General Information

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

2. This solicitation is being issued as a(n) Request For Quotation (RFQ).

3. This solicitation document and incorporated provisions and clauses are those in effect through:

Requirement Information Description:

Minot Air Force Base has a requirement for firing range cleanup services in accordance with the attached Performance Work Statement.

***FIRST CLEANING MUST BE READY TO BE ACCOMPLISHED 1 MAY*** (Date will be specified in resulting contract, however the contractor is responsible to be ready to execute on the above date).

Instructions to Offerors

FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:

1. Simplified Acquisition Procedures will be used in accordance with (IAW) FAR Subpart 13.5 in awarding this contract.

The Government intends to award a Firm-Fixed-Price (FFP) contract to satisfy this requirement. This requirement is being solicited as a Request for Quotation (RFQ); submission of a quote does not guarantee receipt of award.

2. A site visit will be conducted on 10 March 2023 at 1000 AM CST. The meeting point will be the 5th Contracting Squadron building located at 165 Missile Avenue, Minot AFB, ND 58705. Visitors passes will be required for based access, please contact the Minot AFB Visitor's Center for details, and plan accordingly.

3. Questions may be submitted to the POCs and Contracting Officer listed above no later than 13 March 2023 . Questions submitted after this date may not be answered.

4. Quotes in response to this solicitation must be submitted via email to the POCs and Contracting Officer listed above no later than the established deadline.

5. Quotes must be valid through 01 June 2023.

6. All price quotations must be submitted using the CLIN structure above. The quoter should use Attachment 3 –Quoter Price Schedule in order to submit base, option year, and total quote pricing. The quoter may, at their own discretion, use their own template or form in order to submit required documentation under this section, and Evaluation Criteria, as long as the following conditions are met:

- CLIN structure is consistent with the CLIN structure provided above, to include all option years.

-All requirements outlined in the solicitation, to include the Performance Work Statement and any other applicable attachments, are adhered to and addressed.

7. This acquisition is being conducted according to FAR part 13 and FAR subpart 13.5. The terms and processes used in this acquisition are not subject to the definitions nor processes found in FAR subpart 15.3, even if defined or described in FAR part

15. Reference to offers, offerors, or proposals in this acquisition shall be read as quotations,vendors, quoters, or quotes. Any clerical errors in this solicitation, to include the attachments, that use the source selection nomenclature in FAR Part 15 shall be read and interpreted in a manner consistent with FAR part 13. Examples of nomenclature found in FAR part 15 include: Request for Proposals (RFP), De-briefing, Discussions,Clarifications, etc. Unless otherwise defined in this solicitation, or in the specific FAR part being referenced, definitions of words retain their definition under FAR 2.101, unless no definition is provided, in which the common dictionary meaning shall be used IAW FAR 1.108(a).

Evaluation Criteria

FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:

The Government intends to award a Firm-Fixed Price purchase order resulting from this solicitation to the responsible quoter whose quote provides the best value to the Government, in accordance with FAR 13.106-1(a)(2)(ii) and FAR 2.101. The use of FAR 15.3 and DoD Source Selection Procedures are not applicable to this solicitation, or any award resulting from this solicitation. The following factor shall be used to evaluate quotes:

Price

Past Performance record history will be utilized as a metric regarding the multiple standards required for a successful quote to be determined responsible, as described in FAR 9.104. Award will be made to the quoter with the lowest total evaluated price (TEP) and whose quote conforms to the material solicitation requirements (to include all stated terms, conditions, representations, and certifications) which is deemed technically acceptable.

Quoters are advised that their quotation may exceed the requirements but the Government is not requesting or accepting alternate quotes, and each response must respond to the solicitation requirement stated in the RFQ. The Government intends to evaluate quotes and issue a purchase order based on the initial quotes received. Therefore, the contractor's initial quote should contain the contractor's best terms from a pricing standpoint. The Government reserves the right to request revised quotes from, or negotiate final terms with, one or more, but not all, contractors if later determined by the contracting officer to be necessary. However, the contracting officer will not establish a competitive range, conduct discussions, or otherwise use the procedures described at FAR 15.306.

Solicitation Requirements (Terms and Conditions)

Offerors are required to meet all material solicitation requirements, such as terms and conditions, representations and certifications, deliverables, Performance Work Statement (PWS), etc. Failure to comply with the terms and conditions of the solicitation may result in the Quoter being ineligible for award. Quoters must clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale. The Government reserves the right to determine any such exceptions unacceptable, and the quote, therefore, ineligible for award.

In order for a quote to be eligible for award, the quoter must have a current registration in the System for Award Management (SAM): "https://www.sam.gov/SAM" prior to award. SAM will be checked to verify the quoter's status before any evaluation is conducted.

BASIS FOR CONTRACT AWARD

Factor 1 – PRICE

Price quotes will be evaluated as follows:

Completeness:

Upon receipt of quotes, the contracting officer will screen quotes to ensure they are complete, and all required information and pricing is present. This will be done quickly, and in the most minimally burdensome fashion, as determined by the contracting officer.

Price Reasonableness:

The proposed prices will be evaluated for reasonableness. Reasonableness must represent a price to the Government a prudent person would pay in the conduct of competitive business. Normally, price reasonableness is based on competitive quotations, as outlined in FAR 13.106-3(a)(1), but price reasonableness may also be determined through price analysis techniques, as described in FAR 13.106.

Total Evaluated Price:

Only the total evaluated price (TEP) submitted in the quote will be evaluated; this includes the total CLIN pricing for the basic year and all options years listed in Attachment 3 – Quote Pricing Sheet, or any acceptable submission of quotes, as outlined in the Instructions to Quoters section above.

The total proposed price for all options will be added to the total proposed price for the basic requirement as a part of the TEP calculation.

TEP will be used for evaluation purposes only. Evaluation of options shall not obligate the Government to exercise such options.

Options - Evaluation of options shall not obligate the Government to exercise the option(s). In accordance with FAR 52.217-8, the Government may require continued performance of services within the limits and rates specified in the contract. The rates shall be determined to be the unit price of each applicable CLIN, as stated in Schedule of the award of the CLIN, which corresponds with the most recently entered period of performance. Evaluation of proposed CLIN prices constitutes evaluation of the rates used for options exercised under this clause.

Factor 2 – Technical Acceptability

Offerors are required to meet all material solicitation requirements, such as terms and conditions, representations and certifications, deliverables, Performance Work Statement (PWS), etc. All submissions will be reviewed by the Contracting Officer in conjunction with Subject Matter Experts (SMEs) in order to ensure compliance with the Performance Work Statement, applicable Wage Determination, and availability for the Period of Performance indicated above. Failure to comply with the terms and conditions of the solicitation or the PWS may result in the Quoter being removed from consideration for award. The Government reserves the right to determine any deviations unacceptable, and applicable quotes, therefore, ineligible for award.
