About this file

This file is a Questions and Answers document for solicitation FA4528-26-Q-MH01, addressing contractor inquiries regarding the B-52H Bomber Outdoor Scale Model procurement for Minot Air Force Base, North Dakota. The Q&A clarifies critical requirements, particularly regarding the 550-pound weight limit for the 1:8 scale model display unit. The government confirmed that the 550-pound restriction is firm and directly tied to the structural capacity of the existing pedestal/mount system, accounting for wind and snow loads at Minot's location. The government explicitly stated it will not accept design solutions that exceed this weight limit, even with structural justification or alternative mounting approaches. The document also addresses a technical issue regarding an inaccessible pricing template (Attachment 3), directing contractors to submit pricing in a specified image format.

The underlying solicitation requires delivery of an exterior-detailed B-52 Stratofortress scale model rated for extreme UV exposure and harsh North Dakota winter weather conditions, along with assembly and mounting instructions. The 5th Maintenance Squadron does not require contractor installation or on-site presence. Amendment 2, issued April 23, 2026, updated the Q&A attachment and extended the quote deadline to April 30, 2026, at 8:00 a.m. CDT, with the question deadline having closed April 16, 2026, at 8:00 a.m. CDT.

FA4528-26-Q-MH01 B-52 Outdoor Model Questions and Answers

Q1: Is the 550 lb limit strictly tied to the capacity of the existing pedestal/mount?

A1: Yes, the 550 lb limit is an estimate of what the existing pedestal/mount can hold, given the information known by the government at this time. It also considers the wind and snow loads that will impact the structural integrity of the pedestal.

Q2: Is there any flexibility in this requirement if an alternative mounting or load distribution approach is proposed?

A2: At this time, with the current pedestal and mounting system the Government does not want a product that weighs more than 550 lbs.

Q3: Would the Government consider design solutions that ensure structural integrity and safety but slightly exceed the stated weight, if properly justified?

A3: Not at this time.

Q4: We are unable to open Attachment 3 (Pricing Excel File)

A4: Please submit your pricing in this format:
