SECTION 01 11 00
GENERAL REQUIREMENTS
PART 1 GENERAL
1.1 LOCATION OF WORK
The work is located in the Alert Fire Team Facility, Building No. B1107 within the WSA at Minot Air Force Base (MAFB). See location map on Drawing Sheet No. 01 of the project drawing set for location. The work is in a controlled area.
1.2 DESCRIPTION OF WORK
1.2.1 The Alert Fire Team Facility, Building 1107, is a one story, 4,200 SF facility located within the Weapons Storage Area (WSA) compound. This building serves as both the 5th Security Forces Squadron's Site Security Control Center (SSCC) and Alert Fire Team Facility (AFTF) for the WSA. The building was originally constructed around 1958.
1.2.2 The project will include upgrading the building to comply with force protection standards; asbestos removal; repair/renovate the building's administrative and industrial areas to meet personnel and equipment requirements; repair/provide new mechanical, fire protection, plumbing, electrical and communications systems for the building;
repair the building's exterior enclosure; construct a building addition for vehicle storage; re-grade the site and repair storm sewer to provide positive site drainage; and repair/provide new pavements to accommodate vehicle and pedestrian access to the building and vehicle parking.
1.2.3 The project will include Bid Options for the following work:
1.2.3.1 Removal and disposal of the Alaska Barriers.
1.2.3.2 Provide and install north Overhead Door 104A, north
driveway, bollards, and other associated work required for a second access to Garage 104.
1.2.4 The facility is operated 7 days per week on a 24-hour basis with two shifts per day.
1.2.5 The facility will remain occupied during construction.
Specifically, the LDA Room, LDA Server Room, and RTES Server Room will remain occupied and fully functional throughout construction.
1.3 REFERENCES

1.5 USE OF PREMISES
1.5.1 Area Designation
The site is located within a controlled area. Areas adjacent to the site will remain occupied by the Government for the duration of the contract.
The contractor shall limit the use of premises for work and construction operations to allow for Government occupancy.
1.5.2 Coordination
Coordinate use of premises under direction of the Contracting Officer.
1.6 EQUIPMENT PARKING
Space for the contractor's equipment will be allotted on MAFB. The exact location will be chosen during the preconstruction conference and shall be approved by the Contracting Officer at that time. The Government shall not be liable for the security of any of the contractor's equipment or material while on MAFB.
1.7 WORK SCHEDULE
Working hours for the contractor will normally be between the hours of 7:30 a.m. and 4:00 p.m., excluding Saturdays, Sundays, and federal holidays. If the contractor desires to work during periods other than above, additional Government inspection forces may be required. The contractor shall make his/her request to the Contracting Officer three days in advance of his/her intention to work during other periods to allow assignment of additional inspection forces. If such force is reasonably available, the Contracting Officer may authorize the contractor to perform work during periods other than normal duty hours/days. However, if inspectors are required to perform in excess of their normal duty hours/days solely for the benefit of the contractor, the actual cost of inspection at overtime rates will be charged to the contractor. These adjustments to the contract price may be made periodically as directed by the Contracting Officer.
1.8 CONSTRUCTION PROGRESS SCHEDULE
The contractor shall prepare and submit to the Contracting Officer for approval prior to construction beginning a Construction Progress Schedule, SECTION 01 11 00 Page 2
AF IMT 3064, showing the order in which the contractor proposes to perform the work. The schedule shall separate the work into phases developed in cooperation with the Government. The schedule shall include the dates on which the contractor contemplates starting and completing the salient elements of the work. The contractor shall also specifically identify on each Contract Progress Report, AF IMT 3065, any apparent, anticipated or proposed deviation from the previously approved schedule.
1.9 REFERENCE STANDARDS
1.9.1 Products
For products specified by association or trade standards, comply with requirements of the standard.
1.9.2 Standard Date
The date of the standard is that in effect as of the Request for Proposal date.
1.10 SAFETY
1.10.1 Regulations
Contractor to comply with all OSHA/NEC/IBC Regulations.
1.10.2 Instructions
Contractor to comply with Minot Air Force Base Instruction (MAFBI) 32-2001, Responsibilities of Base Personnel to Eliminate or Control Fire Hazards.
1.11 TRAFFIC CONTROL
The contractor shall provide all traffic control devices for pedestrian, vehicular and aircraft traffic and will be responsible for maintaining these devices until notified by the Contracting Officer. The contractor's traffic control devices shall comply with MAFB airfield and safety requirements.
1.12 HAULING MATERIALS
The use of base streets for hauling materials will be permitted if the vehicles are equipped with pneumatic tires. The haul route the contractor will take will be determined at the preconstruction conference.
1.13 DRAWINGS AND SPECIFICATIONS
At least one set of specifications and drawings shall be kept at the job site by the contractor's job supervisor or foreman.
1.14 AS-BUILT DRAWINGS
As-Built Drawings shall be prepared and submitted to the Contracting Officer as specified in Section 01 78 39, As-Built Drawings.

