About this file

This is a Questions and Answers (Q&A) document for a federal contract solicitation for integrated solid waste management services at Dover Air Force Base (AFB). The document contains 70 questions and answers from potential bidders regarding contract requirements, clarifications, and amendments added during Amendment 0006.

The contract covers refuse and recycling collection services at Dover AFB, with two separate contract numbers: FA449722C0004 (refuse) and FA449722C0006 (recycling), awarded to RPJ Waste Services, Inc. ($2,552,546.52) and Zero Waste Solutions, Inc. ($567,608.00) respectively. Key service requirements include collection and disposal of municipal solid waste (estimated 870 annual tons), food waste (100 tons), and recyclable commodities from approximately 70 eight-cubic-yard refuse containers and multiple 30-yard roll-off containers. Services are required Monday through Saturday, excluding all federal holidays, with access through the commercial inspection gate. The contract incorporates multiple Contract Line Items (CLINs) for base tonnage, special events, container maintenance, equipment, and off-base disposal reimbursement. Notable clarifications include: government furnishes no property or equipment; all containers are contractor-provided; disposal costs should be charged to commodity-specific CLINs rather than a separate reimbursement CLIN; food waste containers were added to enable potential composting diversion; and 30-minute gate processing time is typical. The government will issue an SF 1449 form, provide dumpster location maps upon award, and supply monthly report examples. Technical proposals are limited to 20 pages, with past performance limited to 12 pages (three efforts at four pages each maximum). Offerors must submit completed Attachment 7 (Present/Past Performance Information) with verifiable points of contact rather than separate questionnaires.

CLINs identified in answers reflect the CLINs in the revised Bid Schedule dated 22 July 2026 added during Amendment 0006.

1. Can you provide the incumbent's charges, service schedule and labor details?

Contract: Refuse: FA449722C0004 (refuse), FA449722C0006 (recycling) Award amount: (C0004: $2,552,546.52); (C0006: $567,608.00) Awardee: RPJ WASTE SERVICES, INC. (C0004) & Zero Waste Solutions, Inc. (C0006)

2. Is there a need to provide document destruction or shredding services?

No

3. We take two days off a year. Could we discuss servicing DAFB on all Federal Holidays except Thanksgiving and Christmas?

No, the commercial inspection gate for Dover AFB is closed on all Federal holidays.

4. Is the USAF SSPP still active?

We will post an amendment when we receive the answer.

5. PWS 1.1.3.2

Contractor shall empty, collect, and dispose of all waste and replace liners in government furnished containers located at the locations designated in Appendix A.

Please confirm government provides containers on this contract?

Additionally, what type of liners does the contractor need to provide and place in these roll-offs?

Part has been revised and verbiage of public containers section has been removed.

6. PWS 1.1.3.4 Public/Common Use Recycling Receptacles We didn’t see any public containers during the site visit, so we would like to confirm if the government provides these receptacles on this contract?

How about the liners?

What are contractors' responsibilities?

This item should have been marked as reserved as we do not have any public containers that will be emptied under this contract. (1.1.3.4 has been removed and now

1.1.3.4 is Container Relocations.)

7. How many special events may be expected, and what type and QTY of extra containers the contractor may need to provide?

There are usually 2 to 3 events per year that may include air shows, change of commands and USO events. CLIN 0004 would be used for these and references 8 CY containers.

8. We would like to verify that there are no special tire container storage requirements.

An enclosed 20-yard container is required to limit the collection of water in the tires and become breeding ground for mosquitoes.

9. What is the approved facility by the government where tires should be taken for disposal?

They are currently brought to the Sandtown landfill where they are accepted by Delaware Solid Waste Authority.

10. The PWS has service days Monday to Saturday – if the contractor develops an effective service plan for Monday to Friday services, will that suffice? What services are required to be performed on Saturday?

We would like to keep a six day schedule as the Saturday services is to high weekend occupancy areas like the dormitories. This is critical during extended weekend holidays.

11. Is the scope of work for this solicitation the same as the previous solicitation, or are there additions/deletions/changes?

