Questions and Answers

For FA448619QA014

Question 1: Is this solicitation being awarded to the lowest bid? If so, does the bid combine the first and each option year for the total bid?

Answer: The Government will award the contract to the vendor with the lowest price technically acceptable.

Question 2: Does this solicitation replace contract FA4486-16-T-0001?

Answer: Yes, the current contract ends 30 Sep 2019 and the new contract begins 1 Oct 2019.

Question 3: In the tax relief section of the solicitation (The Contractors invoice shall list separately the gross price, amount of tax deducted, and net price charged.), are you referring to the invoice submitted in WAWF (IRAPT)?

Answer: No. The statement referenced in the question is referring to a manufactured end item

(i.e. materials or components).

Question 4: Recent 65th Contracting Flight solicitations have requested quotes in Euros, is there a reason for this change to dollars?

Answer: A decision was made by the Contracting Officer to require offers to be in Dollars. Issuing contract awards in dollars is the preferred method of funding a contract unless there is a reasonable expectation that all/most interested parties will be local vendors.

Question 5: Which blocks in SF 1449 need to be completed by offerer (block 16/18)?

Answer: Blocks 16 and 18 will not be completed by the offeror.

Question 6: The new contract states working experience is required. However, the Guidelines section of the new solicitation states: The Contractor, once trained… (Does this mean the Govt will provide the same training provided to successfully complete SOW from 16-T-0001 if necessary)?

Answer: It is important that all personnel who bid on this contract have a fair chance to compete.

The Contractor, once trained, shall require little to no oversight in the performance of their day-to-day duties.