1.15 WORK CONDUCT, CORRELATION, EXECUTION, ETC.
1.15.1 Work Performance
Contractor shall conduct all work, including materials distribution in an orderly manner, and shall notify Contracting Officer within two (2) workdays of mobilizing at the job site. Contractor shall confine and limit his personnel to only those areas required for work performance. All work shall be performed in a neat, orderly fashion, with extreme care exercised to avoid damage to all property in and around project areas. Any damage caused by the contractor shall be replaced, repaired, or restored to the Contracting Officer's satisfaction at no cost to the Government. Upon completion, all work and storage areas shall be cleaned of all evidence of contractor's debris accumulations. Contractor's proposed work schedule shall be coordinated with the Contracting Officer or his/her designated representative two (2) weeks prior to the start of any work. All work areas shall be barricaded properly for day and nighttime safety warning.
1.15.2 Storage
At the close of each day's operations, all materials and equipment shall be moved to the storage area designated by Contracting Officer or his/her designated representative. If contractor should have a storage structure or equipment located on base, it shall be removed and the storage area restored to its original condition within seven days after final acceptance of this project.
1.16 SUPERVISION
Provide at least one (1) qualified Project Manager and one (1) onsite Project Superintendent capable of reading, writing, and conversing fluently in English. The Project Superintendent shall be on the job site during working hours. The Project Manager in this context shall mean the individual with the responsibility for the overall management of the project, and the Project Superintendent shall be the individual with the responsibility for quality and production at the jobsite.
1.17 UTILITIES
Water and electricity required will be furnished by the Government.
1.18 PRIVATIZED UTILITIES AT MINOT AFB
Utilities on Minot AFB are privatized and require the contractor to coordinate utility installations and placements with the privatized utility providers. The contractor shall pay all utility installation fees, connection fees and/or utility tap-in fees for new gas, water and sanitary sewer utilities installed for this project. See Drawing Sheets C-102 and P-201 for contact information on gas, water and sanitary sewer utility installations."
1.19 PERMITS
1.19.1 Clearance Work Request
1.19.1.1 AF Form 103
Contractor shall coordinate with appropriate utility locating agencies, including base communications cable maintenance (Items 1 through 15) of AF

Form 103, Base Civil Engineering Work Clearance Request. AF Form 103 will be given to the contractor during the pre-construction meeting. Contractor shall complete and follow all instructions on AF Form 103 before start of work on base. A copy of AF Form 103 instructions will be available to the contractor during the pre-construction meeting.
1.19.1.2 Processing
Before any excavation, alteration, or other construction work is begun, the contractor shall obtain and fully process an AF Form 103, Base Civil Engineering Work Clearance Request. The form requires extensive coordination with several base agencies including furnishing all locations, detailed information, and sketches regarding any proposed excavation(s).
Processing a separate request for each planned excavation is required; each phase of processing the form and its attachments shall be completed prior to commencing work involving that phase. The AF Form 103 shall be prominently displayed on the job site at all times for review by the Contracting Officer and/or his or her designated representative. A copy of the signed form shall be submitted to the Contracting Officer and a copy to the project inspector.
1.19.1.3 Scheduling
Contractor shall schedule a meeting time to meet with each utility agency at the work site to locate affected utilities.
1.19.1.4 Maintenance
Contractor shall maintain all marked utilities in the field once they are initially marked by each utility agency. If markings are damaged, contractor shall request new locates and shall give the locating agency 48 hours to perform the new locates. Expenses for time and materials to perform repeat locates shall be borne by the contractor unless otherwise approved by the Approving Officer. Cost to do the repeat locates will be deducted from the final invoice. Cost will be calculated using the average shop rate of each agency. In cases where utilities were marked late in the year and operations had to be shut down for winter, marked utilities still have to be maintained by the contractor by placing stakes or transcribing the marks on a drawing. When construction resumes, contractor shall re-mark the site and may request verification of utility locations at no additional cost to him. Off-base utility locates agencies might request additional costs for repeat locates.
1.19.1.5 Request Approval
Clearance request is not valid until signed by the Approving Officer, block 17 of the AF Form 103. Approving Officer will not sign until all locates are marked and all utility locating agencies signatures are on the form.
Excavation work shall commence within 30 days after the Approving Officer's signature; otherwise, clearance request is invalid and a new request is required. Notify Contracting Officer immediately if new utilities were installed by others and not marked after all initial locates are made.
1.19.1.6 Utility Protection
The contractor shall safeguard and protect from damage all utilities encountered or uncovered during digging, excavation, and backfilling.

