About this file

This document is a Questions and Answers (Q/A) file for Bus Services at Minot Air Force Base (AFB), addressing potential contractor inquiries about the upcoming bus service solicitation. The Q/A covers critical operational details, including parking availability for 12 buses with electrical outlets, office space in the School Liaison Office for drivers, and clarification that no on-base repair facilities exist for bus maintenance. Responses indicate that all repairs must be handled by the contractor, and wage scales will be determined by the Service Contract Act (SCA) wage determination. While specific pricing and current contractor pay scales are not disclosed, the document references the previous bus contract number FA452819CA028 and suggests bus route documents are available as attachments. The solicitation seeks a bus service contractor to transport approximately 700 children in grades K-8, operating between 0700-1630 CST, Monday through Friday, from approximately November 1 to April 15.

Q/A BUS SERVICES MINOT AFB

1. Can we get a copy of the current transportation contract and pricing? Previous bus contract # FA452819CA028. We do not give out pricing.

2. Do you know what the starting driver wage is from the current contractor?

a. We do not give out contractor pay scales, A SCA wage determination will dictate minimum employee wages.

3. Do you have the route schedule for each route? Start and end times for both AM/PM routes. Assume there is a break between the 7:30AM-4:30PM work hours.

a. Please see BUS route documents attached

4. Understand there is parking space for 12 buses with electrical outlets. Is parking also available for driver’s vehicles? Is any office space available to use to help cover the 7:30AM-4:30PM work hours?

a. Office space is available in the School Liaison Office. There is a desk, chair, and large filing cabinet.

5. Is there any shop space available on base to be used for repairs or maintenance of the buses?

a. No, All repairs would need to be handled by the contractor. No indoor garage or facility exists for our bus contractor. There is a garage for Minot Public Schools’ busing utilization. Not for BUS contractor. This is located on Peacekeeper, between North Plains Elementary School and our bus contracting parking lot. Access to utilize space would have to be discussed/ granted via Minot Public Schools, not the Minot AFB.
