Bldg. 555 Firing Range Cleanup Performance Work Statement (PWS)
Minot AFB, ND 31 March 2023

1. DESCRIPTION OF SERVICES
1.1. The contractor will clean the indoor small arms and heavy weapon firing ranges from end to end at Minot Air Force Base on a monthly basis due to the volume and frequency of fire to ensure the maximum range life cycle is achieved. The contractor must have expertise on the materials being handled and tasks outlined below.
2. WORK QUALITY
2.1. All work will be certified/accepted by the Security Forces Squadron (SFS) Combat Arms NCOIC or the Combat Arms Section Chief.
2.2. Contractors will utilize a provided checklist to sign off on the tasks completed during their cleaning.
3. RANGE CLEAN UP
3.1. Indoor Small Arms Range cleaning will consist of:
3.1.1. Vacuuming of loading points/firing points and firing lanes. Entire range area (Ranges 1, 2 and 3) should be clear of all dust and debris from end to end. Place material in 55 gallon ULINE drums 90% full and labeled “Vacuuming/Sweeping” with a paint pen. Can reuse previous months drum if material is not compacted. Square footage to be cleaned on Range 1 is 131x121x10. Square footage to be cleaned on Range 2 is 131x80x10. Square footage of Range 3 is 131x50x10.
3.1.2. Vacuuming of Bullet Trap (Base, Ramp and Throat). Place in 55 gallon ULINE drum filled 1/3 full and labeled “Base, Ramp, Throat”.
3.1.3. Vacuuming/Cleaning of Bullet Trap debris collection at rear of facility. Place in 55 gallon
ULINE drum filled 1/3 full and labeled “Bullet Trap Debris”. Failure to properly clean will result in damage to the system.
3.1.4 Vaccuming/Cleaning of Bucket debris room (Buckets, floor and under bucket containment area) There are 239 buckets that hold 1.5 gallons of debris and will not exceed half the amount before being transferring to the barrel. Place in 55-gallon ULINE drum filled 1/3 full and labeled “Bullet Trap Debris”
3.1.5. All range debris/residue will be emptied/placed into 55-gallon ULINE drums (provided by 5 SFS). Ensure that barrels are properly labeled with their exact contents.
3.1.5.1. All contaminated vacuum filters and PPE will be placed in separate 55-gallon
ULINE steel drums from the range debris/residue.
3.1.5.2. There are four (4) 55 gallon drums located at the rear of the range for the
DeltaMAXX Dust Collection Units. These will need to be monitored and replaced as they become 1/3 full. DCU operator’s manual is on hand in the NCOIC office if needed.
3.1.5.3. Ensure that ULINE drums are properly labeled with their exact contents as noted above. Cardboard, PPE, and other non-metal debris will not be containerized with drums containing material collected from the Bullet Trap areas. They must have their own drum and be labeled accordingly.
3.1.5.4. Ensure that drums are clean and clear of all lead contaminants on the outside and tops.
3.1.6. All drums will be staged on wood pallets, the loading dock for pick up by HAZMART personnel. 5 SFS Combat Arms personnel will coordinate the disposing of the hazardous waste.
3.1.7. Range filters will be purchased and changed by the contractor. The Paper MERV 8 high-capacity pleated filters (below) will be changed bimonthly but no more than the quantities annually broken down below. Contractors will change all the HEPA filters quarterly.
3.1.7.1. 744 Paper MERV 8 high capacity pleated filters sized 24x24x4. Used filters will be placed into the boxes of the new filters, palletized, numbered, and secured. Not to exceed the amount annually. NSN for Paper MERV filters is not specified, they only need to match what the system requires. Pre-Filter Model Number: 90-FLP30/42424
3.1.7.2. 496 High Capacity HEPA filter, 99.97%, Metal Frames sized 24x24x11.5 Not to exceed the amount annually. Stock Number for this is 460023 and 460024. Used filters will be placed into the boxes of the new filters, palletized, numbered, and secured.

3.1.7.3. 32 DeltaMAXX Prime Filters (Dust Collection Unit) Not to exceed the amount annually. These filters need to be changed quarterly.
3.2. In the event of damage to filters because of weather (ice, water, etc.) the contractor will be notified and must be available for emergency replacement services within 48 hours upon notification to ensure range downtime is minimalized. Between the months of October – April, emergency responses have potential to increase with snow and ice accumulation. Emergency services happen but are not limited to twice per month during winter months and every other month in the rest of the FY.
4. AREA PREPARATION
4.1. The contractor will be responsible for providing all and any necessary cleaning equipment/materials.
4.1.1 Any materials purchased by the contractor will be sent to their location for storage.
No equipment or materials will be signed for by the Security Forces Squadron (SFS) Combat Arms office.
4.2. Security Forces Squadron (SFS) Combat Arms will ensure that the range is free of all garbage and brass prior to arrival of the contractor.
5. SECURITY REQUIREMENTS
5.1 The Contractor shall be responsible for obtaining all necessary passes, or other items required for access to the areas in which work will be performed (Bldg. 555 on Minot AFB). The Contractor shall request contractor passes through the CO (SSgt James Sulhoff) by providing the full name, social security number, date of birth, work phone, home phone, and driver’s license state/number of employees requiring passes no later than 10 days after contract award. Personnel must adhere to the REAL ID Act of 2005 to ensure access to base is granted. Pass requests will be forwarded by the CO (SSgt James Sulhoff) to the 5th Security Forces Squadron Visitor’s Control Center for approval and issuance. Upon completion or termination of the contract, or an individual’s release from employment, the Contractor shall retrieve the identification issued above and surrender it to the 5th Security Forces Squadron Pass and Registration Section located in the Visitor Control Center. The following can be reason for denial to Minot Air Force Base:

