SUBJECT: - Gym Equipment Maintenance, at Lajes Field, Azores, Portugal.

SUBMISSION DEADLINE: Quotes for this solicitation must be submitted electronically by Thursday, 7 September 2023, 2:00PM, AZOST, local time. Contents of quote must adhere to the requirements outlined in the addenda to FAR provisions and additional information provided within this solicitation.

SITE VISIT: The Government will conduct a site visit with any interested vendors on Friday, 18 August 2023, 2:00PM, AZOST, local time. The meeting point will be at Building T-333, near the main entrance.

1 – General Information

This is a combined synopsis/solicitation for commercial services prepared in accordance with (IAW) the format in FAR Subpart 12.6, as supplemented with additional information included in this document. This solicitation is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures IAW FAR Part 12. This solicitation document and incorporated provisions and clauses are those in effect through:

Federal Acquisition Circular 2023-04, effective 2 June 2023 Defense Federal Acquisition Regulation DPN, effective 20 July 2023 Department of the Air Force Federal Acquisition Supplement, effective 7 July 2023

This procurement is unrestricted. For informational purposes, the North American Industrial Classification System (NAICS) code is 811310, Commercial and Industrial Machinery and Equipment ( except Automotive and Electronic).

IAW FAR 16.202, the Government intends to award a single Firm-fixed-price contract to the offeror that provides the most advantageous price to the Government, while meeting all standards set forth in this document and all the attachments provided for this requirement.

Offerors are required to fill out the pricing schedule below to be considered for award of the gym equipment maintenance services contract.

2 – Requirement Information

2.1. Description: This is a non-personal service requirement to provide gym equipment maintenance at Lajes Field, Portugal.

2.2. Requirement: The purpose of this contract is defined in the attached Performance Work Statement.

3 – Pricing Schedule

Quoters shall use the pricing schedule table provided below to submit their quote. The unit price for each contract line item (CLIN) and the TOTAL PRICE must be provided in a clear and legible manner.

Prices must be submitted in Euro currency (EUR); quotes in any other currency are not accepted and the quote will be considered ineligible for award.

Addendum to 52.212-2 EVALUATION—Commercial Products and Commercial Services (November 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: price and technical capability.

(i) Price:

The total evaluated price will include all option periods. The price evaluation will document the reasonableness of the total evaluated price. In accordance with FAR clause 52.217-5, the total evaluated price will be reached by factoring in an additional 50% of the final option period price to the proposal, to reflect the price of a maximum six-month extension.

(ii) Technical Capability:

Technical capability will be rated “Acceptable” or “Unacceptable” in accordance with the following:

The contractor shall have at the minimum two (2) years’ experience in gym equipment maintenance or related repair in the same career field.

Contractor must provide a qualification summary to demonstrate the qualifications and references to support this experience. The offeror shall provide at least one (1), and no more than three (3) requirement/job references, to prove the minimum experience of two (2) years.

References can be of past or current jobs. The information in the qualification summary shall include, at a minimum, the following:

i. Reference Customer/Employer Name

ii. Period of Performance

iii. Description of Requirement/Job Position

iv. Contracting officer’s name or commercial customer point of contact, telephone number and e-mail address

Award process. The Government will award a single contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation, will be most advantageous to the Government, price and other factors considered.

The evaluation process will go as follows:

a) The Government will evaluate all quotes for total price, ranking from lowest to highest total evaluated price.

b) The two lowest priced quotes will then be evaluated for its technical capability. The quotes must receive a rating of “acceptable” in order to be considered for award.

c) If the lowest priced quote is rated technically “unacceptable”, following lowest priced quote will also be evaluated. This process shall continue until two quotes with a technical capability rating of “acceptable” are found; an award will then be awarded if found to be in the best interest of the Government.

52.232-18 Availability of Funds.

As prescribed in 32.706-1(a), insert the following clause:

Availability of Funds (Apr 1984)

Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
