The Purpose of This Amendment Is: The purpose of this Amendment is:

1. Update of Performance Work Statement (PWS) on paragraph 2.

ADDENDUM TO FAR 52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS

1. This is a combined synopsis and solicitation for commercial items and installation, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

2. The 65th Contracting Flight is issuing this combined synopsis/solicitation, FA448619QA012, as a Request for Quote (RFQ) using FAR Part 12, Acquisition of Commercial Item, & FAR Part 13, Simplified Acquisition Procedures, for Lajes Field, Azores, Portugal. This solicitation is for Education Advisor services, and is a full and open competition, with a NAICS code of 611710, Educational Support Services.

3. The Government intends to award a Firm-Fixed-Price Contract, in accordance with FAR 16.202.

A single award will be made as a result of this solicitation. Please be advised that this RFQ in no manner obligates the Government regarding award of a contract that results from the issuance of this solicitation. Vendors must be registered in the System for Award Management (SAM) database at www.sam.gov to be considered for award.

4. Price instructions:

(a) Complete and return the Price Schedule and your company's information as required in Attachment 2.

(b) All prices shall be submitted in US Dollars.

(c) Vendors must agree to hold their prices valid for sixty (60) calendar days after the due date of this solicitation.

5. Technical Capability

(a) Vendors shall be evaluated against the following criteria:

Provide attachment 3 - Questionnaire filled with a summary of knowledge and/or experience related to Air Force commissioning programs, Community College of the Air Force (CCAF-AU-ABC), Military Personnel Data System (MilPDS), WAPS, and PME.

Provide an unofficial transcript with a minimum of 12 months of college education, which includes successful completion of Composition 101 and Public Speaking 101, or equivalent courses.

6. All questions regarding this solicitation must be submitted to Contract Specialist Tania Cardoso at tania.cardoso.2.pt@us.af.mil and 65CONF.LGC.ALL@us.af.mil no later than 19 August 2019, 11:00AM AZOST. All quotes must be sent to Contract Specialist Tania Cardoso at tania.cardoso.2.pt@us.af.mil and 65CONF.LGC.ALL@us.af.mil no later than 3 September 2019, 03:00PM AZOST.

7. To ensure timely and equitable evaluation of quotes, vendors must follow the instructions contained herein. The quote must be complete, self-sufficient, and respond directly to the requirements of this solicitation. Vendors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. Failure to meet a requirement may result in the quote being ineligible for award.

8. Quotes may be submitted by hand receipt, mail or email in response to this RFQ. The content and page size of electronic copies must be identical to the hard copies. For mail deliveries, the following addresses shall be used:

9. Vendors are cautioned to submit all the information and in the specific format requested. The Government reserves the right to conduct interchanges with some, all, or none of the vendors. In accordance with FAR 13.106-2(b)(3), the Government is not required to establish a competitive range, conduct discussions, or score quotes.

10. AVAILABILITY OF FUNDS

Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of quotes. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

Evaluation Factors for Award

The following clauses were modified:

52.212-2 - Evaluation-Commercial Items. Sep 2014 hereby reads as follows:

1. 1. Quotes will be evaluated in accordance with FAR 13.106, which will be based on price and technical evaluation factor. The Government will award the contract to the vendor with the lowest technically acceptable price.

PART I â## Price Quotation

(a) All quoted prices will be determined by multiplying the quantities by the quoted unit price for each Contract Line Item Number (CLIN) to confirm the extended amount and the total amount. Failure to include a price for each CLIN may exclude the vendor from further consideration for award.

(b) The total evaluated price will include all option periods. The price evaluation will document the reasonableness and completeness of the total evaluated price. In accordance with FAR clause 52.217-5, the total evaluated price will be reached by factoring in an additional 50% of the final option period price to the quote, in order to reflect the price of a maximum six month extension.

(c) The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

PART II â## Technical Capability

The vendorâ##s technical capability will be evaluated against the criteria specified in the addendum to FAR 52.212-1, Instructions to Offerors-Commercial Items. Vendors shall be evaluated against the following criteria:

2. The Government intends to award to the lowest priced technically acceptable vendor. The evaluation process will go as follows:

a) The Government will evaluate all quotes for price, ranking from lowest to highest total evaluated price.

b) The lowest priced quote will then be evaluated for their technical capability. The vendor must receive an acceptable rating in order to be considered for award.

c) If the lowest priced quote is measured unacceptable, the second lowest will be evaluated. This shall continue until a vendor with an acceptable technical capability is found.