1.20 GOVERNMENT-CAUSED DELAYS
1.20.1 Site Access Delays
The contractor shall allow a minimum of 30 minutes processing time to enter or leave MAFB or controlled/restricted areas. Depending on the time of day, the contractor should expect up to 2 hours processing time one-way through the entry control point (ECP) and escort to the project site. This cost shall have been factored into the contractor's bid price.
1.20.2 Unscheduled Work Stoppages
In the event of a military exercise or event, the contractor may be required to vacate the area of all personnel, equipment, and materials for an indefinite period.Contractor should expect five day of weather delays and shall reflect that in their bid.
1.20.3 Delay/Stoppage Unit Pricing
The Contractor shall bid a crew hourly rate for any site access delays beyond 120 minutes and Government-caused work stoppages when the entire work crew will be asked to evacuate the work area. All site access delays or Government-caused work stoppages must be reported by the Contractor, in writing to the Contracting Officer within 24 hours of occurrence.
1.21 SECURITY REQUIREMENTS
1.21.1 Base Regulations
All activities of the contractor and his employees shall be conducted in strict accordance with Minot AFB Security Regulations. Copies of these regulations will be furnished to the contractor upon request.
1.21.2 Identification of Employees
The contractor will submit to the Contracting Officer a Personnel Listing in three copies with each employee's name, address, SSN, home and business phone numbers, date and place of birth, and name, address and telephone number of the firm that will be working at the construction site. This listing must be provided no-later-than the date of the preconstruction conference. Changes to the list will take place prior to employees arriving at the job site. Each employee shall have two forms of identification to be permitted entry into the job site. One form of identification shall have a picture.
1.22 SANITARY FACILITIES
The contractor shall provide a portable sanitary facility at no cost to the Government.
1.23 BUILDING INFORMATION CHECKLIST
The contractor shall provide the Contracting Officer with a completed Building Information Checklist meeting the requirements of UFC 1-300-08, Criteria For Transfer And Acceptance of DoD Real Property upon close out of the project that identifies all real property incorporated into the project construction. Real property is defined as land and improvements to land (i.e., facilities). It includes equipment affixed and built into the facility as an integral part of the facility (such as heating systems), but not movable equipment (e.g., plant equipment, industrial equipment, buoys).

In many instances this term is synonymous with real estate.
1.24 ASBESTOS AND LEAD PAINT ABATEMENT
The contractor shall abate existing asbestos containing and lead paint materials disturbed by their construction activities to complete the project. Abatement requirements are specified in specification Section 01 57 20, Environmental Protection.
The contractor is responsible for including in their price proposal abating all asbestos containing material identified in the hazardous materials survey attached to Section 01 57 20 Environmental Protection. Lead paint was also identified in the hazardous materials survey. However, the only abatement required by this contract will be lead based paint disturbed by the work of this contract. The contractor is not responsible for abating materials not identified in the specification's hazard material report or drawings. Should the contractor encounter any suspect materials not identified in the hazardous materials survey, he shall stop work and notify the Contracting Officer immediately.