3.4. Causes for Barment and Installation Pass Denial:
3.4.1. Objective Rules. Although barment decisions are made on a case-by-case basis, barment action should be considered whenever the offenses in 3.4.2 are committed. NOTE: The list of cited offenses is not all-inclusive nor is it meant to exclude other offenses that raise concerns about security, safety, good order and discipline.
3.4.2. Base Pass Denial. Personnel will be denied base access if:
3.4.2.1. Is known to be or reasonably suspected of being a terrorist or belongs to an organization with known terrorism links/support.
3.4.2.2. Is individual’s name appears on any Federal or State agency’s watch list or hit list for criminal behavior or terrorist activity.
3.4.2.3. The individual has knowingly and willfully engaged in acts or activities designed to overthrow the U.S. Government by force.
3.4.2.4. The individual has an active warrant
3.4.2.5. The individual is barred by another DoD Installation/Activity
3.4.2.6. The individual has any conviction for espionage, sabotage, treason, terrorism, or murder.
3.4.2.7. The individual has been convicted of a firearms or explosive violation.
3.4.2.8. The individual has been convicted of sexual assault, armed robbery, rape, child molestation, child pornography, trafficking in humans, drug possession with intent to sell, or drug distribution.
3.4.2.9. Has a felony conviction within the last 10 years.
3.4.2.10. Persons with an arrest for the above offenses, but where no disposition is listed on the criminal history report, will be required to provide legal documents showing disposition. If the disposition or severity is dismissed, not filed or adjudicated; the pass may be issued. If the disposition or severity is guilty or not provided the pass will be denied.
3.4.2.11 . Any situation not covered in paragraphs 3.4.2.1. – 3.4.210. that is deemed to have a potential detrimental impact on good order or discipline may be grounds for pass denial.
5.2 Contractor personnel shall present a neat appearance. Contractor personnel shall be easily recognizable while on the installation in conjunction with this contract. This shall be accomplished through the wear of distinctive clothing, overcoats, or hats, bearing the company name or logo. The coloring or design of the items selected should be such that identifies personnel easily and quickly for reasons of safety and personal protection. The Government is authorized to restrict the employment under the contract of any contractor employee or prospective contractor employee, who is identified as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.
5.3 Reporting Requirements. Contractor personnel shall report to security forces any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor's employees shall be briefed by their immediate supervisor upon initial on-base assignment.
5.4 Physical Security. The Contractor shall be responsible for safe guarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment and material shall be secured.
5.5 Compliance with Laws and Regulations. The contractor shall be knowledgeable of and comply with all applicable federal, state and requirements regarding environmental protection to include AFI 32-7042, 133 Waste Management, North Dakota Administrative Code 33-24-02-06, and base Hazardous Waste Management Plan. In the event environmental laws/regulation/requirements change during the term of this contract, the contractor shall comply with such regulations as changed.
5.6 The Contractor and their employees are subject to all base regulations.
5.7 Traffic Laws. The Contractor and its employees shall comply with base traffic regulations.
5.8 Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms or ammunition on themselves or within their contractor-owned or privately owned vehicle while on Minot Air Force Base.
5.9 Damage to Government Property. The Contractor shall notify the government when damage to government property is discovered. Any damage to government property caused by the Contractor shall be repaired or replaced by the Contractor at the Contractor’s expense. The Contractor shall annotate on the inspection report, the damage, the cause of damage (if known) and a proposal for repair.
5.10 Fire and Emergency Reporting. Dial 911 from a standard phone. Dial 723-2461 from a cellular phone.
6. HOURS OF OPERATION
6.1 Work hours are from 7:30 AM to 4:30 PM (CST), Saturday and/or Sunday. This is to prevent interruption in mission requirements, this excludes Federal Holidays and the workdays Federal Holidays are observed. The Contractor may request and be authorized to work outside of these normal work hours by submitting a request in writing to the CO with coordination from the Site POC and approval from the CO at no additional cost to the Government. Work shall be performed in a manner to create minimum disturbance to the facility. Contactor personnel will be limited to work areas.

7. GOVERNMENT FURNISHED EQUIPMENT
7.1. The Contractor shall not use equipment furnished by the Government for any purpose other than as required for performance of this contract, and shall not retain possession of the equipment outside of the direct use for disposal as outlined in paragraph 3.1.5. Government machinery can be used by the contractor as long as personnel are certified on the equipment.
7.2. Availabilities of Utilities. All reasonable quantities of utilities shall be made available to the contractor without cost. Any temporary connection of lines that may be used, required or removed by the contractor will be at the contractor's expense. Temporary connection shall follow existing lines of the building and shall be installed safely IAW standard commercial practices.
8. STORAGE OF MATERIAL
8.1. The Contractor shall not store material and equipment in the work area.
