Post Site-Visit Questions

1. Will the milled material be able to stay on site and be stockpiled somewhere for later use by the base personnel? This will minimize the number of times the trucks will have to come through the security check point.

Answer: No, the contractor will have to dispose of the millings off base.

2. What is the security protocol for truck drivers that will be coming back and forth to either the milling or paving crews? Will the trucks get held up at the gates for any period of time that we have to consider?

Answer: The trucks will have to enter the Commercial Gate each time and observe the protocol outlined by Security Forces each time. It is my understanding that the protocol gets less stringent following the initial entry.

3. Would we be able to utilize previously completed Past Performance Questionnaires for this submission?

Answer: A previously completed Past Performance Questionnaire may be submitted as long as the projects listed can be deemed relevant for this project.

4. Is there a limit on the number of questionnaires that can be used to satisfy the relevancy requirements?

Answer: Please limit the number of questionnaires to no more than five (5) contracts performed or currently performing for Government agencies and/or commercial customers demonstrating they have performed relevant work.

5. The solicitation for this project indicates that an offer guarantee is required for this project.

Please provide the amount and/or percentage required for this project.

Answer: Offer guarantee is not required for this project.

6. No insurance requirements were provided with the bid documents, please provide all insurance requirements.

Answer: Vehicle registration, proof of insurance and a valid driver’s license must be presented for all vehicles while operating on the Installation. All vehicles entering the DAFB Main Base, Military Family Housing or sensitive areas are subject to search. No other insurance requirements are requested at this time.

7. Can this bid be submitted via email or is a hard copy required? Is one copy sufficient? Please provide bid instructions.

Answer: Request submission of one copy via email.

8. Relating to SOW 1.5 Description of Work section a. #2, If the existing pavement section of section 70 exceeds 2.5” how will the contractor be compensated for additional milling?

Answer: No additional milling will be required. The excavation line item shall be used to remove additional material to accommodate the 5 in gutter face reveal.

9. Relating to SOW 1.5 Description of Work section c., If the existing GABC and possibly subgrade fails compaction requirements and requires removal how will the contractor be compensated for this additional work? Will the entire section Section 70 area GABC and possibly subgrade be required to be removed or just the failed areas? How many compaction tests will be required in the section 70 area?

Answer: Only failed areas of the GABC shall be required to be removed and recompacted. The

Bid Schedule provides excavation and new GABC to accommodate repairing failed areas.

10. Section 70 map shows the area verbally stated during the site visit to be a large cut back up to the firehouse doors as within the full pavement removal area. Will this area from the firehouse doors to the section 70 roadway be full HMA removal or an 1.5” mill and overlay?

Answer: 1.5” mill &overlay only

11. Should all bidding contractors use the government provided quantities for bidding purposes? If so will the government provide a breakdown of quantities for the designated areas on the map including milling, bmix and cmix? If any quantities exceed those that are bid on, how will the contractor be compensated?

Answer: The numbers provided are the best estimate of the proposed work. These numbers are there to ensure consistency in the bids. However, if the contractor disagrees with these quantities, they are free to propose other quantities.

12. If any existing water valves, monitoring wells or catch basins within the paving area are in need of adjustment or repair will this be included in this contract or simply mill and pave around them?

Answer: The project does not include any adjustments or repairs to existing valves, wells or basins.

13. If any failed subbase or subgrade areas are discovered in the mill and overlay areas, how will the contractor be compensated for these repairs?

Answer: Only failed areas of the GABC shall be required to be removed and recompacted. The

Bid Schedule provides excavation and new GABC to accommodate repairing failed areas

14. Will butt joint seal coating be required?

Answer: yes

15. Will the section 70 reconstruct area be able to be fully closed to thru traffic during construction?

Answer: Some phasing will be required. Section 70 is in front of an active Fire Station. The entrance can only be shutdown in a limited manner.

16. Will deliveries into the BX and Commissary be redirected during paving so as to not traffic over newly placed hotmix?

Answer: All efforts will be made to limit deliveries on paving days.

17. Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?

Answer: No

18. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?

Answer: The period of performance can be modified after award by requesting it of the

Contracting Officer with compelling reasons.

19. Are soil boring reports available? If not, it will be assumed that excavation will be clear of rocks and obstructions.

Answer: Almost all the excavation is planned to occur within the GABC base. Excavation of sub-base is generally free of rocks and other obstructions.

20. Please provide the site visit attendee sign in sheet.

Answer: Attendee sign in sheet was uploaded to SAM.gov along with the solicitation amendment to incorporate the revised SOW and Bid Schedule.

21. For striping, will the Government be providing updated documents as there were some additions discussed on the site walk that weren't included in the original documents such as the striping of the firehouse and a couple of stop bars? Are there any crosswalks?

Answer: No additional striping will be required. A Google view of the existing markings shall be adequate for restriping the roadway.