PART 1 GENERAL
1.1 SUBMITTALS

1.2 RESTRICTED AREA REQUIREMENTS
1.2.1 General
The project site is located within the Weapons Storage Area (WSA) of Minot Air Force Base (Minot AFB). The WSA is designated as a "Restricted Area" and is enclosed by a security fence with access to the project site from the Base proper available only through the entry control point (ECP) on the fence perimeter.
Due to the WSA security requirements, the contractor's workforce and suppliers (includes personnel, vehicles and equipment) are required to process through the ECP, then be escorted to and from the project site, and remain under observation at the project site at all times.
1.2.2 Security Requirements
The contractor shall comply with all requirements of Minot Air Force Base Integrated Defense Plan 31.
1.2.3 Contractor Project Management Responsibilities
The contractor shall be responsible for managing their work so that their workforce and suppliers have reasonable access to the project site. The Government will not provide the contractor with additional compensation or contract time for the contractor's lack of reasonable project management that resulted in delays with accessing the project site.
Possible project management measures to allow reasonable access to the project site include:
1. Closely coordinate the processing of workforce and suppliers through the ECP with the Government.
2. Processing workforce and suppliers through the ECP during off-peak demand times (other contractors and Government employees also access the WSA during the day).
3. Minimizing the number of vehicles requiring processing through the ECP. Consideration should be given to store equipment, tools and materials on-site.

4. Working extended hours and off-peak hour workdays if these time frames can be accommodated by the Government.
5. Closely coordinating delivery of time sensitive construction materials (i.e., ready-mix concrete, bituminous concrete, etc.)
6. Maintain authorized telephone service at the project site to coordinate activities. Cellular telephones are not allowed within the
WSA.
1.2.4 Entry Authorization List (EAL)
Prior to the notice to proceed, the contractor shall provide the Contracting Officer (CO) with information needed to process an entry authorization list (EAL) authorizing contractor personnel, vehicles and equipment access to the project site. Each person listed on the EAL will undergo a security background check. Once the CO has received the needed information from the contractor, the EAL takes approximately 20 working days to process. The contractor is responsible for managing the approved EAL to include notifying the CO sufficiently in advance when the EAL will expire so a new EAL can be processed. If the contractor desires to add personnel, vehicles or equipment to the EAL all of the previous authorized entries (personnel, vehicles and equipment) require reprocessing and the prior EAL is invalid.
1.2.4.1 EAL Personnel, Vehicle and Equipment List
The contractor shall submit to the CO a list showing the full name (exactly as it appears on the identification), birth date, Social Security Account Number (SSAN), and two (2) forms of credentialed identification (ID) for each employee or supplier being utilized for the on-site work (one of which must be a photograph). Only the following are acceptable: passport, state issued driver's license, state issued photograph identification, Social Security card, or Base identification (if issued for prior on-base work only). The contractor shall include with the EAL submittal a photocopy of all of the IDs to be used. One of the forms of identification shall have a SSAN on it. This list will be used to prepare the EAL referenced above.
Supervisors and superintendents shall be identified as such on the contractor's list for identification on the EAL.
The contractor shall also submit to the CO a list showing the year, make/model, license number and state licensed, and color of vehicles utilized for on-site work.
In addition, the contractor shall submit to the CO a list showing a description, make, model and serial number of equipment utilized for on-site work.
Deletions to the EAL may be made without preparing a new list but must be requested by the contractor in writing. However, a new list shall be submitted by the contractor for any addition or change to the EAL.
1.2.5 Entry Control Point Access
Upon arrival to the WSA public parking areas on the outside of the security fence, the contractor personnel shall wait for their assigned Government escort. Contractor personnel must remain outside of the security fence and in or near their vehicle or at the shelter area located outside of the security fence area until the arrival of the Government escort.

Upon arrival, all contractor personnel will provide the Government escort with two (2) forms of identification as listed above stating the employee's full name and a control ID number (i.e. driver's license number, passport number, social security number (SSAN). These two forms of identification shall be the same two forms of ID used to generate the EAL.
The Government escorts will then process the contractor personnel through the ECP. Processing will include a search of each individual along with their hand-carried equipment and vehicle, verification of identification, and a briefing.
The contractor's workforce and suppliers will also be searched and have their identification verified when leaving the WSA.
If contractor personnel are not listed on the EAL, or those who are listed cannot provide proper identification, they will not be permitted on the site. Delays caused by lack of proper EAL information or proper identification shall be at no cost to the Government.
1.2.6 Government Escort
During all times within the WSA, the contractor personnel will be accompanied and continuously monitored by escorts. Failure to remain within the area being monitored is a serious breach of security and safety regulations. The contractor shall take all necessary action to ensure compliance. The Contracting Officer (CO) reserves the right to deny entry to/or take action with any contractor personnel who refuse to conform to security and/or safety regulations. Delays resulting from such entry denial shall not result in any cost to the Government or schedule delay.
1.2.7 Government Exercises
In the event of a Government exercise, the contractor may be required to vacate the area of all personnel, equipment, and materials for an indefinite period. The contractor shall notify the Contracting Officer (CO) within 24 hours of being directed to vacate the project site. The contractor should expect up to 5 weeks of delayed work due to exercises.
1.2.8 Free Zone
The Government may choose to establish a "Free Zone" for the project site.
If established, the Government will set up a cordon surrounding the project site that defines the Free Zone boundary and entry point(s) on the Free Zone cordon to provide access into the Free Zone. The purpose of the Free Zone is to allow the contractor's workforce and suppliers free movement within the defined Free Zone boundary. The Government will monitor the Free Zone cordon boundary and control the entry point(s). The contractor's workforce and suppliers will still be escorted by the Government from the ECP to the Free Zone entry point(s).
If established, the contractor will be issued a Free Zone authorization letter by the Government. The contractor shall comply with all requirements of the Free Zone authorization letter.

