SNOW BROOM BRISTLES

REPLACEMENTS

DOVER AIR FORCE BASE, DE

1.0 DESCRIPTION OF SERVICE

The 436th Civil Engineer Squadron, Engineering Sustainment and Pavements Section requires replacements of their snow broom bristles. The equipment that needs the replacement bristles is key to Airfield snow removal operations at Dover AFB.

2.0 SCOPE OF NEED

Contractor must provide 8 sets of SIB Broom Bristle Cassettes or equal product that is compatible with the existing equipment identified below. Contractor will not be responsible for the installation or assembly of the SIB Broom Bristle Cassettes.

Current Core Information:

o Type: SIB Core, Split, 10 ft by 10 in o Each core section per row takes 3-20 count tuft cassettes (3 Bars) and 1-19 tuft count cassette(1 Bar). For a total of 4 per row core section. (this broom has 2 core sections) o Each set (both cores) takes 120-20 count tuft cassettes and 40-19 tuft count cassettes.

(160 bars per core set)

Finished Broom Current Diameter: 46 inches

2.1 SALIENT CHARACTERISTICS

The cassette proposed must meet the following specifications:

High Speed Broom Bristles

1. One set shall consist of the proper amount of cassettes sections to fill the entire core.

2. Executing snow removal operations on the airfield requires the use of the snow brooms equipped with these specific bristles.

3. Brush sets (cassette sections) for MB 22 foot-R20-Mix, 20 rows; 120-20 bristle groups and

40-19 bristle groups for each broom.

4. The bristles shall be suitable for use in to withstand tough weather conditions in various climates and be guaranteed for a period of one year, and one full use of the bristles should last between 100 - 120 hours or down to the maximum wear.

5. Replacement cassettes shall fit in the equipment factory installed SIB cores (or equivalent).

Broom Cores

1. The Brush set must be MB 22ft-R20-mix.

2. Cores must be compatible with OEM Oshkosh broom heads mounted on the Oshkosh ‘H’

Series

3. Cores must be factory balanced to eliminate vibration during high speed rotation use.

4. Each broom core must be 129.5 inches long. The Trim of each tuft must be 11.75 in.

5. Bristles with STEEL wire:

a. Wire: Beakert DS0509 – crimped.

b. Wire diameter: 0.45 / 0.45 / 0.60 mm.

c. Wire/tuft: 240 / 280 / 200 pcs.

d. Tensile strength: 2400 – 2800 N/mm².

e. Corrosion protection: Zink galvanized

6. Bristles with PP (polypropylene) wire:

a. Wire: Polypropylene.

b. Wire diameter: 2.5 / 2.8 / 4.0 mm.

3.0 STANDARD WARRANTY

This contract will include a one-year limited warranty. This warranty will repair or replace any defect of material or workmanship of equipment manufactured within 12 months from the date of delivery.

4.0 GUARANTEE

All material must be guaranteed to be as specified and any product found deficient must be replaced at the contractor’s expense. All work must be completed in a professional manner according to standard

5.0 GENERAL INFORMATION

o Base Hours of Operation. The contractor shall perform grounds maintenance services during normal duty hours which are 7:00am to 4:00pm, Monday through

Friday, excluding federal holidays, unless otherwise required in the contract o approved by the CO. There may be situations that require the contractor to work at times other than normal working hours. When the contractor’s work schedule conflicts with an Air Force mission requirement, advise the CO and reschedule the work to minimize disruption.

o Recognized Holidays. The contractor is not required to provide service on federal holidays, except in emergency situations. Federal holidays are as follows:

▪ New Year’s Day - 1 January

▪ Martin Luther King Day - 3rd Monday in January

▪ Washington’s Birthday - 3rd Monday in February

▪ Memorial Day - last Monday in May

▪ Emancipation Day – 19 June

▪ Independence Day - 4 July

▪ Labor Day - 1st Monday in September

▪ Columbus Day - 2nd Monday in October

▪ Veteran’s Day - 11 November

▪ Thanksgiving Day - 4th Thursday in November

▪ Christmas Day - 25 December o Operations Security (OPSEC):

Dover AFB Critical Information and Indicators List (CIIL) will be provided to the contractor for their understanding and compliance. 436th Contracting Squadron unit

OPSEC coordinators will state OPSEC requirements on DD Form 254, contracts and

SOW/PWSs with sufficient detail to ensure complete contractor understanding of the exact OPSEC provisions or measures required by the organization. If the OPSEC block is checked on the DD Form 254, the 436th Contracting Squadron unit OPSEC coordinators shall: Task the contractor to develop an OPSEC program plan to address how the contractor plans to protect critical and sensitive contracted information, and upon organization acceptance, implement the OPSEC program plan. Provide OPSEC guidance for the contractors to use in developing their own OPSEC plan.

o Contractor Badge Polices

All requests for contractor badges will be submitted through the Base Contracting

Squadron Office and/or the requesting agencies base point of contact. The

Contracting Squadron Office or base point of contact will then fill out an Operational

Risk Management Assessment Form (ORM) for the requesting agency and submit it to the Pass and Registrations section for approval IAW DAFBI 31-10 I. As a minimum the ORM will be submitted 72-hours prior to the requested date of employment. All contactor employees who’ll be granted unescorted access to the installation are required to consent to a Criminal Background Investigation (CBI) prior to being granted entry to the installation. Continued employment is contingent upon successful completion and favorable reporting of the criminal background check. Contractor badges will be issued for a maximum period of one year. Prior to reissuing new badges, all old badges must be returned to Pass and Registration for destruction. Also, before a new badge will be issued an ORM must be resubmitted to the Pass and Registration section for approval again. In the event a badge is lost or stolen, the badge holder must accomplish the Loss/Theft of Identification Worksheet and provide it to his/her supervisor. The supervisor of the contractor will investigate the loss and report in writing the circumstances in which the badge was lost to the

