PERFORMANCE WORK STATEMENT
INTERCOM AND PUBLIC ADDRESS SYSTEMS FOR CHILD AND YOUTH PROGRAMS
Minot AFB, ND 58705
1.0 Scope
The Contractor shall provide all the management, tools, materials, equipment, and labor to design, and install a fully functional wireless intercom and public address (PA) system in accordance with this Performance Work Statement (PWS). The Contractor shall work closely with the 5th Force Support Squadron (5 FSS) Child and Youth Program (CYP) facilities management to ensure that the installation is in accordance with requirements.
2.0 Description of Work
2.1 The Contractor shall design, procure, and install fully functional wireless intercom and PA systems in BLDGs 166, 168, and 286. The systems shall be installed separately from existing conventional general-purpose internal communications systems.
2.1.0 Design Plan: The Contractor shall provide a design plan with their quote that consists of project details including products to be installed, method of installation, and proposed work schedule.
2.1.1 Installation: All ancillary services required to complete the installation shall be provided by the Contractor unless otherwise noted.
3.0 Task and System Requirements
3.1 The Contractor shall install wireless systems which shall facilitate communication between activity rooms, front desks, and outdoor play areas in accordance with AFI 34-144 Para 2.1.8. The systems shall include a central paging master station with the ability to initiate and receive two-way intercom calls to and from multiple sub-stations. The master station shall be capable of initiating voice communications to each sub-station individually or on a PA level, and be able to identify the location of the sub-station. The master station shall have a handset for the user to conduct a private conversation or operate handset-free.
The master station shall have the ability to make announcements to the outdoor speakers and the interior speakers congruently or separately. The unit shall also be capable of making pre-recorded announcements on a schedule, and pre-recorded event messages for severe weather warnings, fire evacuation instructions, intruder lock down warnings, and medical emergencies.
3.2 The sub-stations shall be capable of initiating voice communications to the master station either hands- free or with the handset. Using the handset will initiate "privacy mode" at the sub-station location.
3.3 The systems shall be equipped with a battery backup option to provide full system functionality during power outage situations. With exception of power sources, no existing equipment will be reused.
4.0 Information Assurance Requirements
Any equipment requiring connection to the DoD global information grid (GIG) shall be in compliance with Certification and Accreditation of Air Force Enclaves hosting Real Time Services guidance, and meet all network policies, requirements, and security protocols enforced by the 5th Communication Squadron (CS) and the Defense Information Systems Agency (DISA).
5.0 Projected System Components (estimate only – more/less equipment may be required)
• 3 Master Stations (1 per facility)
• 3 power supplies
• 60 inside stations with call button
• 15 outside stations with call button (waterproof)
• Indoor and outdoor speakers
• Wire
• Hardware
• Connectors
6.0 Government Furnished Facilities
6.1 While on-site to support the Intercom systems installation requirements, the contractor may use power, water, and restroom facilities while operating within the work areas of BLDGs 166, 168, and 286.
6.2 Laydown/Storage area – A storage or laydown area shall be coordinated with the Site POC as needed.
7.0 Security Requirements – Base/Site Access
7.1 If using a commercial vehicle, Contractors are required to enter Minot AFB through the Minot Gate (South Gate), just off US-83. This includes construction, food, supply, FedEx, and UPS deliveries, as well as contractors entering with company trucks. If utilizing a POV or a rental vehicle, main gate is accessible to Contractors once a pass is obtained. Hours of operation for the main gate are 24/7. The Contractor shall be responsible for obtaining all necessary passes, or other items required for access to the areas in which work will be performed. The Contractor shall request contractor passes through the Contracting Officer by providing the full name, social security number, date of birth, work phone, home phone, and driver’s license state/number of employees requiring passes no later than 10 days after contract award. Personnel must adhere to the REAL ID Act of 2005 to ensure access to base is granted.
Pass requests will be forwarded by the Contracting Officer to the 5th Security Forces Squadron Visitor’s Control Center for approval and issuance. Upon completion or termination of the contract, or an individual’s release from employment, the Contractor shall retrieve the identification issued above and surrender it to the 5th Security Forces Squadron Pass and Registration Section located in the Visitor Control Center.

