1 OVERVIEW AND OBJECTIVE
1.1 Overview:
1.1.1 This requirement is for nonpersonal services for the 5th Bomb Wing, Minot Air Force
Base (AFB).
1.1.2 Minot Air Force Base (AFB), home to the 5th Bomb Wing and the 91st Missile Wing, is located approximately thirteen miles north of Minot, North Dakota. Minot AFB experiences a continental climate with warm summers and cold winters, as well as occasional extreme winds. The base operates in the Central Time Zone. For more information, visit the following websites: https://www.minot.af.mil/, https://minotnd.gov/, and https://visitminot.org/.
1.1.3 The 5th Bomb Wing needs school bussing services for approximately 475-540 children in kindergarten through eighth grade in accordance with the requirements listed below.
1.2 Notes and Definitions:
1.2.1 While the term “Government” applies to the Government as a whole, only the
Contracting Officer’s Representative (COR), Contract Administrator (CA), and Contracting Officer (CO) may supply any guidance to the Contractor. The Contracting Officer’s Representative and Contract Administrator help the Contracting Officer in the administration of the contract and may provide technical and administrative guidance.
Only a warranted Contracting Officer may bind the Government to any changes in the terms or conditions to the contract.
1.2.2 The terms “Minot AFB”, “installation”, and “base” refer to all property and land controlled by the 5th Bomb Wing and the 91st Missile Wing.
1.2.3 Personnel interactions
1.2.3.1 If a government employee, such as a police or security officer, safety representative, or facility manager, asks the Contractor to temporarily stop working, the Contractor must comply. This includes stopping work during an emergency or when instructed to do so by emergency personnel. The Contractor must then notify the CO, CA, and COR as soon as possible about the interruption and provide an estimate of the delay's impact.
1.2.3.2 If someone from the base, including customers or other personnel, asks the Contractor to stop or change the work, the Contractor must not make any changes without the CO's approval. If the Contractor is asked to stop or change the work, they must notify the CO, CA, and COR as soon as possible. The Contractor should direct any questions from base personnel to the COR to ensure that all concerns are addressed properly.
1.2.4 Web links provided within this performance work statement are for informational purposes and should not be considered as contractual guidance.
1.3 Objective:
1.3.1 The Contractor is responsible for providing all personnel, equipment, tools, materials, transportation, fuel, and supervision to support this service, unless otherwise specified in this performance work statement. The Government will only supply those items named in the “Government Provided Facilities, Equipment, and Materials” section.
1.4 Description of Service:
1.4.1 The 5th Bomb Wing at Minot Air Force Base (Minot AFB) needs school bus services for the three base schools from the first week of November to mid-April each school year.
The exact start and end dates will vary annually.
1.4.2 The bus service transports students to and from Memorial Middle School, North Plains Elementary School, and Dakota Elementary School.
1.4.3 Historically the 5th Bomb Wing has received these services through previous bussing contracts.
1.5 Codes and Standards:
1.5.1 Contractor work must follow the standards in this work statment and all proper local, state, and federal or national codes. All work must conform to local installation facility standards when shown. All codes and standards must be the latest edition of applicable local, state, and federal or national codes at the time of award.
1.5.2 Additional Codes specific to this requirement include the National Standards for Pupil Transportation, the Federal Motor Carrier Safety Administration, Title 49, volume 5 Code of Federal Regulations, Department of Public Instruction Office Services, North Dakota Century Code (Sections 15 & 39), the National Fire Protection Agency 10 (NFPA 10), and the State of North Dakota School Bus Driver’s Guide.
1.6 Mobilization and Demobilization
1.6.1 Mobilization:
1.6.1.1 The Government allows the Contractor up to five school days at the start of the first contracted period of performance to prepare their workforce and develop necessary processes. During this 5-day period, the Government will temporarily reduce the expected performance level by 20%. This means the Government will measure the Contractor's performance against a lower threshold than the one listed in the Services Summary giving the Contractor time to validate processes and procedures.
1.6.2 Demobilization:
1.6.2.1 In the event the Government does not select the Contractor for a follow-on award or if the requirement reverts to a government operation, the Contractor must transition the requirement to the newly selected Contractor or to the Government in a professional manner.
1.6.2.2 The Contractor must return all property provided in the “Government Provided Facilities, Equipment, and Materials” to the Government at the end of the contract.
1.7 Place of Performance:
1.7.1 The primary place of performance is on Minot Air Force Base. The address for the
School Liaison Officer is 168 Missile Ave, Minot AFB, ND.
2 SCOPE
2.1 School Bus Service
2.1.1 This requirement covers bus service during the hours of 7:00 a.m. to 4:30 p.m. Central Time (CT), Monday through Friday. Service will not run on school holidays, scheduled school breaks, or during severe weather. These dates might change depending on the school calendar. The Government may need to end this service at a date later than the planned end date due to unforeseen conditions in the area. The CO will approve any extension of service by contract modification.
