Answers
1. Will the contractor be provided a warehouse with a dock, or a parking lot or other area to unload semi-trailers, uncrate, and prepare machines for installation in the buildings?
GOVERNMENT RESPONSE: YES, the parking lot on the West side of facility 479 can be used for loading and unloading machines from trucks.
2. Will the contractor be allowed to use on-base trash dumpsters to dispose of actual trash (plastic bands and some Styrofoam) resulting from uncrating the new washers and dryers?
GOVERNMENT RESPONSE: NO, all trash generated from the removal or installation of the washers and dryers shall be removed from Dover AFB and disposed of in accordance with all Federal, State and local regulations.
3. Will the contractor be allowed to use the Base Recycling Center to recycle the cardboard resulting from uncrating the new washers and dryers?
GOVERNMENT RESPONSE: NO, all trash generated from the removal or installation of the washers and dryers shall be removed from Dover AFB and disposed of in accordance with all Federal, State and local regulations.
4. Are escorts provided for installation of units in all the buildings?
GOVERNMENT RESPONSE: YES, NOTE: all personnel employed by the contractor for the removal or installation of the washers and dryers must be able to pass a background check for base access. Vetting of personnel must be accomplished as soon as possible upon award or at a minimum 10 days prior to the requested date of employment.
5. Would the Government please provide annual historical data for the number of machines required to be relocated and any projection on buildings being removed or converted to utilization where washers and dryers are no longer required?
GOVERNMENT RESPONSE: No historical data has been tracked for the number of machines required to be relocated. Currently there are nine stackable washers/dryers that were removed from service in facility 401 due to a complete facility renovation. The expected date of renovation completion and requirement for the new stackable washers/dryers to be connected and placed back in service is November 2023. The contractor awarded the new contract would not need to provide these machines until facility 401 renovation is complete.
Note: Dover AFB does not have storage for any machines that are displaced due to facility renovations or demolitions.
6. Solicitation, PWS, page 3, section 1.1.7, the statement “The installation of all new equipment must take place within five (5) business days after the Notice of Award.” Also, section 1.1.9, the statement “All machines shall be installed within five business days of the start of the contract period.” Would the Government please clarify when the machines are required to be installed?
GOVERNMENT RESPONSE: The PWS has been revised and the language about equipment installation dates in section 1.1.9 has been removed, refer to section 1.1.7 that was also revised for clarification.
7. 1.1.7 States New Machines must be installed 5-days after award. Does this mean 5-days after the contracted start date?
GOVERNMENT RESPONSE: Section 1.1.7 has been revised to help clarify the government requirement. See the revised section below.
8. Appendix D reads Washers and stackable washers will be “Energy Star Rated”. Will Non Energy
Star machines be allowed to bid?
GOVERNMENT RESPONSE: NO, all machines must be Energy Star rated.
9. Appendix D reads that the stackable washer & dryers be a maximum of 72”. Will a stackable height of 76” be allowed to bid?
GOVERNMENT RESPONSE: YES, Appendix D in the PWS has been revised for clarification on cabinet dimension requirements.
10. Your requirements for space maker stackable washer states washer must have an extra-large capacity of 14 pounds or more. They only specify cubic foot capacity. Will you accept any washer/dryer combo unit for building 414 and building 445 as long as it fits in the space designated?
GOVERNMENT RESPONSE: Appendix D of the PWS has been revised to address cubic foot capacity requirements and cabinet dimension requirements.
Note: Facilities 414 and 445 have smaller cabinet requirements and capacity due to the limited space of the closets they are located in.