PART 1 GENERAL
1.1 SUMMARY
The Contracting Officer may request submittals in addition to those specified when deemed necessary to adequately describe the work covered in the respective sections.
Units of weights and measures used on all submittals are to be the same as those used in the contract drawings.
Each submittal is to be complete and in sufficient detail to allow ready determination of compliance with contract requirements.
Contractor's Quality Control (CQC) System Manager and the Designer of Record, if applicable, to check and approve all items prior to submittal and stamp, sign, and date indicating action taken. Proposed deviations from the contract requirements are to be clearly identified. Include within submittals items such as: Contractor's, manufacturer's, or fabricator's drawings; descriptive literature including (but not limited
to) catalog cuts, diagrams, operating charts or curves; test reports; test cylinders; samples; O&M manuals (including parts list); certifications;
warranties; and other such required submittals.
Submittals requiring Government approval are to be scheduled and made prior to the acquisition of the material or equipment covered thereby. Pick up and dispose of samples not incorporated into the work in accordance with manufacturer's Material Safety Data Sheets (MSDS) and in compliance with existing laws and regulations.
Data type submittals shall be provided in electronic format either on disk or posted on a cloud service followed by an email confirmation for retrival by the government.

Unless specified in another section, testing must have been within three years of date of contract award for the project.
Report which includes findings of a test required to be performed by the Contractor on an actual portion of the work or prototype prepared for the project before shipment to job site.

Certificates

Operation and Maintenance Data
Data that is furnished by the manufacturer, or the system provider, to the equipment operating and maintenance personnel, including manufacturer's help and product line documentation necessary to maintain and install equipment. This data is needed by operating and maintenance personnel for the safe and efficient operation, maintenance and repair of the item.
This data is intended to be incorporated in an operations and maintenance manual or control system.
Closeout Submittals
Documentation to record compliance with technical or administrative requirements or to establish an administrative mechanism.
Submittals required for Guiding Principle Validation (GPV) or Third Party Certification (TPC).
Special requirements necessary to properly close out a construction contract. For example, Record Drawings and as-built drawings. Also, submittal requirements necessary to properly close out a major phase of construction on a multi-phase contract.
1.2.2 Approving Authority
Office or designated person authorized to approve submittal.
1.2.3 Work
As used in this section, on- and off-site construction required by contract documents, including labor necessary to produce submittals construction, materials, products, equipment, and systems incorporated or to be incorporated in such construction.
1.3 SUBMITTALS