This is the only solicitation Dover AFB has done for Integrated Solid Waste Management. Previously recycling and refuse were separate.

12. Will the government be issuing a SF 1449?

Yes, the contract will be issued using a SF 1449.

13. PWS 1.1.1.2 Food Waste Is food waste separated out from refuse and taken to a separate disposal site such as a compost facility or is this waste collected with regular refuse and taken to landfill?

Food waste is currently collected with refuse and taken to landfill. Food containers have been added to this PWS so that if there is an opportunity to compost, we can use that CLIN to increase our diversion rates.

14. PWS 1.1.1.2 Food Waste Are food waste containers required to be serviced 5 days a week or only "as necessary to maintain a healthy, vector free environment"

Food waste is comingled with refuse at all locations identified with a “G” in Appendix A Table A2. These areas are all high generators of food waste and refuse and must remain on a 5 day removal schedule.

15. PWS 1.1.1.4 Vehicle Weighing

It states that materials shall be weighed on state-certified public scales/weigh stations, either on or off base. Where is the on-base scale located?

No, the verbiage of 1.1.1.4 is directed from high HQ and assures independent, certified weights. Revised to reflect off base weighing.

16. PWS 1.1.1.4 Vehicle Weighing If the contractor has another option for weighing materials, is the government open to this method?

See question 16.

17. PWS 1.1.1.4 Vehicle Weighing It states that The Contractor shall be reimbursed for tipping fees according to submitted invoices. There is no designated CLIN for reimbursement of tipping fees. How should this be invoiced?

All tipping fees should be charged to the specified commodities CLIN. For example, CLIN 0006 for 30-yard recycling, CLIN 0011 for 30-yard refuse, ect.

18. PWS 1.1.3 Over and Above Requirements

What CLIN(s) should be used for billing the unscheduled collections and disposals and additional containers required for special events?

CLIN 0004 (Revised Bid Schedule previous not identified on previous bid schedule) is for Unscheduled Items Pick-up and Special Events.

19. PWS 1.1.3.2 Construction and Demolition (C&D) States: "Contractor shall empty, collect, and dispose of all waste and replace liners in government furnished containers located at the locations designated in Appendix A before their capacity is exceeded. Estimated frequencies are included in Appendix A."

This seems to be a mistake and this is likely the wording for 1.1.3.3 Public/Common Use MSW Receptacles which is marked as RESERVED. Please clarify the proper PWS requirements for 1.1.3.2 C&D services as liners are not applicable to C&D.

PWS has been revised under 1.1.3.2.

20. PWS 1.1.3.4 Public/Common Use Recycling Receptacles States:

"Contractor shall empty, collect, and dispose of all waste and replace liners in government furnished containers located at the locations designated in Appendix A before their capacity is exceeded. Estimated frequencies are included in Appendix A."

There are none listed. Please clarify if this is a requirement and provide the locations, quantities, and sizes so we can properly account for these costs in our pricing.

See question 6.

21. PWS 1.1.3.6 Additional Pickups It says the contractor will be compensated at a unit rate based on the container size.

Which CLIN(s) are used for this purpose?

Either CLIN 0004 for 8-yard containers or CLIN 0011 for 30-yard containers. (PWS section changed to 1.1.3.3)

22. PWS 1.1.6 Points of Collection Appendix B is not attached. Please provide map and locations of dumpsters.

Map and locations will be provided upon award.

23. PWS 1.1.8 Government-Approved Containers

Please provide details of the base architectural/appearance standards.

Dover AFB’s Installation Facilities Standards should be found at https://www.wbdg.org/dod/ufc/ufc-1-202-01

24. PWS 1.2.3 Base Recycling Center/Material Recovery Facility This states RESERVED. However, the PWS also states that the government will provide the contractor use of the base recycling center as shown in appendix B.

• Is the base recycling center available for use by the contractor?

• Please provide Appendix B showing the location of the base recycling center.

• Please include this in the Appendix C, Government Furnished

Property/Services/Equipment

Determination has been made that real property facilities will not be available for contractor processing materials. This section will be removed.

25. Government Furnished Property and Services Is it correct that the government will furnish no property in association with this contract?

