1. This is a combined synopsis/solicita tion for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the only solicita tion; Quotes a re being requested, and a written solicita tion will not be issued.

2. This solicita tion is being issued as a (n) Request for Quotation (RFQ).

Description:

The contractor shall provide non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance and snowremoval is performed at Minot AFB. Detailed scope of work is in Attachment 1 – Performance of Work Statement.

Place of Delivery/Performance/Acceptance/FOB Point:

The Period of Performance(PoP) for this requirement will include an initial base period from 1 April 2023 through 31 March 2024,plus four option years. The ultimate completion date, if all options are exercised, is 31 March 2028.

FAR provision 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following information is provided in addition to Attachment 7 – Instructions to Quoters, and hereby amends and/or supplements any language therein:

1. Simplified Acquisition Procedures will be used in accordance with (IAW) FAR Subpart 13.5 in awarding this contract. The Government intends to award a Firm-Fixed-Price (FFP) contract to satisfy this requirement. This requirement is being solicited as a Request for Quotation (RFQ); submission of a quote does not guarantee receipt of award.

2. Questions may be submitted to the points of contact above, as well as the Contracting Officer, no later than 14 October 2022. Questions submitted after this date may not be answered.

3. Site visits will be conducted on Thursday, 6 October at 1300hrs CST. All interested parties shall meet at the 5th Contracting Squadron, Bldg 165 Minot AFB, ND prior to site departure. To access the installation, please provide required information by Monday, 3 October at 1600hrs CST. Site Visits are not at the expense or cost of the Government.

4. Quotes in response to this solicitation must be submitted via email to all the points of contact above, including the Contracting Officer listed above, no later than the established deadline.

5. All price quotations must be submitted using the CLIN structure above. The quoter is highly encouraged to use Attachment 6

– Quoter Price Schedule to submit base, option year, and total quote pricing. The quoter may, at their own discretion, use their own template or form to submit required documentation under this section, and the Evaluation Criteria section, as long as the following conditions are met:

4a. CLIN structure is consistent with the CLIN structure provided above, to include all option years.

4b. All requirements outlined in the solicitation, to include the Performance Work Statement and any other applicable attachments, are adhered to and addressed.

6. This acquisition is being conducted according to FAR part 13 and FAR subpart 13.5. The terms and processes used in this acquisition are not subject to the definitions nor processes found in FAR subpart 15.3, even if defined or described in FAR part

15. Reference to offers, offerors, or proposals in this acquisition shall be read as quotations, vendors, quoters, or quotes. Any clerical errors in this solicitation, to include the attachments, that use the source selection nomenclature in FAR part 15 shall be read and interpreted in a manner consistent with FAR part 13. Examples of nomenclature found in FAR part 15 include:

Request for Proposals (RFP), De-briefing, Discussions, Clarifications, etc. Unless otherwise defined in this solicitation, or in the specific FAR part being referenced, definitions of words retain their definition under FAR 2.101, unless no definition is provided, in which the common dictionary meaning shall be used IAW FAR 1.108(a).

Instructions to Quoters- Addendum

***Notice to Vendor(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this RFQ until funds are available. The Government reserves the right to cancel this RFQ, either before or afterthe closing date. In the event the Government cancels this RFQ, the Government has no obligation to reimburse a vendor for any costs. ***

FAR Provision 52.212-2, Evaluation – Commercial Products and Commercial Services, applies to this acquisition.

As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:

The Government intends to award a Firm-Fixed Price purchase order resulting from this solicitation to the responsible quoter whose quote provides the best value to the Government, in accordance with FAR 13.106-1(a)(2)(ii) and FAR 2.101. There is no ranking or assigned importance to evaluation factor IAW FAR 13.106-1(a)(2)(iii). The use of FAR 15.3 and DoD Source Selection Procedures are not applicable to this solicitation, or any award resulting from thissolicitation. The following factors shall be used to evaluate quotes: Price, Capability, and Past Performance.

