SUMMARY OF CHANGES

SECTION A - SOLICITATION/CONTRACT FORM The required response date/time has changed from 20-Apr-2009 03:00 PM to 27-Apr-2009 03:00 PM.

The required performance has changed from :

IDIQ Contract to Maintain Minot AFB Roofs. Contractor to furnish all labor, materials, tools and equipment to accomplish any delivery order(s) awarded under the resulting IDIQ contract for Minot AFB, ND. Work shall be executed in accordance with the QJVF 10-0045 specifications and any other drawings/specifications as applicable to independent delivery order(s). Work is 100% general. Seed Project QJVF 09-0066, Repair Damaged Roof, 5 SFS, Bldg 1080 shall be included with this solicitation, but will not be considered in the proposal evaluation process. PROJECT MAGNITUDE: Minimum $20,000 - Maximum $1,950,000 over the life of the contract.PROJECT MAGNITUDE FOR SEED PROJECT: Between $25,000 and $100,000. *Funds are not presently available for the Seed Project* The North American Industry Classification System (NAICS) code for this project is 238160 (Roofing Contractors). The Business Size Standard is $14,000,000. NOTICE: Faxed offers and/or amendments in response to this solicitation will not be accepted.NOTE TO BLOCK 11: A Notice to Proceed (NTP) and a Performance Period will be issued separately for each delivery order.This solicitation is unrestricted. Small and large businesses may compete for this acquisition.

SECTION I - CONTRACT CLAUSES

The following have been modified:

252.236-7001 CONTRACT DRAWINGS AND SPECIFICATIONS (AUG 2000)

(a) The Government will provide to the Contractor, without charge, one set of contract drawings and specifications, except publications incorporated into the technical provisions by reference, in electronic or paper media as chosen by the Contracting Officer.

(b) The Contractor shall--

(1) Check all drawings furnished immediately upon receipt;

(2) Compare all drawings and verify the figures before laying out the work;

(3) Promptly notify the Contracting Officer of any discrepancies;

(4) Be responsible for any errors that might have been avoided by complying with this paragraph (b); and

(5) Reproduce and print contract drawings and specifications as needed.

(c) In general--

(1) Large-scale drawings shall govern small-scale drawings; and

(2) The Contractor shall follow figures marked on drawings in preference to scale measurements.

(d) Omissions from the drawings or specifications or the misdescription of details of work that are manifestly necessary to carry out the intent of the drawings and specifications, or that are customarily performed, shall not relieve the Contractor from performing such omitted or misdescribed details of the work. The Contractor shall perform such details as if fully and correctly set forth and described in the drawings and specifications.

(e) The work shall conform to the specifications and the contract drawings identified on the following index of drawings:

Offerors must complete and return the following with each offer:

(1) Section K, Representations, Certifications, and Other Statements of Offerors or complete ORCA per clause 52.204-8.

(2) Attachment 1 - Bid Schedule for the Base and Option Year.

(3) Attachment 4 - Responsibility Questionnaire - Offeror must complete and return both pages. The information will be used to help evaluate and determine if the Offeror is responsible.

(4) Attachment 5 – Recent and Relevant Experience References - Offeror must complete and return.

(5) Only large businesses are required to submit a Small Business Subcontracting Plan IAW FAR 19.704.

EVALUATION FACTORS FOR AWARD

The Source selection process will be IAW FAR 15.101-2(b) “Lowest Price Technically Acceptable”.

For the purpose of this award, offers will be evaluated using the Lowest Priced Technically Acceptable source selection process. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost/price factors as stated in the technical acceptance criteria below. Tradeoffs are not permitted and proposals will be evaluated for acceptability but not ranked using the non-cost/price factors.

The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror's initial proposal should contain the offeror's best terms from a cost or price and technical standpoint. Do not assume that you will be contacted or afforded the opportunity to clarify, discuss, or revise a previous proposal. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. If award will be made without conducting discussions, offerors may be given the opportunity to clarify certain aspects of their proposals.

The proposals will be evaluated in the following manner:

1. Price Evaluation: The government shall rank all acceptable offers by price listed on the Bid Schedule - Attachment 1, including all option prices. The Government will evaluate offers for award purposes by adding the total price for all options and option years to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). Additionally, the Government will evaluate the price realism and reasonableness. Price reasonableness will be determined based on prices submitted in response to this solicitation, current market conditions, and comparison to the Government estimate. Realism will be based on an evaluation of prices to determine if they are compatible with the scope of effort, are not unbalanced, and are neither excessive nor insufficient for the effort to be accomplished. Unrealistically low proposed cost/prices may be grounds for eliminating a proposal from competition either on the basis that the offeror does not understand the requirement or the offeror has made an unrealistic proposal.

2. Technical acceptability: All proposals will be evaluated on a pass or fail basis. Using the experience reference sheet, the contracting officer shall seek relevant performance information based on (1) the past and present efforts provided by the offeror and (2) data independently obtained from other government and/or commercial sources. In order to be technically acceptable, offerors must meet the following non-cost/price factors:

A. Recent and Relevant Experience: Offerors must have past performance that is relevant and recent to this requirement and will be evaluated on a pass or fail basis. Relevant performance includes performance of three (3) or more efforts involving Roof Repairs classified under the North American Industry Classification System (NAICS) code 238160 and valued at a minimum of $500,000 that are similar or greater in scope, magnitude, and complexity. Recency shall be defined as performance within the past three (3) years from the date of this solicitation.

If an offer fails any portion of the technical acceptance criteria, the offeror’s proposal will not be considered for the resultant contract award.

(1) The contractor shall provide a minimum of three (3) but no more than ten (10) references for same or similar repair roof work in their proposal. The Government reserves the right to limit the number of references it decides to review and/or contact, and to contact references other than those provided by the offeror.

Award will be made to the offeror presenting the lowest evaluated price and meeting or exceeding the acceptability standards for non-cost/price factors as stated in the technical acceptance criteria.