There will be no Government Furnished Property.

26. PWS 1.2.5 Sales Receipts States "Contractor shall also submit an invoice for reimbursement for costs associated with conducting sales transactions, collection, processing commodities, and transporting commodity buyers." What CLIN should be used for these reimbursements?

The first half of 1.2.5 refers to the vendor giving the COR a data report and reimbursement check from materials sold. The statement above refers to the submission of an invoice through WAWF utilizing the CLIN per appropriate commodity.

(Sales receipts PWS section has changed to 1.2.3)

27. PWS 1.3.1 Off-Base Disposal It states the contractor shall transport recyclable commodities to an off-base material recovery facility. Is the government requiring this or is the contractor afforded the option to use the on-base recycling center as an alternative to off-base MRF?

The on-base recycling center will not be made available to the contractor for the processing of materials.

28. PWS 1.3.1 Off-Base Disposal/CLIN 0018 States that CLIN 0018 should be used for reimbursement of off-base disposal of MSW and Recyclables. Instructions indicate use of Attachment 2 Bid Schedule, which does not include CLIN 0018. Please verify that CLIN 0018 is to be used for this reimbursement and it is a pass through cost to the government?

The sentence referring to CLIN 0018 in 1.3.1 should be changed to, “All reimbursements should be charged to the CLIN associated with the commodity type.” (PWS Revised)

29. PWS 1.3.1 Off Base Disposal/CLIN 0018 PWS Section 1.3.1 states the Contractor is responsible for any permits or fees associated with off-base disposal locations and shall invoice to CLIN 0018 for reimbursement. However, the only refuse containers listed in Appendix A are 8CY dumpsters, and route-based dumpster collection is typically priced with disposal costs bundled into the collection rate rather than billed separately. Please clarify whether disposal costs for 8CY MSW containers are intended to be billed separately as a reimbursable expense under CLIN 0018, or whether disposal costs should be incorporated into the collection pricing under CLIN 0001. If disposal is intended to be a separately reimbursable cost, please clarify what documentation will be required for invoicing and whether there is an estimated annual tonnage or budget ceiling for CLIN 0018.

Reference question 28. With the rephrasing of 1.3.1. 8 CY MSW container should be bundled as a route collection rate and charged to CLIN 0001

30. PWS 1.4 Equipment Maintenance

PWS Section 1.4 states the Contractor shall maintain all contractor and government-provided containers, however Appendix C does not list any government-furnished equipment. Please clarify whether the Government will be providing any equipment under this contract, or if all equipment is contractor-provided.

See question 25.

31. PWS 1.5 Reports and Records Can the government provide an example monthly report?

The government can provide an example of a monthly report upon contract award.

32. PWS 4.1.2 Flight Line Driving How often is the required course held?

Not required as all containers are outside of the flightline controlled area.

33. PWS 4.1.2 Flight Line Driving Is Flight line access required to service any refuse or recycling bins?

No

34. PWS 4.9.3

Can the government give an average or typical delay time for entrance through the South Gate?

30-minute processing time is normal but can vary.

35. PWS 4.9.3 Main Base Access

Please provide the average time it takes to get through commercial vehicle check on a typical day.

See question 34.

36. PWS 4.9.5 Restricted Controlled Areas

Are there any restricted or controlled areas that contractor employees will need to gain access? If so, what is the process?

The only containers located in a controlled area are the 2 EA 30-yard wood containers located at Bldg 1212, Intransient Munitions. This facility should be manned 24/7 and the gates are opened by the facility personnel.

37. Appendix D, Attachment 2 - Bid Schedule

The CLIN listing in Appendix D does not match the CLINs listed in Attachment 2 - Bid Schedule. Should Appendix D be ignored?

CLINS in the PWS and BID Schedule have been edited to mirror each other.

38. Table A2, Attachment 2 - Bid Schedule Table A2 references 1 20yd container for tires and then an additional 20yd container. What material is collected in the other 20yd container and what CLIN should the costs be included under?

The table has been adjusted to reflect the 20CY Container under CLIN 0005 for C&D.

