing, and Delivery.
The Government will use this information to validate the technical requirements. Quotations that do not meet all technical requirements will be considered unacceptable and will not be considered for award.
PRICE: Price will be evaluated on a comparative basis amongst all received quotations and the Government’s estimate. Pricing must be submitted on Attachment 3 – B52 Outdoor Model Price Sheet. Quotes that do not use the provided Price Schedule may be considered unacceptable and therefore become ineligible for award.
PAST PERFORMANCE: The Government will conduct a comparative evaluation of Quoters' past performance to assess the quality of their prior work. This past performance evaluation is a non-price factor and will be used in the best value determination for award. The Government will evaluate past performance based on information from a wide variety of sources, both inside and outside the Government. This may include but is not limited to the Contractor Performance Assessment Reporting System (CPARS), the Contracting Officer’s knowledge of previous experience with the item or service, commercial market experience, and consideration of performance as a subcontractor. A Quoter with no relevant past performance will not be evaluated favorably or unfavorably on this factor. In addition, a separate determination will be made as to whether the apparently successful Quoter is responsible in accordance with RFO 9.104, which may also consider past performance information. Quoters may submit past performance information, including for work performed as a subcontractor using Attachment 4 – Past Performance Information Form (PPIF). Detailed instructions for this submission are included in the attachment.
