SUMMARY OF CHANGES
Schedule a second site visit (Site Visit II) in accordance with FAR 52.236-27 SITE VISIT The Purpose of This Amendment Is:
(CONSTRUCTION) (FEB 1995)- ALTERNATE I (FEB 1995)
Site Visit II will be held Tuesday, 13 October 2020, 10:00 AM EDT.
Attendees requiring escorted base access will meet at Dover AFB Commercial/South Gate located off of exit 91 from DE-1 North, 30 minutes prior to the scheduled meeting. A member of the 436th contracting squadron will be present to escort attendees to building 779 for the aforementioned site visit. You must bring a valid driver's license/state ID and proof of vehicle insurance.
All attendees shall submit their name and phone number via e-mail to the points of contact listed below and indicate if they require an escort by 12 October 2020, 4:00 PM EDT.
Questions from Site Visit II must be submitted via e-mail to the points of contact listed by 3:00 PM EDT on 15 October 2020. No further questions will be addressed after this date. Contractor shall address any assumptions and proposed exceptions to the Contracting Officer in their proposal.

Section L - Instructions, Conditions, & Notices to Offerors or Quoters
Miscellaneous text in this section has been modified to:
INSTRUCTIONS TO OFFERORS
1. Read this solicitation thoroughly and provide the minimum documentation in accordance with sections "L" and "M" of this solicitation.
2. The proposal acceptance period is specified in Block 13D of the SF1442. By signing the SF1442, the contractor agrees that the proposal is valid for at least the number of days listed in Block 13D.
3. The Contractor shall e-mail proposals to the points of contact listed in Block 10 of the SF1442. Total size of proposal shall not exceed 10MB.
4. Offerors shall submit copies of the SF1442, the appropriate signatures, and acknowledgements of all amendments as required.
5. The Government intends to award a contract without discussions with respective offerors. The Government, however, reserves the right to conduct discussions if deemed in its best interest.
6. Text shall be single-spaced, on an 8 1/2 x 11 sheet of paper with a minimum one-inch margin all around. Font shall be no less than Times New Roman 10 pt. Pages shall be numbered consecutively with each volume. All proposal information shall be submitted in either Microsoft Word or PDF. Page limits prescribed in technical subfactors are maximum page limits for each subfactor. Pages submitted in excess of these limits will not be read or considered in the Government evaluation of the proposal.
7. Proposal shall consist of the following two (2) Volumes:
VOLUME I:
Factor 1: Price (Complete SF1442, and Attachment 2, Bid Schedule)
(1) Section A - Solicitation, Offer, and Award (Standard Form 1442 [front & back]) with amendments, if any, acknowledged signed and dated by a person legally authorized to bind the company. If an agent signs the bid, ensure legal evidence of their authority is included.
(2) Section B - Net Price/Amount per Contract Line Item (CLIN) and include pricing in attachment 2, Bid Schedule.
(3) Section I - Contract Clauses, if additional information is filled-in or provided.
VOLUME II:
Factor 2: Technical Sub-factor 1.1: Drainage Improvements (Max No. of pages 5) Sub-factor 1.2: Curb Replacement (Max No. of pages 5)

8. Questions and Answers / Assumptions and Exceptions: Contractors are cautioned that all communications are to be channeled through the Contracting Officer (CO). Any questions whether technical or contractual in nature shall be submitted in writing. Questions and Answers may be submitted in writing at brittney.santiago@us.af.
mil AND john.porter.23@us.af.mil by 3:00 PM EDT, 15 October 2020. Questions will be consolidated and responses will be forwarded to all interested Contractors. No further questions will be addressed on this project after this date. Contractors shall address any assumptions and proposed exceptions to the CO in their proposal.
9. Offerors shall clearly identify any exception to the terms and conditions and shall provide complete supporting rationale. The Government reserves the right to determine any such exceptions are unacceptable.
Any exception determined unacceptable by the Government may result in the Offeror's proposal being determined unacceptable and ineligible for award. This information shall be provided in the offeror's proposal cover letter. If no exceptions are taken, include a statement stating so within the proposal cover letter.
10. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government's requirements but, rather, shall provide convincing rationale to address how the Offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities or experience and will base its evaluation on the information presented in the Offeror's proposal.
11. Discrepancies. If an Offeror believes the requirements in these instructions contain an error, omission, or are otherwise unsound, the Offeror shall immediately notify the CO in writing with supporting rationale as well as the remedies the Offeror is asking the CO to consider as related to the omission or error.
The following clauses were modified:
52.236-27 Alternate I - Site Visit (Construction). - (Alternate I) Jan 1995 hereby reads as follows:
As prescribed in 36.523 , insert a provision substantially the same as the following:
Site Visit (Construction) (Feb 1995)
(a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.
(b) An organized site visit has been scheduled for-
Site Visit I: 6 October 2020 at 2PM EDT
Site Visit II: 13 October 2020 at 10AM EDT
(c) Participants will meet at- Site Visit I:
