CAO: 12 June 2024
Dover AFB
436 Airlift Wing Command Section, Command Post, Installation Control Center, and
Emergency Operations Center
PERFORMANCE WORK STATEMENT
Entry Access Control Installation
1.0 BACKGROUND
1.1 The 436 Airlift Wing Command Section in building 201, the primary Command Post, ICC and EOC in building 203, and alternate Command Post, ICC and EOC in building 639, tertiary Command Post ICC and EOC in building 714, on Dover Air
Force Base, have a requirement to control personnel access to these facilities.
Additionally, with exception of the Wing Command Section, all of these work centers are Restricted Areas, further evidencing the criticality of effective access control.
The currently installed access control systems employ state of the art door entry reader technology, capable of reading DoD Common Access Cards (with associated pin), Restricted Area Badges (RABs) (with associated pin), and commercially available 125 kHz cards, as well as remote entry unlock capability, and four internally managed access configurations. The current access control system also includes internal high-definition security cameras, which are located in building 203. None of the cameras are on hangars or poles, but are all approximately nine feet off the ground. The solution must be able to install additional access control systems that employs the same capabilities and provide regular maintenance to the current systems. The solution installation must minimize disruption and downtimes to the mission-critical operations conducted in these facilities and ensure the Restricted
Area remains secure. Finally, the solution requires prompt service response and support, in the event of system failures or malfunctions.
1.2 The current access control systems, namely Milestone XProtect Smart Client for cameras and OnGuard for card readers, have been identified as the existing systems in use. The power is stale at all locations, and there is a generator in-place for building
203, where the systems are located. Additionally, all the doors have metal frames, and the door frame materials differ from exterior and interior doors. The doors have an electric strike and magnetic type of lockset.
2.0 PROJECT BENEFITS
2.1 Successful installation and maintenance of the entry access control system in these facilities, including new installation in buildings: 201, 639, and 714; will ensure effective access control management and maintain the appropriate level of security
IAW AFI 31-101.
3.0 PROJECT DETAILS
3.1 Door Entry Access: The contractor shall maintain existing access control systems to effectively manage personnel access to the 436 AW Command Section in Building
201 and the Restricted Area in buildings 203 and 639, in which these functions operate. The current The contractor shall install access control systems to effectively manage personnel access to Building 714, the 436 AW Wing Conference Room
Building 201, and to the 436 AW Conference Command Section Secret Internet
Protocol Router (SIPR) room.
3.1.1 Install a new administrative system in building 714 and/or in building 201.
This system will have a software application capable of operating on the
Air Force Standard Desktop Configuration on Windows 11. This system will be on a stand-alone network to ensure limited administrative access to the system. The administrative systems for building 203 (two systems), building 201, building 639, and building 714 will be connected to each other to provided redundent access/administrative functionality. The contractor will supply a monitor, mouse and keyboard for each administrative system, as well as proximity card readers for enrollment and programming access at each.
3.1.2 Maintain the existing cable for the three reader doors in building 201.
Maintain the existing cable for the eleven reader doors in building 203, and maintain the composite cable to the Command Post reader door
(behind main console), the remote release switch for the outer and inner
Command Post doors, and two door position switches. The type of cable for the readers are a Pigtail Cable (HID). Testing and revalidation must be done on any existing cabling/hardware being used.
3.1.3 Maintain the (3) door access readers with PIN capability in building 201, and eleven (11) in building 203. In addition, the contractor will install two
(2) new door access readers with PIN capability in building 201 and five
(5) in building 714. All readers will support DoD Common Access Cards, RABs, and commercially available 125 kHz proximity cards. Total number of card readers will be 27 (5x bldg. 201, 12x bldg. 203, 5x bldg.
639, 5x bldg. 714.)
3.1.4 Pull new composite cable to the two new reader doors in building 201, and the four new doors in building 714. Testing and revalidation must be done on any cabling/hardware being used.
3.1.5 Tag the wires in the existing panels and then remove the existing panels.
3.1.6 The existing card readers in buildings 201, 203, and 639 are HID pivCLASS R40 and HID pivCLASS RK40. Ensure all doors are programed for proper operation. Program all doors for proper operation.
3.1.7 Connect the administrative systems in building 201, building 639, and in building 714.
3.1.8 Maintain the configuration of the entrapment area between the inner and outer Command Post doors, capable of preventing both doors from being open simultaneously.
3.1.9 Provide one session of four (4) hours of system training for up to four users on system operation.
3.2 Security Cameras: The contractor will replace existing IP based internal security cameras in building 714, alternate Command Post location. The contractor will install internal security cameras in building 639, alternate Command Post location.
3.2.1 Replace the four existing internal security cameras and replace with new, state of the art cameras in building 714. The cameras will support motion detection, and PTZ (pan/tilt/zoom). The cameras will be high-definition and connected on a stand-alone internal network. The outer Command
Post camera will provide a video feed from the entry facing outward (to view visitors requesting access and gauge for potential security threats).
3.2.2 Install three (3) internal security cameras with new state of the art cameras in building 639. The cameras will support motion detection, and PTZ
(pan/tilt/zoom). The cameras will be high-definition and connected on a stand-alone internal network. The outer Command Post camera will provide a video feed from the entry facing outward (to view visitors requesting access and gauge for potential security threats).
3.2.3 Install one administrative system with software application for configuring camera feeds and settings, capable of displaying four live camera feeds simultaneously, and capable of operating on the Air Force Standard
Desktop Configuration on Windows 11. The contractor will supply a monitor, mouse, and keyboard for the administrative system.
3.2.4 Install new cabling to supply live camera video feeds up to 100 feet from the administrative system.
3.2.5 Upgrade the current camera system in bldg. 203 to the newest version of the currently operating system or change the system to match the new operating system installed with all the new cameras.
3.2.6 Total number of cameras will be 11 (4x bldg. 203, 3x bldg. 639, 4x bldg.714)
