FA4528‐23‐Q‐JS01 (CATM Range Cleanup) Q&A

PWS Item 3.16. Is that filters to be changed per iteration, or is it the maximum for the entire annual contract? And it's still $124,000.00 worth of filters?

Annual, and the amount is correct

To do the full scope as described in the PWS, it's going to be difficult to do the cleaning in one day; can both the weekend dates be included?

2 days is fine, as long as its solely on the weekend and coordinated

Just vacuuming, which seems inadequate for the 300,000 rounds a month they put through this range. We currently perform this service at high volume range and a wash down is mandatory to meet the clearance requirements, is this correct and is the Environmental group okay with this? What is our successful completion criteria?

BE has no clearance requirement for the HEPA vacuuming and wet washing to occur.

Are procedures in place for cleaning and filter changes. If there is ANY set procedure at the facility, the procedure needs to be incorporated in its entirety into the PWS.

None at this time, procedures can be established if needed. Expectations are to remain that the PWS is the final say when it comes to processes and procedures.

Could you please provide an expected quantity of emergency response repairs; we can't actually bid an item to be performed "as needed" when it is subject to interpretation by the Range personnel. We have seen other AFB ranges provide an actual quantity or expected quantity.

Between the months of October – March about twice a month From April – September every other month

Just be clear the contractor is responsible for replacing and purchasing all filters?

Correct

7 Will we have to work with the Environmental to get this task completed?

Environmental does get the cleaning schedule and will randomly stop in during cleaning days to inspect processes.

Will the Government consider revising the Task Table to show a single fixed price that’s then extrapolated by the number of units required to show a total task price? There is some ambiguity as to whether or not the Government wants a single unit of service proposed that they will later extrapolate, or twelve total units within a single firm fixed price.

As a firm‐fixed price contract, the month‐to‐ month pricing will not change (to mean that the yearly pricing will remain fixed). The ‘12’ units are each a month.

Regarding filter replacement, does the Government expect the contractor to bid 12 units of filter replacement although the

The expectation is that the number of filters in the PWS will be available for use and replacement during the monthly cleanings.

9 number of items exercised could be less? A change to the task table structure mentioned above would alleviate this question.

Bidding numbers should be consistent with the number named in the PWS.

Will the Government consider, or confirm their intent to award at least one iteration of filter replacement at the time of award?

There is a lead time to purchase and obtain filters and this would allow the contractor to maintain one full iteration of filters on hand in order to execute within the 72‐hour timeline.

The first cleaning will take place an estimated 30 days (give or take) after the award of the contract.

Can the Government confirm that testing and/or quality standards were intentionally left out of the PWS; and that the contractor’s sole responsibility is to gain the acceptance of the SFS?

Correct, standards were left out intentionally for testing for lead.

Can the Government confirm that this service will be rendered at no additional cost to the offeror?

Which service? Please verify if this is in response to question 11.

Is a PDF document with technical and cost information acceptable?

Yes, as long as formatting is sensical, a PDF will be fine.

Range floor, surfaces in the ready area, area behind trap etc.

Contractor, buckets are on site for replacement but once depleted it will be the contractors responsibility to precure more.

31 Is the range on the main floor, basement or other?

Main floor

32 If in the basement or other floor will there be elevators that will be useful?

NA

33 Will biodegradable soap be needed? If so, is there any brand that is preferred?

There are some cleaners branded for ranges, but none are required/preferred.

The best method for cleaning the range is with the HEPA vacuum. Wet methods can be used for additional cleaning, but are not absolutely necessary.

34 Will the contractor need OSHA training? Any personnel working with OSHA expanded standards do require training.

35 Is the weapons cleaning room being added to the cleaning schedule?

Yes

Is the bucket debris room in the rear of the range being added to the cleaning? If so, how often will it need to be cleaned?

It is part of the range, range does not stop at the bullet trap it goes from wall to wall.

37 Is the Bobcat the only equipment that we are letting the contractor use?

Yes as long as the bobcat is on site and certified drivers are present.

For bidding purposes can you confirm that the contractor can perform a Filter Replacement concurrently with a Monthly Cleaning (no separate mobilization required)?

Correct, separate mobilization would be required in response to section 3.2 of the current PWS.

Based on the discussions at the site walk, it appeared that not every filter is replaced during a monthly Filter Replacement Event.

Can you provide the number and sizes of the filters that we should assume will need be replaced per event?

HEPA: 60 Range 1, 40 Range 2, 24 Range 3 Paper: 60 Range 1, 40 Range 2, 24 Range 3

Can you identify the approved product that should be used to clean the floors and the areas (square footage) that will need to be washed per event?

See question 33

41 Will 40 Hour Hazardous Waste Training be required for the workers?

If the company is responsible for disposal, they need HAZWASTE training as well

Does the entire floor need to be cleaned in the bullet trap area (under the buckets, hopper and up to the walls) per cleaning event?

Will follow up with Bio on requirement for this matter.

43 Is Minot CATM range 100% lead free ammunition including ammunition primer?

No

Lockout tagout program is not applicable to the range cleaning contract

There’s a total of 1272 filters in the PWS. I am assuming for pricing you want the 1272 divided by 12 months (106).

Pricing should remain consistent with the Quote sheet (i.e. one figure per CLIN).

Invoicing post‐award can be done on a monthly basis.

Is it part of the scope of work to empty the bullet trap collection containers at the back of the bullet trap? What size are these containers?

Yes, size is 12 inches tall, hold 1.5 gallons of debris

57 Is the Air Force responsible for snow removal?

Yes

58 How many bullet trap collection containers are there?

Wet mopping/wiping of surfaces is not requested, is the omission of this service correct in the scope of work?