2.1.1.1 The planned service dates include 95 full days and 5 half days annually:
Base Year: November 3, 2025 – April 3, 2026 Option Year 1: November 2, 2026 – April 2, 2027 Option Year 2: November 1, 2027 – March 31, 2028 Option Year 3: November 6, 2028 – March 30, 2029 Option Year 4: November 5, 2029 – March 29, 2030
2.1.2 This service covers Memorial Middle School, North Plains Elementary School, and Dakota Elementary School. The buses will pick up and drop off at assigned stops in the Minot AFB Homes community, Minot AFB Temporary Lodging Facility, the Minot AFB Youth Center (Building 286) and the School Age Children Annex (when open) areas.
2.1.2.1 Schools designate approximately one day per month as a "Late Start" or "Early Release" day. This number may change each year.
2.1.2.2 The Government does not need busing services on late start mornings or early release afternoons, on school holidays, scheduled vacations, or weather-related closures. (See Appendix 1 “School Schedule” and Appendix 2 “School Schedule (Winter Weather Delayed) for more information)
2.1.3 An assigned bus aide must be on the bus for the Youth Center and School Age Children Annex routes.
2.1.3.1 The Youth Center will supply the bus aide for the buses heading to the Youth Center and School Age Children Annex routes.
2.2 Arrival, Departure, and Schedules
2.2.1 Buses must arrive at school between 10 minutes before and 5 minutes before the start time. Buses must arrive prior to the end of the school day and leave the school as soon as possible after dismissal, while following safety rules and speed limits.
2.2.2 The Contractor will submit electronic bus schedules for the routes identified using Microsoft Excel (.xlsx) to the CO and COR. These schedules will show all routes, stop times, and locations.
2.2.2.1 Bus stops must be within three housing units of students’ addresses for North Plains Elementary School and Dakota Elementary School, and within five houses for Memorial Middle School. See Appendix 3 “Bus Stop Guide” for more information
2.2.2.1.1 The Government defines a housing unit as either a single-family unit not connected to any other house or a duplex unit, where two residences are connected by a common wall.
2.2.2.1.2 All bus stops must be accessible by sidewalk.
2.2.2.2 The Contractor must request an exception to the Bus stop location requirement due to inaccessible locations or road construction blocking school bus traffic, in writing, at the time of the event, for short-term events, or annually for permanent obstructions.
2.2.2.3 The CO, in coordination with the COR, must approve any exceptions to the bus stop locations prior to the route change.
2.2.3 Emergency route changes
2.2.3.1 The Contractor may change routes in case of an emergency or due to unforeseen events and safety concerns.
2.2.3.2 The Contractor must report emergency route changes to the COR as soon as possible after the change.
2.2.3.3 The Contractor must give the CO and COR electronic copies of the routes and schedules at least three weeks before the first day of service each contract period. The CO will approve and notify the Contractor. The COR will share the routes and schedules with schools and parents.
2.2.4 Before starting a daily route, the driver must have a list of student names and bus stops.
This list comes from the parent/guardian permission forms. The Contractor will give an electronic copy of this list to the CO and COR and send updates when needed.
2.3 Parent/Guardian Permission Forms and Schedule Changes
2.3.1 The COR will make and send electronic parent/guardian permission forms. These forms will go to the School Liaison Office, Memorial Middle School, North Plains Elementary School, Dakota Elementary School, and the Minot AFB Youth Center, including the School Age Children Annex, if operating.
2.3.1.1 The Government will share these forms with parents and guardians using each organization's online platform. The parents will send the forms to the Contractor. The Contractor must collect and manage the completed forms by email. The Contractor must give the CO a point of contact and email address for form collection 30 days before the start of each bussing period. The Contractor must protect the information on the forms and give it to the Government if asked. The contractor must not use or share the information collected under this requirement for any purpose other than this bus service.
2.3.2 The Contractor must give the CO updated route and schedule information if the route change. The Contractor must inform the COR about any daily schedule changes.
2.4 Make-Up Days and Bad Weather
2.4.1 The Contractor must treat make-up school days as regular school days needing bus service. The Government will give the Contractor a minimum of three days' notice for make-up days. Extra costs from pick-up or route changes will be discussed under FAR Part 52.212-4 Contract Terms and Conditions—Commercial Products and Commercial Services (Nov 2023) or applicable clause in place at the time of the change.
2.4.2 Buses will run in inclement weather, including snow or ice, unless schools are closed.
The Government will make every attempt to keep the Contractor informed of the school’s schedule and possible delays; however, there is the Contractor’s responsibility to verify if schools are closed.
