MEMORANDUM FOR ALL OFFERORS

SUBJECT: FA449720R0041, Project No. 1007997, Repair B779 Exterior Foundation and Replace Exterior Siding, Site Visit I Questions and Answers
The following is a list of questions posed by prospective contractors and the corresponding answers.
1. Please provide as-built drawings (utility, storm as built for inlets, manholes, grates that show pipe size and inverts, structural, architectural) associated with building 779.
Answer: As-built drawings are unavailable, however, please see section 8 attachment 2, B779 floor plan of the SOW Rev. 1 dated 29 October 2020.
2. Do you have site plans for the existing conditions at the building?
Answer: Please see section 8, attachment 2, B779 floor plan of the SOW Rev. 1 dated 29 October 2020.
3. Would you need to paint the siding that was peeling, even though it may not have been damaged and replaced?
Answer: No. Please see section 1.5.3 of the SOW Rev. 1 dated 29 October 2020.
4. Does the floor inside the building need to be leveled in an effort to prevent the puddling that was described during the walk through?
Answer: Yes. Please see section 1.5.2 of the SOW Rev. 1 dated 29 October 2020.
5. If the floor is replaced in spots inside the building, will the entire floor need to be painted since most of the floor has peeling paint?
Answer: No, only the area disturbed by the contractor.
6. Will we be permitted to perform a 3D laser scan of the building upon award?
Answer: Yes, after this project is awarded the contractor can perform a 3D laser scan.
7. Who determines the extent of exterior wall construction replacement?
Answer: Please see section 1.5.3 of the SOW Rev. 1 dated 29 October 2020.
8. Are we to replace all roof gutters and downspouts?
9. Are we to install roof gutters and downspouts on roof eave where they are not installed?
Answer: No, we are only looking to replace what is there currently.
10. Is a full time Site superintendent needed?
Answer: Yes.
11. Is a full time QC Manager needed?
Answer: No.
12. Is a full time SSHO needed?
Answer: No. SSHO may be part-time or dual hatted.
13. Can the superintendent be double hatted?
14. Do we have to replace all exterior man doors?
15. Are there any available As-Built/topographical/utility drawings of the area impacted by this scope?
Answer: As-built drawings are unavailable, however, please see section 8 attachment 2, B779 floor plan of the SOW Rev. 1 dated 29 October 2020.
16. Can the Government provide a detail or description of the existing (airfield?)
pavement we will be trenching across to install the stormwater system?
Answer: Please see section 1.3 of the SOW Rev.1 dated 29 October 2020.
17. What type of HMA mix will be required for this project?
Answer: Please see section 1.5.1 of the SOW Rev.1 dated 29 October 2020.
18. Will any available drawings be made available prior to bid?
Answer: Yes, please see section 8 of the SOW Rev.1 dated 29 October 2020.
19. Is an on base office required for this contract?
Answer: No base office is required for this contract.
20. Is a full-time superintendent required for this contract that must be on site whenever work is ongoing?
21. Can the QC be dual-hatted or part time to this effort?
Answer: Not dual-hatted. Perform QC functions as necessary.
22. Can the Super also serve as the SSHO for this project?
23. Please advise how differing site conditions will be handled contractually.
Answer: In accordance with FAR 52.236-2 Differing Site Conditions.
24. Is the POP negotiable?
25. Will we be able to use the GIS data as an accurate depiction of what utilities are located adjacent to B779?
Answer: GIS data is unavailable.
26. If DAFB is unwilling/unable to confirm the accuracy of the GIS data, how will differing site conditions be determined if utilities are found that were not identified, have been abandoned in place, or are found in a different location than what is shown/marked?
Answer: In accordance with FAR 52.236-2 Differing Site Conditions.
27. If DAFB is unwilling/unable to confirm the accuracy of the GIS data, will DAFB
Be modifying the SOW to make GPR a requirement of this contract?
Answer: No, contractors are to field verify prior to start of work.
28. Please clarify – Is all existing concrete curb to be demolished and replaced, or only the portion considered to be damaged?
29. How will it be determined as to what curb is damaged?
30. If portions of the existing curb will remain, will they need to be raised to 8” above grade to match new curb?
31. Mechanical rooms on the sides of B779 do not have a concrete curb at the perimeter. Should a new footing and curb be installed at these locations?
32. For purposes of bidding, can the Government establish a limit of epoxy floor replacement?
Answer: Please see section 1.5.2 of the SOW Rev. 1 dated 29 October 2020.
33. Please clarify – Is all the existing siding to be demolished and replaced with new siding?
34. If all siding is to be replaced, will the new siding match the existing profile?
Answer: Yes, all new siding is to match existing in profile, gauge and width.
Please see section 1.5.3 of the SOW Rev. 1 dated 29 October 2020.
35. If all the siding is being replaced, are we to assume that the existing building structure/connections are sound, tight and in good condition?
Answer: Please see section 1.5.2 and section 1.5.3 of the SOW Rev. 1 dated 29 October 2020.
36. If all siding is being replaced, will sealed wind load calculations be required?
Answer: No, only damaged siding will be replaced.
37. Please confirm that if the existing structure/connections are found to be in poor condition or compromised, that this will be considered an unforeseen condition.
Answer: No this is design build; Designer of Record (DOR) to verify existing conditions.
38. Please confirm that if we find anything unexpected behind the siding including unknown utilities, conduit, mold, ACM, LCP, etc., that will be considered an unforeseen condition.
Answer: Unforeseen conditions will be evaluated in accordance with FAR 52.236-2 Differing Site Conditions.
39. “Repair doors” is referenced in 1.1 Objective, but was not mentioned during the site walk or referenced elsewhere in the SOW. If this is a requirement, please identify what needs to be repaired so competitive bids can be prepared.
Answer: Door seals, gaskets and hardware are to be determined by DOR.
40. Are we replacing all windows and doors as part of this project?
Answer: No, only door seals, gaskets and hardware are to be determined by
DOR.
41. Are we to provide new sealant around existing doors and windows?
42. Are we to re-install existing wall insulation per 1.5.2A, or provide new per 1.5.2D?
Please clarify.
Answer: New.
43. For purposes of bidding, how do we quantify the number of girts that will require repair or replacement?
Answer: Please see section 1.5.2 of the SOW Rev. 1 dated 29 October 2020.
44. For purposes of bidding, how do we quantify how much flashing/siding will require replacement?
45. Are new gutters to be provided?
46. Are new downspouts to be provided?
47. Are downspouts required to be connected to an underground leader system? If so, are cast iron downspout boots required?
48. Can the existing catch basins around the perimeter of the facility be used to collect the surface drainage and building downspouts from this project?
Answer: Yes, if the DOR determines by pre/post calculations to determine if the system can handle that additional water.
49. It appears that the grass areas in front of the building are higher than the building, but this would require grading and reestablishing grass more than 10’ from the building perimeter. Is this to be included in the bid requirements?
Answer: Yes, please see section 1.5.1 of the SOW Rev. 1 dated 29 October 2020.
50. With the expectation that the answers provided to these questions could require additional questions for clarification, please confirm that a second round of pre-bid questions will be allowed.
Answer: No. The solicitation, Section A, 10., item G and Section L., 8 Questions and Answers/Assumptions and Exceptions state, No further questions will be addressed on this project after the date questions are due.
You can, however, submit additional questions or request for clarification and the Government may or may not provide an answer.