1.4 SUBMITTAL CLASSIFICATION
Submittals are classified as follows:
1.4.1 Government Approved
Within the terms of the Contract Clause SPECIFICATIONS AND DRAWINGS FOR CONSTRUCTION, they are considered to be "shop drawings."
1.5 FORWARDING SUBMITTALS REQUIRING GOVERNMENT APPROVAL
1.5.1 Submittals Required from the Contractor
As soon as practicable after award of contract, and before procurement of fabrication, forward to the government, submittals required in the technical sections of this specification, including shop drawings, product data and samples. Forward electronic transmittal form for all submittals to the contracting officer.
1.5.1.1 O&M Data
The government will review and approve O&M Data to verify the submittals comply with the contract requirements; submit data specified for a given item within 30 calendar days after the item is delivered to the contract site.
In the event the Contractor fails to deliver O&M Data within the time limits specified, the Contracting Officer may withhold from progress payments 50 percent of the price of the item with which such O&M Data are applicable.
1.6 PREPARATION
1.6.1 Transmittal Form
Transmit submittals with transmittal form prescribed by contracting officer and standard for project. On the transmittal form identify Contractor, indicate date of submittal, and include information prescribed by transmittal form and required in paragraph entitled, "Identifying Submittals," of this section.
Use transmittal form (AF Form 3000) for submitting both Government approved and information only submittals in accordance with the instructions on the reverse side of the form. These forms will be furnished to the Contractor.
Properly complete this form by filling out all the heading blank spaces and identiofying each item submitted. Exercise special care to ensure proper listing of the specification paragraph and sheet number of the contract drawings pertinent to the data submitted for each item.
1.6.2 Identifying Submittals
When submittals are provided by a Subcontractor, the Prime Contractor is to prepare, review and stamp with Contractor's approval all specified submittals prior to submitting for Government approval.
Identify submittals, except sample installations and sample panels, with the following information permanently adhered to or noted on each separate component of each submittal and noted on transmittal form. Mark each copy of each submittal identically, with the following:
a. Project title and location.
b. Construction contract number.
c. Date of the drawings and revisions.
d. Name, address, and telephone number of subcontractor, supplier, manufacturer and any other subcontractor associated with the submittal.
e. Section number of the specification section by which submittal is required.
f. Submittal description line number, as dedicated on AF Form 66, of each component of submittal.
g. When a resubmission, add alphabetic suffix on submittal description, for example, submittal 18 would become 18A, to indicate resubmission.
h. Product identification and location in project.
1.6.3 Format for Shop Drawings
Shop drawings are not to be less than 8 1/2 by 11 inches nor more than 30 by 42 inches, except for full size patterns or templates. Prepare drawings to accurate size, with scale indicated, unless other form is required.
Drawings are to be suitable for reproduction and be of a quality to produce clear, distinct lines and letters with dark lines on a white background.
Present 8 1/2 by 11 inches sized shop drawings as part of the bound volume for submittals required by section. Present larger drawings in sets.
Include on each drawing the drawing title, number, date, and revision numbers and dates, in addition to information required in paragraph
IDENTIFYING SUBMITTALS.
Number drawings in a logical sequence. Each drawing is to bear the number of the submittal in a uniform location adjacent to the title block. Place the Government contract number in the margin, immediately below the title block, for each drawing.
Dimension drawings, except diagrams and schematic drawings; prepare drawings demonstrating interface with other trades to scale. Use the same unit of measure for shop drawings as indicated on the contract drawings.
Identify materials and products for work shown.
Include the nameplate data, size and capacity on drawings. Also include applicable federal, military, industry and technical society publication references.
Submit drawings in PDF format unless otherwise noted.
1.6.4 Format of Product Data and Manufacturer's Instructions
Present product data submittals for each section as a complete, bound volume.
Include table of contents, listing page and catalog item numbers for product data.
Indicate, by prominent notation, each product which is being submitted;
indicate specification section number and paragraph number to which it pertains.
Supplement product data with material prepared for project to satisfy submittal requirements for which product data does not exist. Identify this material as developed specifically for project, with information and format as required for submission of Certificates.
Include the manufacturer's name, trade name, place of manufacture, and catalog model or number on product data. Also include applicable federal, military, industry and technical society publication references. Should manufacturer's data require supplemental information for clarification, submit as specified for Certificates.
Where equipment or materials are specified to conform to industry and technical society reference standards of the organizations such as American National Standards Institute (ANSI), ASTM International (ASTM), National Electrical Manufacturer's Association (NEMA), Underwriters Laboratories (UL), and Association of Edison Illuminating Companies (AEIC), submit proof of such compliance. The label or listing by the specified organization will be acceptable evidence of compliance. In lieu of the label or listing, submit a certificate from an independent testing organization, competent to perform testing, and approved by the Contracting Officer.