2.4.3 If school starts late, closes early due to the weather, or has an emergency schedule change or interruption, the Contractor must adjust bus times. An emergency schedule change or interruption could include active shooter, base lock downs, or extreme weather in the area. The Contractor will make sure buses are there for unscheduled late starts and early dismissals. See Appendix 2 for schedules. The local school district and base officials will decide if schools start late or end early. The COR will tell the Contractor as soon as possible.
2.5 Who Can Ride the Bus
2.5.1 Ridership
2.5.1.1 Children who attend on-base schools and have a signed parent/guardian permission form can ride the bus. Students have three school days after they start riding to turn in the form. Individuals authorized in writing by the CO and bus aides can also ride.
Students who need a different pick-up or drop-off spot must provide a note with the student’s name, date of the change, location of the new drop-off or pick-up or the individual with whom they will be dropped off or picked up and the parent’s or guardian’s signature.
2.5.1.2 The Contractor must attend a Minot AFB school bussing town hall meeting annually to meet with the parents and guardians of the students to discuss ridership, routes, and safety. The School Liaison Officer holds this town hall jointly with the Minot AFB School Bus Services Contractor. This town hall is normally in October and is scheduled during the afternoon or evening to allow parents to attend.
2.6 Student Safety and Reporting
2.6.1 Rules for Drivers and Passengers
2.6.1.1 Drivers must keep everyone safe and make sure passengers behave. Drivers will report minor problems (like bad language, standing on a moving bus, or putting arms out the window) to the contract manager, who will tell the COR. Serious problems (like fighting, dangerous actions, or having weapons or drugs) must be reported to the police right away. Drivers must not allow anything illegal or unsafe. If student behavior is unsafe, drivers must stop the bus, call the Law Enforcement Desk at (701) 723-3096, and wait until police arrive. The driver must notify the CO and COR as soon as possible during, if safe, or after the event. Depending on the severity of the issue, the Government may use video recordings from the bus cameras (see Bus Inspections, Safety, and Equipment), statements by witnesses, and information received through other sources to investigate complaints. The Contractor has five business days to respond to any complaint identified by the CO or COR. Complaints not addressed by the Contractor within five business days are considered a violation.
2.7 Bus Inspections, Safety, and Equipment
2.7.1 Inspection
2.7.1.1 If a bus fails an inspection, the Contractor must provide a replacement bus until the problems are fixed. This includes no-notice inspections by the COR using the North Dakota Highway Patrol form or any inspections performed by federal, state, or local law enforcement personnel or motor vehicle inspectors. The Contractor must give the COR all North Dakota Highway Patrol Safety Annual Vehicle Inspection Reports.
These reports must be available at any time if asked for. (See Appendix 4 “Annual Vehicle Inspection Report”
2.7.2 Accidents
2.7.2.1 The Contractor must report any accident involving a bus must be reported to the CO, COR, and CA the same day. The Contractor must also send the CO an electronic report within 72 hours of the accident. This report must include: the time and date, the location, who was involved, and what happened.
2.7.2.2 The Contractor must also send any reports required by other government agencies, including the loss of licensure or driving privileges on any driver.
2.7.3 Breakdown
2.7.3.1 The contractor must report any breakdowns or schedule problems to the COR as soon as possible. The Contractor must notify the COR by telephone of the problem and estimated impact to the schedule. The COR will then notify the respective schools.
The Contractor must ensure the COR has the bus route information, length of delay, and estimated time of arrival.
2.7.4 Sweeping the Bus
2.7.4.1 After the last stop, drivers must "sweep" the bus. This means walking through the bus to check for anyone left behind, including sleeping children, or any lost items. If a child is found, they must be taken to their home stop right away. Personal items can stay on the bus until someone claims them.
2.7.5 Equipment
2.7.5.1 Before the contract starts, the Contractor must give the CO a list of buses used, including the make, year, license plate number, and vehicle identification number (VIN). This list must be updated if buses are added or removed. Buses must be clearly labeled with their route number.
2.7.5.2 All buses must have on-board communication, (e.g., two-way radio, cellular telephone) to communicate to the Contract Manager. It is illegal to use a hand-held phone while driving. If the Contractor uses cellular telephones for communication, the bus driver must either park and talk, use a hands-free device, or communicate through an aide.
2.7.5.3 All buses must have a PA system so the driver can share information, manage student behavior, and communicate in emergencies.
2.7.5.4 All buses must have cameras to record what happens inside. These systems must record audio and video and allow footage to be sent to the Government if the CO or COR asks for it. Recordings must be kept for the entire contract period plus 90 days after it ends.
Recordings can only be shared with the CO and COR unless the CO gives permission.