3.4. Causes for Barment and Installation Pass Denial:
3.4.1. Objective Rules. Although barment decisions are made on a case-by-case basis, barment action should be considered whenever the offenses in table 1 are committed. NOTE: The list of cited offenses is not all-inclusive nor is it meant to exclude other offenses that raise concerns about security, safety, good order and discipline.
3.4.2. Base Pass Denial. Personnel will be denied base access if;
3.5.2.1. Is known to be or reasonably suspected of being a terrorist or belongs to an organization with known terrorism links/support.
3.4.2.2. Is individual’s name appears on any Federal or State agency’s watch list or hit list for criminal behavior or terrorist activity.
3.4.2.3. The individual has knowingly and willfully engaged in acts or activities designed to overthrow the U.S. Government by force.
3.4.2.4. The individual has an active warrant
3.4.2.5. The individual is barred by another DoD Installation/Activity
3.4.2.6. The individual has any conviction for espionage, sabotage, treason, terrorism, or murder.
3.4.2.7. The individual has been convicted of a firearms or explosive violation.
3.4.2.8. The individual has been convicted of sexual assault, armed robbery, rape, child molestation, child pornography, trafficking in humans, drug possession with intent to sell, or drug distribution.
3.4.2.9. Has a felony conviction within the last 10 years.
3.4.2.10. Persons with an arrest for the above offenses, but where no disposition is listed on the criminal history report, will be required to provide legal documents showing disposition. If the disposition or severity is dismissed, not filed or adjudicated; the pass may be issued. If the disposition or severity is guilty or not provided the pass will be denied.
3.4.2.11. Any situation not covered in paragraphs 3.4.2.1. – 3.4.210. that is deemed to have a potential detrimental impact on good order or discipline may be grounds for pass denial.

9.0 Period of Performance
The contractor will have 60 calendar days to complete the work stated in this PWS from award date. The tentative schedule projected by the Contractor shall be coordinated between with the Site POC no more than 10 days after contract award to establish the start date in order to de-conflict any known mission events or complete any other required site preparations.
10.0 Hours of Operation
10.1 The operating hours for these facilities is 6:30 am to 5:30 pm CT, Monday through Friday, excluding all Federal Holidays listed below. New Year’s Day, Martin Luther King’s Birthday, President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day, and any other day designated by Federal Statute, Executive Order, and/or Presidential Proclamation.
10.1.0 Any work desired to be accomplished outside of the hours listed above shall be coordinated with the Site POC. The Contractor must submit a written request to the Contracting Officer 5 duty days prior to the requested additional hours/days.
10.1.1 The existing buildings will be in use during the installation period and children are in the building Monday through Friday 6:30 am to 5:30 pm. Work that is unsafe around young children (IAW AFI 34-
248) may be required to be done on weekends, or an evening schedule. If only a brief time is needed, children shall be moved to an alternate space with proper coordination from the CYP supervisor in charge.
10.2 If Contractor work requires shut down of facility power, the request shall be coordinated with the Site POC 2 days in advance of requested power outage due to critical operations within the building areas.
10.3 It should be noted that the Contractor's performance may be interrupted from time to time because of high priority mission schedules or no-notice events. For each calendar day and/or portion of a calendar day that the contractor is removed/denied access from the job site, the contractor schedule will be adjusted by one calendar day.
11.0 Site Project Manager (POC)
Information shall be provided at time of award.
12.0 Clean Up
The Contractor is required to clean-up daily and to maintain a safe working area at all times. This includes leftover cardboard, plastic, scraps, etc. All debris shall be disposed of off Minot AFB.
13.0 Training
The Contractor shall provide user training to the CYP staff on site immediately following installation of the systems.
14.0 Warranty/Maintenance Service
14.1 The Contractor shall provide the standard commercial warranty, or at a minimum, a one year warranty on all work and equipment, whichever is greater.
14.1.0 During the warranty period, the Contractor shall provide technical support, via telephone, to trouble-shoot & return the system to operational state. If unable to restore system operations within 48 hours, a technical support team shall be provided for on-site repairs within 7 days. In addition, a telephone help desk number shall be provided to maintain support for the life of the system.
