Question Answer

1. Will the Government recognize past experience and performance of sister companies to the submitting offeror (subsidiaries owned by the same parent company who share the same leadership, best practices, and operating procedures) as equivalent to that of the offering firm?

The government will only recognize past performance of companies (contractor or subcontractor) that will actually be performing the work.

2. To provide the government with a cohesive and thoroughly reviewed scope and comprehensive pricing, would the government consider extending this due date by two weeks, with an equivalent extension to the RFI due date?

The due date will be extended to 16 Jan 2026.

3. Please confirm that Past performance surveys need to be sent to our customer with instructions to send them directly to you in the 436 CONS at these email addresses.

We request that you distribute the past performance surveys to your customers. Once completed, they may be sent directly to the contracting office or returned to you to be included with the proposal. Before sending, please ensure all customer contact information is accurate and legible.

4. Please confirm that for CPARS we should complete the Past performance survey attach the CPARS to it and then just send that to you.

If CPARS are available, ensure their inclusion in your proposal submission. You may attach them to the Past performance survey.

5. Typically we just include the Past performance surveys / CPARS in our proposal as a complete package and submit that to the Contracting Office. I just want to confirm that we are sending them separately and before the closing date.

7. How is the water from the removal process typically disposed of?

See SOW Part 2 Para 4.8.2. Wet debris from the removal process is stored at the laydown area and allowed to dry. The dry debris is then disposed of properly off base.

8. Will extend work hours be allowed i.e night and weekend work.

Yes, however hours outside normal duty hours require Contracting Officer approval. It is best to propose the actual hours planned up front and have base access badges reflect the actual hours the contractor proposes to work. Careful coordination with Airfield Operations is required for all working hours.

9. The project calls for 3 before and after frictions test on rubber removal areas. Will the be done twice, once in spring and once in fall?

Yes

10. Statement of Work, paragraph 1.2 states, “The contractor shall provide all design, labor, materials, tools, and equipment necessary to perform Airfield Striping & Rubber Removal.”

Please clarify the design requirements for this project.

There are no "design" requirements as such. However design layout ----SOW 1.4.1.3. Provide layouts for all new pavement markings. This requirement is rare but does occur when pavement markings are changed by new regulatory requirements or or old markings removal

The Government will allow the proposer the time indicated in the RFP to respond. The government will endeavor to answer RFIs in a timely manner

12. Will the Government accept CPARS in lieu of Past Performance Surveys? Given the holiday period, obtaining Past Performance Surveys from our references in a timely fashion will be difficult.

Section L., 3(b) Past and Present Performance Surveys states, “Offerors are required to explain what aspects of the contracts are deemed relevant to the proposed effort and to what aspects of the proposed effort they relate.” Is there a narrative requirement for Past Performance or do the Past Performance Surveys constitute the entire Past Performance submission?

Proposals may explain what aspects of the contracts are deemed relevant to the proposed effort and to what aspects of the proposed effort they relate in the proposal narratives. Care must be taken to avoid exceeding narrative page limits (if indicated).

14. If there is a narrative requirement for Past Performance, do any page limitations apply? See Answer 13.

15. Please confirm the governing Criteria for airfield pavement markings and rubber removal, including all applicable UFCs, ETLs, and AFIs to be used for materials, installation, testing and acceptance.

16. In the event of conflicts between drawings, specifications, UFCs, ETLs, and AFIs, please confirm the order of precedence.

Typically, the order of precedence in Department of Defense (DoD) and Air Force construction projects is as follows:

1 Contract Modifications and Change Orders 2 The Contract Agreement 3 Specifications 4 Drawings 5 Referenced Documents (UFCs, ETLs, AFIs) When a conflict is identified, the proper procedure is to submit a Request for Information (RFI).

17. Please clarify the exact limits of rubber removal at runway, taxiway, and apron locations (e.g., touchdown zones only versus full width/full-length areas). Are limits to be field-verified or strictly per the drawings?

The contractor shall perform rubber removal on the touchdown zones of Runways 01, 19, and 32. The amount of rubber removal shall not exceed the quantities stated in SOW Para 1.4.1.18.

18. Please confirm the acceptable rubber removal methods (high-pressure water blasting, chemical removal, mechanical methods) and whether method approval, testing, or on-site demonstration is required prior to production work.

High pressure water blasting is the preferred method. On-site demonstration/pressure adjustment is required prior to production work.

19. Following rubber removal, please confirm minimum surface friction or texture requirements, testing method (CFME, DFT, or equivalent), testing frequency, and acceptable criteria.

20. Please clarify whether existing pavement markings must be fully removed prior to restriping or if over-striping is permitted in designated areas.

All limits to airfield operations shall be worked out by the contractor with airfield operations after contract award and prior to rubber removal/striping operations.
