MEMORANDUM FOR ALL OFFERORS

SUBJECT: FA449720R0041, Project No. 1007997, Repair B779 Exterior Foundation and Replace Exterior Siding, Site Visit II Questions and Answers

The following is a list of questions posed by prospective contractors and the corresponding answers.

1. Please share the as-built drawings for the building 779.

ANSWER: As-built drawings are unavailable, however, please see section 8 attachment 2, B779 floor plan of the SOW Rev. 1 dated 29 October 2020.

2. Please share the exterior grades and drainage structures depth and rim elevation.

ANSWER: Not available.

3. What is the criteria for the bidder to determine the quantity of “damaged concrete curb/footing around the perimeter of the building?”

ANSWER: Replace all concrete around the building’s perimeter.

4. What is the height of the wainscot panels to be painted?

ANSWER: Six foot (6’).

5. What is the criteria for bidder to “replace or straighten any bent steel girts”?

ANSWER: Replace up to 50%.

6. Install epoxy floor over any affected area – please confirm the SOW. Are we replacing the epoxy floor 1 ft. or 2 ft. from the curb?

ANSWER: Installation of epoxy floor is only necessary if installing the new curb affect the existing floor.

7. Are we matching the existing curb elevation to the proposed new curb around the building?

ANSWER: Please see section 1.5.3 of the SOW Rev. 1 dated 29 October 2020.

8. SOW 1.5.2- Remove and reinstall utilities as necessary inside the building-Please confirm the existing utilities on the interior wall.

ANSWER: Gas, water, Electrical, HVAC equipment.

9. SOW 1.5.3 – B – “Install new curb /foundation 8” above exterior ground, what happens to the existing curb which is not damaged, will it match the proposed elevation? How do you expect us to install the siding if the curbs are at different levels?

ANSWER: Review section 1.5.3 D of SOW Rev. 1 dated 29 October 2020 which states Install all new reinforced concrete curb/foundation to a minimum of 8" above the exterior ground surface on all building faces.

10. SOW 1.5.3-B – “Provide and install water-stop /Bentonite clay “ is this only at the new curb location?

ANSWER: Review section 1.5.3 D of SOW Rev. 1 dated 29 October 2020 which states, Install all new reinforced concrete curb/foundation to a minimum of 8" above the exterior ground surface on all building faces.

11. Are we replacing the entire gutters and downspouts for the building 779?

ANSWER: Yes.

12. What happens at the landscaped area if we decide to raise the curb by 8” at certain locations (damaged curb only)?

Review section 1.5.3 D of Sow Rev. 1 dated 29 October 2020 which states Install all new reinforced concrete curb/foundation to a minimum of 8" above the exterior ground surface on all building faces.

13. What is the criteria to replace damaged flashing and siding? (Each bidder has his own decision to make?)

ANSWER: 100% of the first panel to be replaced.

14. Will building 779 be occupied during the construction?

ANSWER: Building 779 will not be occupied during construction.

15. Where is the staging area for the contractor?

ANSWER: The staging area will be provided upon award.

16. 1.5.2-A and D - the SOW for insulation is not clear – is it to be replaced or remove and reinstall?

See section 1.5.2 F of the SOW Rev. 1 dated 29 October 2020 which says to install new insulation where the old may not be adequate.

17. Since we are paving only 10 ft. from the exterior of the building, are we matching the existing grades at the parking lot?

ANSWER: Yes, you are to match existing grade.

18. Are there as-built drawings, pictures, or any other documentation available that would ensure we are bidding "apples to apples" with other contractors?

ANSWER: As-built drawings are unavailable, however, please see section 8 of SOW Rev. 1 dated 29 October 2020.

19. Is there a possibility of another site visit?

ANSWER: The Government is not planning on having another site visit at this time.
