PROJECT TITLE: Grounds Maintenance Services
CLOSING DATE: 19 Jul 2010/4:00 PM
PERFORMANCE PERIOD: 365 Calendar Days for base year or any option year that is exercised.

General information:

The purpose of the pre-proposal meeting is to provide an overview of the procurement process and to offer clarifications regarding any questions. Formal written responses to all questions will be issued and posted on-line, including any amendments to the RFP package.

Purpose of the Meeting:

. The contractor provides all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at Dover Air Force Base in a manner that will maintain healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance.

Visitor Introduction Please state your name and the name of your organization.

Contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. You may register by going to the Internet at http://www.ccr.gov/ . You will need to know your Duns number. If you don’t know it, you may call 1-800-333-0505. Effective 1 January 2005 contractors are required to submit on-line reps & certs through http://orca.bpn.gov.

Central Contractor Registration:

Receipt of Proposal

a. Be sure to submit the proposal prior to the closing date and time. Failure to be on time shall cause this office to not accept receipt of your proposal.

b. No formal public bid opening will be held. In accordance with Federal Acquisition Regulation (FAR) 24.202(a) and 10 U.S.C. 2305(g), a proposal in the possession or control of the government, submitted in response to a competitive solicitation, shall not be made available to any person under the Freedom of Information Action.

FAR 15.506 further indicates that “An offeror, upon its written request received by the agency within 3 days after the date on which that offeror has received notification of contract award…shall be debriefed and furnished the basis for the selection decision and contract award.” In other words, the results of the solicitation are not releasable other than to tell you of your individual ranking to the proposal.

c. Award of this solicitation shall be made upon best value to the government considering past performance and price.

Past and present performance history will be evaluated on a basis significantly more important than price.

Annotate the outside of the envelope to reflect the proposal number and the proposal closing date and time. The proposal will be mailed to:

Hand-Carried Offers individuals not affiliated with this installation must obtain a Visitor’s Pass at the Visitor Control Center, Bldg 331, located at the Main Gate entrance to Dover AFB.

Hand-Carried Offers An Offeror intending to hand-carry a proposal should allow sufficient time to obtain the visitor pass in order that he/she may arrive at the depository prior to the established time for receiving offers

Telegraphic/facsimile proposals will NOT be considered

Late Offers Late offers/proposals will be processed in accordance with the provision 52.212-1 Instructions to Offerors-Commercial Items.

Instructions To Offerors-Commercial Items: Proposal Preparation

a. The proposal shall consist of two (2) separate parts; Part I – Price Proposal, and Part II – Past and Present Performance Information.

PART I – PRICE PROPOSAL - Submit original and three (3) copies

a. Complete the following SF 1449 blocks: 12, 17a including adding the CAGE code to the “Code” section; 24 which will contain the total dollar value of the proposed offer; and 30a, b, and c of the SF 1449. In doing so, the offeror accedes to the contract terms and conditions as written in the solicitation, with attachments. The solicitation constitutes the model contract

b. Pricing Schedule: Insert both the proposed Unit Price and Estimated Amount price in the Pricing Schedule. The proposal Pricing Schedule must be submitted for the entire period of the contract: For this solicitation that will include a base period plus four (4) Option Years.

C. Complete the necessary fill-ins and certifications in provisions. The provisions FAR 52.212-3 –Offeror Representations and Certifications-Commercial Items shall be returned along with the proposal.

d. Return any solicitation amendments to the original solicitation documents, with signature from the same official authorized to sign the SF 1449.

PART II – PAST AND PRESENT PEFORMANCE INFORMATION

Only references for same or similar type contracts are desired.

Submit original plus (3) copies.

(a) Quality and Satisfaction Rating for Contracts Completed and/or Currently in Progress in the Past Three Years: Provide information currently available (letters, metrics, customer surveys, independent surveys, etc.) which demonstrates customer satisfaction with overall job performance, management, and quality of completed product for same or similar type contract and magnitude as described in the Performance Work Statement (PWS). In addition, explain corrective actions taken in the past, if any, for substandard performance and any current performance problems such as cost overruns, extended performance periods, numerous warranty calls, etc.

(b) Past and Present Performance Surveys: Provide a list of no more than tem (10), of the most relevant contracts performed for Federal agencies and commercial customers within the last three (3) years. Relevant contracts include:

(i) RECENT: For a contract to be considered recent, the contract must be performed or completed within the last three (3) years.
(ii) RELEVANT: Definition of relevant as related to this contract are similar or greater in scope and magnitude than the effort described in this solicitation as follows:

The evaluation of past performance information will take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition.

The offeror shall send copies of the Past and Present Performance survey(see Attchment 4 and Attachment 5) to between three (3) and five (5) Federal agencies or commerical companies for which the offeror has performed similar contract services within the last three (3) years – Ju7ne 2007 – June 2010

The companies receiving the survey shall complete the document and return the survey directly to the contracting office.

Note that the contracting office will NOT consider Past and Present Performance (references) surveys received directly from the offeror.

The offeror will include a list of the companies (references) to which the offeror sent Past and Present Performance Surveys as Part II of the proposal package;

the Government will use the offeror’s references list to track received Past and Present Performance surveys.

The References List must include for each contract the information listed in the RFP on page 103.

Relevant Contracts Provide a list of no more than tem (10), of the most relevant contracts performed for Federal agencies and commercial customers within the last three (3) years (June 2007 – June 2010). Relevant contracts include:

SCOPE: Relevancy in regard to scope will be assessed based on, but not limited to, the similarities between a given Past Performance effort and Dover Air Force Base Grounds Maintenance Service effort.

MAGNITUDE: Relevancy in regard to magnitude will be assessed based on, but not limited to, the similarities between a given Past Performance effort and the Dover Air Force Base Grounds Maintenance requirement in terms of overall contract value.
