General Information

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

2. This solicitation is being issued as a(n) Request For Quotation (RFQ).

3. This solicitation document and incorporated provisions and clauses are those in effect through:

4. This acquisition is set-aside for 100% Small Business Concerns

Requirement Information Description:

The Contractor shall provide all the management, tools, materials, equipment, and labor to design, and install fully functional wireless Public Address and Intercom system in the Child and Youth Programs facilities in accordance with the attached Performance Work Statement (PWS) and floor plans

Place of Delivery/Performance/Acceptance/FOB Point:

Minot AFB, ND 58705 (exact customer address will be provided in the resulting contract).

Instructions to Offerors

FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:

1. A site visit will be held on 23 August 2018 at 10:00 am CT at BDLG 165, Minot AFB, ND. Attendees should submit their names and any other requested information to heidi.sterling.1@us.af.mil, and rachel.williams.26@us.af.mil, no later than 15 August 2018.

Please see additional information about base access in Para 7.0 of the attached PWS.

2. Questions may be submitted to the POCs and Contracting Officer listed above no later than 17 August 2018. Questions submitted after this date may not be answered.

3. Quotes in response to this solicitation must be submitted via email to the POCs and Contracting Officer listed above no later than the established deadline.

4. Quotes must be valid through 30 September 2018.

5. All price quotations must be submitted on Attachment 2 - Quote Sheet and it must be filled in entirely; all technical submissions must be submitted on a separate document

Evaluation Criteria

FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:

FOR CONS ACTION EXAMPLE:

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

TECHNICAL CAPABILITY - An offeror’s quotation will be considered technically acceptable if it meets the specifications in the Performance Work Statement. Quotations that do not meet these requirements will be considered unacceptable and therefore under the evaluation process will not be considered for award.

All offerors shall submit technical information such as product brochures and/or product data sheets of the products being offered in sufficient detail to evaluate compliance with the requirements in this solicitation.

Offerors shall submit a design plan with their quote that consists of project details including products to be installed, method of installation, and proposed work schedule.

PRICE - price will be evaluated on a comparative basis amongst all received quotations and the Government's estimate.