436th Contracting Squadron and 436th Security Forces Squadron and submit a new request for badge before a new badge can be reissued. Base Contracting Office or base point of contact will immediately notify Security Forces, Pass and Registration when a contractor's employment has been terminated. The Site Supervisors are responsible for notifying and returning the contractor's badge to Pass and Registration when this occurs. At no time will a contractor contact Security Forces directly regarding badge denial; they need to contact the Contracting Office.

o Installation Access

The contractor shall obtain personal contractor identification badge for all employees and vehicle passes for all contractor and personal vehicles requiring entry onto Dover

AFB from Pass and Registration, for the duration of the contract. Employees are only permitted to enter the installation during the date and time periods indicated on their contractor badge. Vehicle registration, proof of insurance and a valid driver's license must be presented for all vehicles while operating on the installation. All vehicles entering the installation or sensitive areas are subject to search. Any refusal or non-consent by an employee will result in termination of their base access and immediate confiscation of this access badge.

▪ During Force Protection Condition (FPCON) Normal and Alpha, personnel without base issued badges must be sponsored onto the installation.

▪ During FPCON Bravo, Charlie and Delta, personnel without base issued identification must be physically escorted onto the installation.

▪ During Higher FPCONs (Charlie and Delta) the base will curtail non-essential operations/ functions; access by Non-Essential Contractors will be suspended per the direction of the Installation Commander.

o ANTITERRORISM AWARENESS LEVEL 1 TRAINING

DoD Contractors supporting a Base Service Contract (e.g., Custodial Services, Ground Maintenance, etc.) are highly encouraged to complete AT Awareness Level I training IAW AFI 10-245, Antiterrorism, Standard 25, by completing the Force

Protection computer based training (CBT) course through the Joint Knowledge

Online (JKO) Learning Management System (LMS) at http://jko.jten.mil/courses/atl1/launch.html for individuals without access to government Non-classified Internet Protocol Router Network (NIPRNET) computer and who do not possess a CAC card. DoD Contractors or subcontractors without a

CAC or who do not have access to a government Non-classified Internet Protocol

Router Network (NIPRNET) computer performing construction on the installation should consider completing AT Awareness Level I training IAW AFI 10-245, Antiterrorism, Standard 25, by completing the― Force Protection computer based training (CBT) course through the Joint Knowledge Online (JKO) Learning

Management System (LMS) at http://jko.jten.mil/courses/atl1/launch.html

IMPORTANT: The standalone course MUST be completed on the computer in which it is started. Course progress is not transferable between computers. The standalone course does provide a completion certificate but will not be tracked on JKO and no record will be maintained. AT Awareness Level I Training should be provided by the requiring unit after contract award or the sponsoring organization.

o Manpower. Contractor Manpower Reporting. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the (Fill in Contract Title)

Service Contract via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance for each

Government fiscal year, which runs 1 October through 30 September * of each calendar year. Contractor may direct questions to the CMRA help desk.”

*Reporting Period: Contractors are required to input data by 31 October of each year. Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data. User Manuals: Data for Air Force service http://www.ecmra.mil/ requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil.

6.0 RECORDS MANAGEMENT

The contractor understands that when creating, handling, and maintaining records for the Air

Force, either electronic or paper, you must meet the requirements established in AFRIMS

Records Disposition Schedule (RDS), AFI 33-322, Records Manage Program. In order to meet the requirement established IAW the above mentioned regulations, contact the Base Records

Management Office (436 CS/SCXK, Bldg. 310) at 302-677-5157 for guidance and training.

7.0 SECURITY AND SAFETY REQUIREMENTS

In performing any work under this contract on premises which are under the direct control of the

Government, the Contractor shall conform to all safety rules and requirements prescribed in Air

Force Pamphlet 91-210, Contract Safety and Public Law 91-596, The Occupational Safety and

Health Act of 1970. Effective on the date of this contract, the contractor shall take such additional precautions as the Contracting Officer may reasonably require for security, safety, traffic fire, personnel clearances, and accident prevention purposes. The Contractor agrees to take all reasonable steps and precautions to prevent accidents and preserve the life and health of the Contractor, Government Property and Government personnel performing or in any way meeting the performance of this contract on such premises. These requirements are additional to and do not replace the standards promulgated by the Department of Labor under the

Occupational Safety and Health (OSHA) Act. In the event of a conflict between the OSHA

Standards and these requirements, the most stringent shall apply. Any violation of such rules and requirements, unless promptly corrected, as directed by the Contracting Officer, may be considered grounds for termination of this contract in accordance with the default provisions hereof.

8.0 SECURITY

o All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the governmental installation shall abide by all security instructions and directives of Dover AFB. Employees are responsible for safeguarding all government property provided for contractor use.

o At the close for each work period, government facilities, equipment and materials shall be secured, lights, heat and water turned off and all doors and window secured.

o The contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general wellbeing or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified during the Criminal Background Check (CBI).

o Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Employees and subcontractors later found to be undocumented or illegal aliens will be remanded to the proper authorities.

o The contractor shall submit any request for compensation on delays to the

Contracting Office for approval. The contractor shall notify the Contracting

Office or authorized representative as soon as the contractor realizes/determines of any potential delays in accordance with the terms and conditions of this requirement.

o All contractors and subcontractors when working in a Controlled, Restricted, or other sensitive area must be escorted at all times. The military agency or unit responsible for the project or work is responsible for providing the escorts. The

Contractor shall follow existing procedures and instructions for obtaining entrance to restricted or controlled areas.
