Renovate WSA Fire Alert Facility Questions

FA4528-17-R-0001

1. Are checkered plates required on the bollards?

Answer: No

2. Is a full time safety person physically required to be on the jobsite?

Answer: The QC manager works to ensure safety compliance. The QC manager is not required to be on site at all times. The QC manager can also work as the superintendent, but then would be required to be on the jobsite during all working hours per the spec. Section 01 45 00.10 20- 1.5.1.2

3. Please provide clarification as to the location and quantity of the conduit to be removed. The wall attachment requires the moving of all lighting exterior conduits. Will the base provide pictures of all 4 sides of the building to assist with making this determination?

Answer: No

4. Are as-builts available for the existing building? At a minimum-electrical.

Answer: Can be given after award.

5. Is there a place on the base to properly dispose of concrete?

Answer: Dispose of off base.

6. Is there a place on the base to properly dispose of the soil spoils from the berm?

Answer: Dispose of off base.

7. Is there a place on the base to properly dispose of the Alaska Barriers (concrete waste)

Answer: Dispose of off base

8. Are job trailers/ material storage containers allowed to be stored on site?

Answer: Trailers will be allowed in the secured free zone as indicated on the drawings.

9. When conducting the power change over, is it possible to conduct a brief shut down?

Answer: Yes

10. When conducting the power change over, will the contractor need to supply a generator or will the base provide?

Answer: No requirement for a generator

11. What is the maximum page limit for the past performance proposal- Part III?

Answer: There is no page limit, however, a maximum of 3 PPIFs are requested. (Attachment 4 – 4 pages)

12. Does the original bid bond need to be mailed to the base by the required bid due date? Or will a copy of the bid bond be acceptable with the emailed proposals?

Answer: A copy of the bid bond is acceptable with the emailed proposals.

13. Section L, Part II Past Performance states that projects should have a dollar value of greater than 500,000; however, Section M, Evaluation Criteria, states that projects are required to have a contract dollar value of $1M. Can the government please clarify.

Answer: The required dollar value must be $1M or greater.

14. Section L - Past Performance Information Forms - The RFP states that we are to send Attachment 4 PPIF to our clients for a maximum of 3 references. Are we to provide any other type of project information with the proposal? If our clients refuse to complete the forms or do not complete the forms, our proposal will not have any relevant project information. Are we to provide a copy of the forms that we send to our clients?

Answer: Only the PPIF’s are required per the RFP. We do not want copies of the forms you provide to your clients.

15. Section L- Past Performance Information Form - Will the government accept

CCASS or previously completed PPQ’s with the proposal. Several of our clients, will not compete PPQ’s if they have already completed a CCASS or a

USACE/NAVFAC PPQ-O form.

Answer: No; we review CPARS in addition to any PPIF’s received.

16. During construction, is the contractor required to provide temporary restroom facilities while the existing restrooms are out of commission?

Answer: No.

17. Due to the demo required in the LDA room, will the base personnel move their work stations to another area? If so, where will that area be?

Answer: Base personnel will move the furniture. Area TBD.

18. Will the base consider extending the bid due date to accommodate the long weekend for Veterans Day?

Answer: It has been extended to 15 Nov 16 at 1400 CST.
