FA449720Q0023- Equipment Load Testing Q&A
Q1.Does this solicitation include the cranes at the Delaware National Guard?
A1. No
Q2. Are the test weights to be NIST certified?
A2. No
Q3. Please clarify the number of items to be load tested. PWS states 76, price list has 186 items, PowerPoint of equipment shows around 200+ when adding up the quantity.
A3. There is 190 items to be load tested please see updated attached price list. The PowerPoint shows multiple items with a single kit therefore the amount in the PowerPoint will not match the price list. The
PWS has been updated with this amount.
Q4. Please advise on PWS 1.1, "inspections." 1) Is inspection used interchangeably for "load test" OR 2)
Is this an official inspection to make sure it meets all safety codes (AFRAM/OSHA/ASME/ANSI) with an official certificate of inspection?
A4. Inspections is being used interchangeably for “load test” (wording has been changed to read load test)
Q5. Please clarify PWS 1.1, "quarterly basis". Paragraph 1 states load testing on an annual basis, and
Paragraph 1.1 states inspections on a quarterly basis IAW dates on Attachment 1. Attachment 1 is the
PWS, so I assume we reference the Equipment Price List (Att.2) which all state annual tests. So, do we still do official quarterly safety inspections as referenced in question 2, or do we just complete annual load tests and another contractor completes official inspections?
A5. Wording has been corrected to read annual
Q6. Please advise on page 58 of Att. 4 in regards to the 30 ton crane. It states the test weight is 500 pounds which a stability test only, not structural. Structural testing will require a test weight of 60,000 pounds. Do you want a stability test or a structural test on the 30 ton crane?
A6. Stability
Q7. In regards to submission: What do you prefer the contractor to send in for POC information and contractor data?
A7. Contractor information to include POC should be included in Box 17a. in the solicitation. Make sure contractor has a current registration in System for Award Management (SAM) in order to be awarded government contracts.
