Section B: Description of the Supplies/Services Required
The 436th Civil Engineer Squadron, Engineering Sustainment and Pavements Sections requires replacement SIB snow broom cassette bristles. The equipment that needs the replacement bristles is key to Airfield snow removal operations at Dover AFB.
The Brush set must be MD 22ft-R20-mix.
Section C: Justification for Soliciting from a Single Source or Brand Name
SIB cores are factory installed from the manufacturer (Osh Kosh) and carry a (10 year Manufacturer warranty), as long as replacement broom cassettes are SIB bristles, so as not to void the warranty of the core. Currently the 436 CES Heavy Equipment section has 3 Osh Kosh front mounted brooms assigned with SIB cores and SIB bristles installed. These factory installed cores and SIB bristles are an integral part of each other, installing another brand of bristle would void the 10 year warranty. Historical data has shown other manufacturer style of cassettes under performed SIB broom cassettes and exhibited durability issues, ejecting the tufted cassettes (bristles), which causes an imbalance of the core. This imbalance of the core causes other issue with sweeping performance and damages the cores themselves. For this reason we formally request that SIB cores and SIB bristles be the Brand Name product purchased.
Section D: Efforts to Obtain Competition
The product is commercially sold by multiple vendors creating market competition, ensuring the cost is fair and reasonable.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Market research has identified there are no other suitable products that will interface with the Osh Kosh equipment without voiding the equipment warranty. However, if a suitable substitute is ever identified, the brand name will not be required.