This container is used for organic yard waste and is located at the CE stock yard.

39. Table A2, Attachment 2 - Bid Schedule Attachment 2 Bid Schedule states that there are a total of 84 8yd containers for MSW (60 for CLIN X001, 2 for CLIN X0023, 1 for CLIN X0025, 17 for CLIN X0027, and 4 for CLIN X0029), but when adding up the number of 8yd containers classified as Refuse (MSW) in Table A2, there are 92. Can the tables and/or CLIN quantities be corrected so that they match?

After review there are 94 MSW 8CY containers listed on Table 2A. The Bid Schedule, Table A1, Table A2 and Appendix D all correlated to reflect 70 8 CY Containers assigned to CLIN 0001.

40. Table A2, Attachment 2 - Bid Schedule Attachment 2 Bid Schedule states that there are a total of 11 8yd containers for Food, but when adding up the number of 8yd containers classified as Food/Garbage in Table A2, there are 14. Can the tables and/or CLIN quantities be corrected so that they match?

There are currently no Food 8 CY Containers at Dover AFB. These are being added to this contract to allocate for potential composting options at high yielding food waste generating facilities.

41. Table A2, Attachment 2 - Bid Schedule Can Table A2 please define which buildings (dumpsters) are part of MED, JPED, TWCF, and Lodging so that costs can be properly calculated for those CLINs?

MED, JPED, TWCF and lodging references the specific type of money the Government will be using and will not affect cost.

42. Table A2, Attachment 2 - Bid Schedule Table A2 Mentions that there are 10 30yd roll-offs containers. The recycling container location/schedule shows that there is 1 for Cardboard, 1 for Mixed Recyclables, and 6 for Wood. Are the other 2 roll-offs for MSW? If so, where are those located as they are not on the Location list?

There are 2 EA 30-yard MSW containers that were missed upon the merger of the recycling and MSW locations. One is at Bldg 650 and the second is at Bldg 639. This will need to be updated on the MSW Container Location/Schedule section of Table A2.

43. Are all 10 roll-offs permanently located (i.e., when they are full, is an empty container brought immediately as a replacement so one is always available for disposal)?

Yes, an empty container immediately replaces the old container

44. Table A2 - Recycling Container Location/Schedule

See question 50.

52. CLIN X0002 - Food Waste Collection

Is food waste collected separately from trash and taken to a different facility or is it mixed with refuse? If it is mixed with refuse, is there a reason it has a separate CLIN for pricing?

Food waste is currently mixed with trash that is going to landfill. This CLIN was optioned into for this recompete so that if a contract vendor has an option to collect and divert from landfill it is already integrated into the contract.

53. Appendix D - CLIN X0009 - Construction and Demolition Debris Placemen

Appendix D includes CLIN 0009 for Construction and Demolition (C&D) Debris collection and disposal. However, there are inconsistencies in the solicitation documents that require clarification. Section 1.1.3.2 is the only reference to C&D debris in the PWS, and the descriptive language beneath it appears to belong to Section

1.1.3.3 (Public/Common Use MSW Receptacles). Appendix A does not list any C&D containers at any of the installation locations. The Bid Schedule does not include a line item for CLIN 0009. Given these inconsistencies, please clarify:

• Is C&D debris collection and disposal within scope for this contract?

• If yes, should CLIN 0009 be included in the Bid Schedule, and if so, what are the correct requirements (container sizes, frequencies, locations, and estimated quantities)?

See question 19. Bid schedule has been revised to add CLIN 0005 for C&D.

54. CLIN X0008

PWS Appendix D shows CLIN 0008 as Unscheduled Items Picked Up and Special Events (8cyd) (PWS 1.1.3.1), while the Bid Schedule shows CLIN 0008 as MSW Unscheduled Items Pickup and Special Events 30cyd containers. There are currently no 30 cyd containers listed for MSW. Please clarify.

Table A1, Appendix D, and the Bid Schedule are all correlated to 8CY Containers and corrected to CLIN 0006.

55. CLIN X0008

Is CLIN X0008 only to be used for haul and rental costs for the MSW 30yd roll-offs and is CLIN X0022 to be used for disposal costs from those hauls?

