Pre Bid Offeror Questions and Government Response QJVF12-0093, Repair ALCM Mx Training Facility, B1113

29 July 2014

1. What is the requirement for the piping and fittings for the hydraulic piping on Sheet P-504? Welded, threaded, mechanical joints?

Answer: On the hydraulic lines the contractor has the choice of using threaded or flared connections.

This system does not need to be welded.

2. How much does the load frame weigh?

Answer: The load frame weighs approximately 11,000-lbs.

3. Define "Equipment" that needs to be listed on the EAL. Typically we have had to list any vehicles, trailers, and equipment that drives in on its own wheels (we have not had to list equipment that was hauled in on trailers, or saws, hand drills, jackhammers, etc. Is that still the case?

Answer: Typically, small tools (i.e. saws, hand drills, jackhammers, etc.) are not included in the entry authorization list (EAL) and only equipment that drives in on its own wheels needs to be included in the

EAL.

4. Are the loadframe, missile supports, and electrical equipment to be provided by the government purchased new (in which case the installing contractor needs to pay sales tax) or used? If they are purchased new, what are the approximate values?

Answer: The Government furnished equipment is used.

5. On the civil plan, does the asphalt need to be cut back from the formed edges of new concrete and patched or can we place concrete using the asphalt as an edge?

Answer: If the contractor wants to use the existing asphalt edge as the edge for the concrete, it will need to be saw cut to form a clean, straight edge. No frayed edges or spalling will be allowed.

6. Is there any adjustment in elevation of the legs of the load frame or do the support beams need to be set to the tolerance listed for the load frame?

Answer: The legs of the load frame are not adjustable. However, shims can be used to level the frame to the indicated tolerance.

7. Please clarify whether the bridge crane in the high bay is being modified or if it is in the scope of work. The hazardous material report refers to yellow lead based paint on yellow beams. Is that the bridge crane?

Answer: The bridge crane and support rails shall be removed as part of this project. This will be clarified by Amendment. The yellow paint referred to in the hazardous materials report is on the bridge crane and rails.

8. A standard RM Materials monorail crane can negotiate a monorail beam radius of 6'-6" (without going to an articulating trolley). The nominal radius in the plans is not defined so the supplier wants to verify that a 6'-6" minimum radius would work in this plan.

QJVF12-0093 Pre Bid Offeror Questions and Government Response 29 July 2014 Repair ALCM Mx Training Facility, B1113

Answer: The radius of the monorail beam is approximately 3'-0". See Plan 2/S-101.

9. Duct security grates don't show up on the louver detail, but note 15 on the mechanical floor plan implies they are used in more places than just the fans on the exterior wall. Please clarify where the security grates are required.

Answer: Detail 4/M-601 is referenced on Sheets MH101 and MH201 at the south wall of Mechanical

118. Security grates at exterior louvers are indicated on Louver Elevations 2/A-602, and associated details.

10. The louver on the north wall above the entrance door is not addressed in the structural drawings.

Please clarify location and construction of opening.

Answer: Louver location will be clarified by Amendment.

11. On sheet A101 on the east side of the building is a reference to detail 3/A505. There isn't a drawing A505.

Answer: Reference should be to detail 3/A305. As a clarification the reference is located on the west side of the building at door 113B. We will revise this by Amendment.

12. On sheet A501 details 3,6,8,9 at top of parapet reference you back to detail 2/A20 1 is this the correct detail? Please clarify.

Answer: Reference should be to detail 2/A102. We will revise this by Amendment.

13. 1.2.1.2 – Galvanized piping that is mentioned in this section is in reference to the underground piping only, please clarify – Galvanized piping may not be able to use on the pre action system per the UFC, specs say galvanized, drawings say no galvanized. 2.5.1 Steel Pipe, states: Steel pipe shall be black as permitted by NFPA 13 and shall conform to applicable provisions…

Answer: The contractor’s assumption is correct. The reference to galvanized piping is for the underground piping potential. Any aboveground piping installed ahead of the backflow is required to be galvanized or the same cement lined piping used for the underground piping. Preaction Fire Sprinkler System Requirements note ‘H’ clearly states that galvanized piping is not permitted in the preaction sprinkler piping.

14. 2.9.1 Pendent Sprinkler - Pendent sprinkler shall be of fusible strut or glass bulb type, recessed quick response type with nominal ½ inch orifice. What is definition of recessed?

Answer: The definition of “recessed” as used in the contract documents is the semi-recessed picture shown in the contractor’s RFI. Please add the following clarification for this project:

“For clarification, the term “recessed” when used in reference to sprinklers throughout the fire sprinkler portion of the contract documents implies a “semi-recessed” sprinkler. Concealed style sprinklers are not specified for this project.”

15. Concerning the Hydraulic Piping on sheet P-504, it references using stainless steel but does not indicate type, schedule, or method of joining the stainless. Couldn’t find any further explanation in the

QJVF12-0093 Pre Bid Offeror Questions and Government Response 29 July 2014 Repair ALCM Mx Training Facility, B1113 specs either. Are they looking for swedgelock or parker compression and stainless tube, threaded, socket weld, or butt weld with 304 or 316 SS of a particular schedule?

Answer: On the hydraulic piping we need to provide a 316/316L stainless steel ASTM A269 seamless tubing. The ½-inch tubing shall have a tube wall thickness of .049 inches (3,700 psig working pressure) and the ¾-inch tubing shall have a wall thickness of .083 inches (4,200 psig working pressure). The ½-inch tubing shall be provided with an 810 fitting series and the ¾-inch tubing shall be provided with a 1210 fitting series all as manufactured by Swagelok or equal. The fittings shall be designed with two-ferrule, mechanical grip type of compression fitting as manufactured by Swagelok or equal. Any valves required shall be constructed of stainless steel and suitable for Alternative Fuel Service with the fractional Swagelok tube fittings or equal.

16. On A-101, callouts 1/A304 and 2/A305 on the north wall seem to be reversed. Please review.

Answer: Detail References 1/A-304 and 2/A-305 on Sheet A-101 are switched and their locations should be swapped.

17. Specification section 07 42 13 paragraph 1.5.4 requires certification from wall panel manufacturer for the installer. We have discussed this with the specified manufacturer (MBCI) and they do not have a certification program for wall panels. They do have certification for weathertightness on standing seam roofs, but that doesn’t really apply in this case. Please clarify.

Answer: Specification Section 07 42 13, Paragraph 1.5.4: Delete this paragraph in its entirety.

18. Please indicate whether there is insulation in the metal stud furring space on the exterior walls.

Answer: There is no batt insulation in the metal stud furring space on the exterior walls.

19. I have had a couple of questions asked by our KalWall representative for design purposes for the translucent panels: 1) What is the Stand Off Distance for each elevation of the building? 2) What are the charge weights for each elevation of the building? 3) What is the security level?

Answer: UFC 4-010-01 (1 October 2013) is applicable for this project. The facility is categorized as an inhabited building. Per Table B-1, the applicable level of protection is Very Low; the conventional construction standoff distance for load bearing walls is F, and for non-load bearing walls is H; the minimum standoff distance to parking and roadways within a controlled perimeter is 13-feet; and the applicable explosive weight is II.