State on the certificate that the item has been tested in accordance with the specified organization's test methods and that the item complies with the specified organization's reference standard.
Collect required data submittals for each specific material, product, unit of work, or system into a single submittal and marked for choices, options, and portions applicable to the submittal. Mark each copy of the product data identically. Partial submittals will not be accepted for expedition of construction effort.
Submit manufacturer's instructions prior to installation.
1.6.5 Format of Samples
Furnish samples in sizes below, unless otherwise specified or unless the manufacturer has prepackaged samples of approximately same size as specified:
a. Sample of Equipment or Device: Full size.
b. Sample of Materials Less Than 2 by 3 inches: Built up to 8 1/2 by 11 inches.
c. Sample of Materials Exceeding 8 1/2 by 11 inches: Cut down to 8 1/2 by 11 inches and adequate to indicate color, texture, and material variations.
d. Sample of Linear Devices or Materials: 6 inch length or length to be supplied, if less than 6 inches. Examples of linear devices or materials are conduit and handrails.
e. Sample of Non-Solid Materials: Pint. Examples of non-solid materials are sand and paint.
f. Color Selection Samples: 2 by 4 inches. Where samples are specified for selection of color, finish, pattern, or texture, submit the full set of available choices for the material or product specified. Sizes and quantities of samples are to represent their respective standard unit.
g. Sample Panel: 4 by 4 feet.
h. Sample Installation: 100 square feet.
Samples Showing Range of Variation: Where variations in color, finish, pattern, or texture are unavoidable due to nature of the materials, submit sets of samples of not less than three units showing extremes and middle of range. Mark each unit to describe its relation to the range of the variation.
When color, texture or pattern is specified by naming a particular manufacturer and style, include one sample of that manufacturer and style, for comparison.
1.6.6 Format of Design Data and Certificates
Provide design data and certificates on 8 1/2 by 11 inches paper. Provide a bound volume for submittals containing numerous pages.
1.6.7 Format of Test Reports and Manufacturer's Field Reports
Provide reports on 8 1/2 by 11 inches paper in a complete bound volume.
Indicate by prominent notation, each report in the submittal. Indicate specification number and paragraph number to which it pertains.
1.6.8 Format of Operation and Maintenance Data (O&M)
Comply with the requirements specified in Section 01 78 23 OPERATION AND MAINTENANCE DATA for O&M Data format.
1.6.9 Format of Preconstruction Submittals and Closeout Submittals
When submittal includes a document which is to be used in project or become part of project record, other than as a submittal, do not apply Contractor's approval stamp to document, but to a separate sheet accompanying document.
1.6.10 Source Drawings for Shop Drawings
The entire set of Source Drawing files (DWG) will not be provided to the Contractor. Only those requested by the Contractor to prepare shop drawings may be provided. Request the specific Drawing Number only for the preparation of Shop Drawings. These drawings may only be provided after award.
1.6.10.1 Terms and Conditions
Data contained on these electronic files must not be used for any purpose other than as a convenience in the preparation of construction data for the referenced project. Any other use or reuse shall be at the sole risk of the Contractor and without liability or legal exposure to the Government.
The Contractor must make no claim and waives to the fullest extent permitted by law, any claim or cause of action of any nature against the Government, its agents or sub consultants that may arise out of or in connection with the use of these electronic files. The Contractor must, to the fullest extent permitted by law, indemnify and hold the Government harmless against all damages, liabilities or costs, including reasonable attorney's fees and defense costs, arising out of or resulting from the use of these electronic files.
These electronic Source Drawing files are not construction documents.
Differences may exist between the Source Drawing files and the corresponding construction documents. The Government makes no representation regarding the accuracy or completeness of the electronic Source Drawing files, nor does it make representation to the compatibility of these files with the Contractor hardware or software. In the event that a conflict arises between the signed and sealed construction documents prepared by the Government and the furnished Source Drawing files, the signed and sealed construction documents govern. The Contractor is responsible for determining if any conflict exists. Use of these Source Drawing files does not relieve the Contractor of duty to fully comply with the contract documents, including and without limitation, the need to check, confirm and coordinate the work of all contractors for the project.
If the Contractor uses, duplicates or modifies these electronic Source Drawing files for use in producing construction data related to this contract, remove all previous indicia of ownership (seals, logos, signatures, initials and dates).
1.6.11 Electronic File Format
Provide submittals in electronic format, with the exception of material samples required for Samples items. Compile the submittal file as a single, complete document, to include the Transmittal Form described within. Name the electronic submittal file specifically according to its contents, coordinate the file naming convention with the Contracting Officer. Electronic files must be of sufficient quality that all information is legible. Use PDF as the electronic format, unless otherwise specified or directed by the Contracting Officer.
