MEMORANDUM FOR ALL OFFERORS

SUBJECT: FA449724R0016, Fire Training Facility Mx, Solicitation Questions and Answers
1. Who is the incumbent contractor?
GOVERNMENT RESPONSE: WRGA Fire Training Solutions, Inc.
2. What was the original contract award amount for?
GOVERNMENT RESPONSE: Base year period four options years was awarded at $126,625.00 in April 2020.
3. What was the original solicitation number utilized for the previous acquisition? Or can you provide the original solicitation for the last procurement to compare the differences between now and then?
GOVERNMENT RESPONSE: The original solicitation number will not be provided.
4. Have the reports been kept, and can the government provide the past 3 years as a reference to the work that is historically performed?
GOVERNMENT RESPONSE: Reports will not be provided.
5. The PWS in section 1.1 states - sample/analyze water from two polyvinyl chloride (PVC) monitor pipes for Aqueous Film Forming Foam (AFFF). Is this still a requirement? NO
a. A follow on in 1.1 states -The contractor shall provide the Government with service records and water sample lab reports when work is accomplished. Do water sample lab reports still apply? NO
b. Also section 1.1.1.5 refer to the water samples. Does this still apply? NO
GOVERNMENT RESPONSE: The reason this was a requirement was due to the environmental concerns with the use of AFFF firefighting foam contaminating the ground with PFAS. This foam agent is no longer used in the Air Force and has been replaced with a foam agent that does not pose the same environmental risk. I confirmed the Dover AFB Fire Department no longer uses foam at the fire training facility therefore the water testing is no longer a requirement and has been removed from the PWS. Water leaks from the liner will still require repair to prevent the loss of water. See the revised PWS dated 8 August 2024.
6. Section 1.4 refers to repair reimbursement. Repairs appear to be based on Cost Plus Fixed Fee requiring submission of receipts. Are repairs Firm Fixed or Cost Plus? In addition, if items need to be shipped in, why would the government not pay for shipping per section g?
GOVERNMENT RESPONSE: Material purchased is at cost of purchase by contractor to include the shipping and negotiated markup. Receipts of purchased material shall be forwarded to COR for record. The PWS has been updated and this line has been eliminated.
7. TO35E1-2-13-1 WP00700 (actual page 81) section 14 Spare Parts Stock that numerous items are to be kept in stock. Does the government expect the contractor to always keep these items in stock? If so, does the government intend to reimburse the contractor for purchasing these items?
GOVERNMENT RESPONSE: No, the government does not expect the contractor to maintain a large spare parts inventory and will not pay the contractor to maintain these items. It is beneficial to have some consumable material on hand to expedite repairs. Many of the fire trainer sites have different systems and components but certain components have a shorter lifespan due to the heat and use that they endure. In order to cut down on long lead time on certain items such as igniters it is advisable to have several on hand but not a requirement.
8. TO35E1-2-13-1 WP00702 (actual page 132) section Table 1. dictates the life of the propane system. How old is the current system and does this work need to be completed or has it already?
GOVERNMENT RESPONSE: The 10,000-gallon propane tank was built in 1995 and therefore the associated underground piping is the same age. Many of the above ground pipes have been replaced with stainless steel piping within the past five years. We are currently looking at replacing this propane storage tank with a new smaller tank but this requirement will be funded and work performed outside of the requirements of this contract. Associated propane isolation valves and above ground piping have been replaced as needed over the years. There will be some work being performed within the next several weeks to replace some relief valves on the tank as well.
9. 5BNFPA 1402 2019 section 7.2 discusses requirements for a licensed professional engineer to inspect the live fire building. Specifically, section 7.2.2. This requirement is not in the PWS. Is this a requirement of the contractor? During walkthrough many of the structural flooring support beams in the house had significant degradation.
GOVERNMENT RESPONSE: Yes, a licensed professional engineer is required to be on staff. This language is not specifically called out in the PWS but compliance with NFPA 1402 does contain this requirement and NFPA 1402 is specified in the PWS. There have been several structural support beams that have been replaced over the years and we continue to monitor their condition through annual inspections performed by the contractor. The most recent inspection in July 2024 concluded the structural trainer is serviceable.
