This document contains questions and answers pertaining to an access control system solicitation for the Air Force Mortuary Affairs Operations and Center for the Families of the Fallen at Dover Air Force Base. The solicitation requires replacement of outdated access control card readers, locks, video surveillance cameras, hardware controllers, ID card production systems, administration workstations, servers and video storage. Additional card readers, locks, video cameras and cabling must also be installed. The access control system must interface with the fire alarm system to unlock doors during fire alarms. Interior and exterior cameras must be 1080p resolution minimum. Motion-based video recording is required at 24-30 frames per second for six months of storage. Card readers and workstations require UPS backup for 3-4 minutes until the generator engages. Data migration from an existing Lenel OnGuard system is necessary. Training of 2-4 hours is envisioned for administrators.

1. Ref PWS para. 1: Is the access control system required to be FICAM‐compliant?

‐ No, does not touch base network.

2. Ref PWS para. 2: How many workstations are required? Ref PWS 3.3.1, how many are enrollment stations?

‐ 3

3. Ref PWS para. 2: What size monitors are required and how many?

‐ 2, 24 inches

4. Ref PWS para. 3.1.1.2: Is the UPS referred to here a requirement that is met by the control panel batteries, or is backup power required for the card readers themselves?

‐ Card readers

5. Ref PWS para. 3.1.1.2: How much time should the UPS supply power?

‐ Generator kicks on in 3 to 4 minutes.

6. Ref (general): Is the system required to be FISMA‐compliant? If so, what is the system category?

‐ No.

7. Ref PWS para. 3.2.1.3: Is backup power required for the network switches? If so, what length of time is required?

‐ No.

8. Ref PWS para. 3.2.1.5: This states that the video server is required to store video for six months.

What is the requirement for frames per second, and is the recording required to be continuous or motion‐based?

‐ Motion based, 24‐30 fps.

9. Ref PWS para. 3.2: What resolution is required for (a) interior and (b) exterior cameras?

‐ 1080p minimum

10. Ref PWS para. 3.3.1: Please specify the required functionality of the badge printer, including the types of cards that will be printed on it.

‐ No

12. Ref (General): Does the site have backup power source? If so, what is the switchover time?

‐ Yes 3 to 4 minutes. We have our own generator which is tested monthly.

13. Ref PWS para. 3.4.4: Is network redundancy required? How will it switchover from primary to redundant?

‐ No

14. Ref PWS para. 3.6: Is there any requirement to migrate data from an existing access control system? If so, what is the existing access control system.

‐ Yes, Lenel onguard 7.3.345.258

15. Ref PWS para. 4.7: What type of training is required? How many hours are envisioned for each?

‐ 2 to 4 hours just administrative, only a couple of admins.

16. Ref (General): What is the make and model of the existing video management system? How is it integrated with the access control system?

‐ No integration. They are setup separately.

17. Ref (General): Is the video system required to identify, observe, recognize, or detect events or people?

‐ Detection and observation.

18. Ref (General): What components require UPS backup?

‐ Card readers, we will handle switches and workstations.
