10 June 2016 MEMORANDUM FOR Prospective Offerors

FROM: 436 CONS/LGCA

639 Atlantic Street Dover Air Force Base, Delaware l9902-5639

SUBJECT: Questions and Answers for Repair Visitor Center Parking/Construct PT Pad at Dover Air Force Base, Delaware

1. The following questions were asked by prospective offerors and are answered by this office:

Visitor’s Parking Lot:

QUESTION: 1. How long can the Visitor’s Parking Lot remain closed for any of the Demo, Curbing, Asphalt Paving and/or Striping work?

ANSWER: The Visitor’s Center lot will not be closed during construction. It will be active during the entire construction. The contractor shall set up the work area so visitors will have access to at least 10 parking spots. Visitors will be expected to enter and exit from only one side of the lot during the project.

QUESTION: 2. Would the Dover AFB consider accepting the excavated soils at a pre-determined location on the Air Base rather than the Contractor have the soils tested and disposed off-site?

ANSWER: No. All soil must be tested prior to disposal off-base. This will be limited to one test of the soil for the project site, not every load.

QUESTION: 3. Please specify what testing and methodology is to be included for any soils going for off-site disposal.

ANSWER: The analysis should be performed by a NELAP (National Environmental Lab Accreditation Program) certified lab. Sample results should be submitted to 436 CES/CEIE (Environmental Element) for review and determination of disposal requirements.

Test results shall include the following:

1. Full TCLP (toxicity characteristic leaching procedure) to include ignitability, reactivity, corrosivity, metals, organics, pesticides and herbicides

2. Total Petroleum Hydrocarbons (TPH)

3. Polychlorinated Biphenyls (PCBs)

4. BTEX (Benzene, Toluene, Xylene, and Ethyl benzene)

5. Percent Solids

QUESTION: 4. What type of transportation and disposal should the Contractor assume for the removed soils for bidding purposes?

ANSWER: For bidding purposes, the contractor should assume no soil contamination. Therefore, any legal, reasonable means of transportation and disposal off Dover AFB is the contractor’s responsibility.

QUESTION: 5. What method will be used for measurement and payment for the CY line items?

ANSWER: MEASUREMENT: The quantity of Excavation for which payment will be made will be the number of cubic yards (CY), measured by taking cross-sections taken at regular intervals and computed by the method of average end areas, measured in the original condition.

Fitness Exercise Pad:

QUESTION: 1. What test method is to be utilized to measure soil compaction? How many tests and at what rate will testing be required?

ANSWER: Tests for compaction shall be performed by a certified soils testing laboratory using a nuclear density device. The testing laboratory shall take enough tests to allow them to certify the compaction results.

QUESTION: 2. How will the Contractor be compensated for importing off-site borrow, if required to meet the 95% compaction specification?

ANSWER: The contract unit price shall constitute full compensation for all labor, equipment, materials, placement, and compaction necessary to complete the work.