CLIN 0008 has been changed to CLIN 0006 and is for all fees associated with Unscheduled and Special Event 8CY Containers and CLIN 0022 has been changed to

CLIN 0011 and is for the MSW 30CY Containers that need to be added to the MSW Container Location /Schedule portion of Table A2

56. CLIN X0011

Are the disposal costs for Cardboard, Mixed Recyclables, and Wood to be included in the cost of CLIN X0011?

Yes, but I believe that we are only charged a hauling fee as the DSWA recycling facilities do not charge a fee for the materials

57. CLIN X0011

PWS Appendix D shows CLIN item 0011 as Public Common Use MSW Receptacle Collection (PWS 1.1.3.4) and the Bid Schedule shows CLIN item 0011 as Recycling Receptacle Collection 30CY (wood, plastic, cardboard). Please clarify.

Table A1, Appendix D, and the Bid Schedule are all correlated. CLIN 0006 is for Additional Pickups Recycling (30 CY Containers)

58. CLIN X0013

PWS Appendix D shows CLIN 0013 as Additional Pickups (PWS 1.1.3.6) Recycling 30cyd. However the Bid Schedule lists CLIN 0013 as Refuse unscheduled dumps 8cyd.

Please clarify.

Table A1, Appendix D, and the Bid Schedule are all correlated. CLIN 0006 is for Additional Pickups Recycling (30 CY Containers)

59. 1.4 Equipment Maintenance/ CLINs X0017, X0024, X0026, X0028, and X0030 PWS Section 1.4 establishes container maintenance and appearance standards as a general contract requirement. Appendix C does not list any government-furnished equipment, yet CLIN 0017 and CLINs 0024, 0026, 0028, and 0030 appear in the Bid Schedule as separately priced maintenance line items. Please clarify: 1. Will the Government be providing any equipment under this contract, or is all equipment contractor-furnished? 2. If all equipment is contractor-furnished, please confirm whether container maintenance is intended to be a separately compensable line item or whether it should be incorporated into overall contract pricing as a standard cost of performance under PWS Section 1.4. 3. If container maintenance is not intended as a separately billable line item, please confirm whether CLINs 0017, 0024, 0026, 0028, and 0030 will be removed from the Bid Schedule via amendment.

Pricing for equipment maintenance will be on CLIN 0008.

60. CLIN X0022

CLIN 0022 is described in both the PWS and Bid Schedule as Collection and Disposal for Refuse Base Tonnage using 30-cubic-yard containers. However, no 30CY refuse containers are listed in Appendix A at any location. Please clarify what services and container types are intended to be billed under CLIN 0022, or should this be removed from the Bid Schedule?

CLIN 0022 is now CLIN 0014

There are 2 EA 30-yard MSW containers that were missed upon the merger of the

61. CLIN X0022

CLIN X022 lists Collection and Disposal for Refuse 30CY containers at 200 annual tons, however no 30CY refuse containers are identified in Appendix A at any location. Please clarify where this tonnage figure originates and how it should be applied?

CLIN 0022 is now CLIN 0014

There are 2 EA 30-yard MSW containers that were missed upon the merger of the

62. CLINs X0023, X0025, X0027, and X0029

CLINs 0023, 0025, 0027, and 0029 appear in the Bid Schedule as separately priced line items for specific locations, MED, JPED, TWCF, and Lodging, respectively, with quantities and container sizes identified for each. However, these locations are not referenced in the PWS and do not appear in Appendix A. Please clarify: 1. Are these locations required to be priced separately under their own CLINs? 2. If yes, please confirm whether the containers identified in each of these CLINs are already included in Appendix A or are in addition to the Appendix A inventory, so offerors can accurately price these CLINs without double-counting within CLIN 0001. 3. If these locations and containers are in addition to those listed in Appendix A, please confirm whether the containers are contractor-provided or government-furnished equipment.

MED, JPED, TWCF, and Lodging are identifiers used internally for funding purposes.

63. CLINs X0024, X0026, X0028, X0030 CLINs X0024, X0026, X0028, and X0030 all mention cleaning costs. Please state the cleaning frequency requirement for these containers.