Solicitation Requirements (Terms and Conditions)

Quoters are required to meet all material solicitation requirements, such as terms and conditions, representations and certifications, deliverables, Performance Work Statement (PWS), etc. Failure to comply with the terms and conditions of the solicitation may result in the Quoter being ineligible for award. Quoters must clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale. The Government reserves the right to determine any such exceptions unacceptable, and the quote, therefore, ineligible for award.

For a quote to be eligible for award, the quoter must have a current registration in the System for Award Management (SAM):

https://www.sam.gov/SAM, prior to submitting a quote, IAW FAR 4.1102. SAM will be checked to verify the quoter's status before any evaluation is conducted.

Quoters are advised that their quotation may exceed the requirements of the PWS, but the Government is not requesting or accepting alternate quotes, and each response must respond to the solicitation requirement stated in the RFQ. The Government intends to evaluate quotes and issue a purchase order based on the initial quotes received. Therefore, the contractor's initial quote should contain the contractor's best terms from a pricing standpoint. The Government reserves the right to request revised quotes from, or discuss final termswith, one or more contractors if later determined by the contracting officer to be necessary.

Additionally, the contracting officer will not establish a competitive range, conduct discussions, or otherwise use the procedures described at FAR 15.306.

Factor 1 – PRICE

Total Evaluated Price:

Only the total evaluated price (TEP) submitted in the quote will be evaluated; this includes the total CLIN pricing for the base year and all options years listed in Attachment 6 – Vendor Schedule Sheet, or any acceptable submission of quotes, as outlined in the Instructions to Quoters Addendum section above.

Options - The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options shall not obligate the Government to exercise the option(s). In accordance with FAR 52.217-8, the Government may require continued performance of services within the limits and rates specified in the contract. The rates shall be determined to be the unit price of each applicable CLIN, as stated in Schedule of the award of the CLIN, which corresponds with the most recently entered period of performance. Evaluation of proposed CLIN prices constitutes evaluation of the rates used for options exercised under this clause.

Factor 2 – CAPABILITY

Quote must be rated as capable to be eligible for award. In order to be deemed capable, the following evaluation criteria must be met:

Sub-factor 1: Quality Control Plan

DESCRIPTION: The quoter shall submit a Quality Control Plan (QCP) that addresses all requirements of the Performance Work Statement (PWS). The plan must address methods to be used for identifying and preventing damages/claims before the performance becomes unacceptable. The plan shall also include procedures to identify unfavorable performance trends, problem areas, and the corrective actions that would be taken.

This plan shall also include a list of the quantity and equipment type (i.e. mower, weed whacker, etc.) which the contractor determines as a reasonable equipment inventory sufficient to perform the required grounds maintenance services.

Sub-factor 2: Experience

DESCRIPTION: The quoter shall submit examples, within the past five years of equivalent capabilities related to commercial and/or government experience that demonstrate the technical capabilities to perform similar in scope work.

This shall include program management responsibilities your company requires, to fulfill the key positions necessary for proper contract oversight. The plan shall also include an approach to adequately staff qualified personnel to meet the requirements of this contract.

BASIS FOR CONTRACTAWARD

Factor 3 – PAST PERFORMANCE

DESCRIPTION: Past Performance record history will be assessed as one of themultiple standards required for a successful quote to be determined responsible as described in FAR 9.104. Past performance can be evaluated based upon the contracting officer’s knowledge of and previous experiencewith the service being acquired, customer surveys, past performance questionnaires and government-wide contract performance assessments rating system (CPARS). Quoters may submit up to three past performance documents, to display quality of work performed.Quoters may use the attached Past Performance Information Form (PPIF) in order to submit past performance information.

The government mayuse a combination of the following methods to evaluate past performance:

• PPIF Submissions

• Relevant past performance submitted by the quoter

• Any other reasonable basis not otherwise noted