Once annually.

64. Appendix A - Table A1 - Estimated Workload

The solicitation lists Municipal Solid Waste at 870 annual tons and Food Waste at 100 annual tons. Please clarify whether the total combined tonnage is 970 tons (870 MSW plus 100 Food Waste separately), or whether the 870 ton figure already includes the 100 tons of Food Waste, making the total 870 tons combined.

970 tons annually. The Food Waste was separated from the trash as an estimation based of a recent solid waste assessment and as an indicator of potential composting weights.

65. Appendix A - Table A1 - Estimated Workload

Recyclable Commodity - Paper/Cardboard 8CY shows a combined 150 annual tons.

Please clarify how many tons are attributed to cardboard and how many to paper separately.

Approximately 135 tons of cardboard and 5 tons of paper

66. Appendix A - Table A1 - Estimated Workload X009 is listed as Container Placements for 30CY containers with a quantity of 200 tons.

Please clarify whether the unit of measure for this is intended to reflect container placements, hauls, or disposal tonnage?

Disposal tonnage

67. Appendix A - Table A1 - Estimated Workload

CLIN X013 lists Additional Pickups for Glass, Plastic, Cardboard, and Wood 30CY containers at a combined 300 annual tons. Please provide the estimated annual tonnage for each commodity separately, as handling, processing, and disposal requirements differ by material and are necessary to accurately scope operations and price this CLIN.

The only commodities that are separated are wood and cardboard. In FY25 235.5 tons of wood were collected and 8.2 tons of cardboard were collected in 30CY containers.

Plastics, glass, and cans are all comingled and processed as one through DWSA but none of these materials were processed in FY25.

68. Appendix A - Table A1 - Estimated Workload

CLIN X003 lists Paper/Cardboard tonnage at 150 annual tons, and CLIN X013 lists Additional Pickups for Glass, Plastic, Cardboard, and Wood at a combined 300 annual tons. Please clarify, does the 150 tons in CLIN X003 reflect collection from 8CY containers only and the cardboard tonnage included in CLIN X013 reflects collection from the single 30CY cardboard container located at Bldg. 550C? I want to ensure these represent two distinct container sizes and rather than a double-count.

X0003 is reflective of the annual totals collected from weekly frontend 8CY container runs done around post. In FY25 this totaled 135.5 tons. X0013 is reflective of all recycled commodities collected in 30-yard containers around the entire base.

69. Instructions to Offerors - Page Limit Clarification

In the Instruction to Offerors, it says the quote shall be submitted in three volumes not to exceed 20 pages, with the Pricing Schedule excluded from the page count. Please clarify how the 20-page limit is allocated across volumes. If the 20-page limit applies to both the Technical and Past Performance volumes combined, this is a significant concern. The Past Performance submission forms are three to four pages each, and submitting three past performance references alone consumes a minimum of 9 pages, nearly half the total page allocation, leaving very little room for the Technical volume.

Given that the Technical volume requires coverage of the Technical Approach, Staffing Plan, Personnel Identification Plan, Quality Control Plan, and Essential Contractor Services, the current page limit makes it extremely difficult to provide the level of detail necessary to demonstrate technical capability. Please clarify whether Past Performance can be excluded from the page limit, and whether the 20-page limit can be applied to the Technical volume only.

20 page maximum for technical. Past Performance will be limited to 12 pages (3 efforts, 4 pages max each).

70. Instructions to Offerors Page 2 indicates "Questionnaires shall be sent to these same individual(s) IAW Attachment 4 – RFO 52.212-1 Addendum Instructions to Offerors of this solicitation." Is there a questionnaire in addition to the "PRESENT/PAST PERFORMANCE INFORMATION (PPPI)" that the government will be sending to Identified POCs or that the contractor is responsible for sending to POCs or is a completed Attachment 7 for up to 4 contracts/programs sufficient?

No, only attachment 7 will be used. The contractor will submit projects with verifiable POCs. An amendment to the addendums will be made.

File details come from the government source that posted it. Updated .
