PERFORMANCE WORK STATEMENT

Education Advisor

1. DESCRIPTION OF SERVICES: Non-personal services in support of U.S. Air Force voluntary off-duty education program to include:

• Providing academic advisement, information, guidance

• Academic institution distance learning testing

• Preparation of documents associated with the services provided and administrative duties as assigned

• Provides advisory services for Defense Activity for Non-Traditional

Education Support (DANTES) testing.

• Providing WAPS STCO

2. QUALIFICATIONS: The Contractor shall possess integrity, excellent customer service skills, excellent written and verbal communication skills, basic computer skills, knowledge are essential. Knowledge and/or experience working with Air Force commissioning programs, Air Force Automated Education management System (AFAEMS), Community College of the Air Force (CCAF/AU-ABC), Military Personnel Data System (MilPDS) WAPS and PME. The Contractor shall possess a minimum of 12-months of college-level education to include successful completion of English Composition 101 and Public Speaking 101, or equivalent courses. Unofficial transcripts shall be submitted with proposal packages to the base Contracting Office, Bldg. T-615. Submit official transcripts to the Contracting Officer no later than 21- calendar days from receipt of award.

3. PERIOD OF PERFORMANCE: The period of performance for this requirement will be one (1) 12-month base year with four (4) 12-month option periods.

• Basic year: 1 October 2019 – 30 September 2020;

• Option year 1: 1 October 2020 – 30 September 2021;

• Option year 2: October 2021 – 30 September 2022;

• Option year 3: October 2022 – 30 September 2023;

• Option year 4: 1 October 2023 – 30 September 2024.

4. WORK HOURS/DAYS: The Contractor shall work a 6-hour day, Monday through Wednesday 0800 – 1400 and Thursday/Friday 1000 – 1700. Contractor will not work on American holidays or when the office is closed. The following federal holidays are observed:

5. GUIDELINES: The Contractor, once trained, shall require little to no oversight in the performance of their day-to-day duties. All tasks shall be accomplished in accordance with AFI 36-2649 and all other pertinent Air Force, USAFE, and local command policies and publications. Contractor must be familiar with AFI 36-2013 - Officer Training School and Enlisted Commissioning Programs; AFI 36-2649 - Voluntary Education Program;

thoroughly familiar with the CCAF Handbook and Counselors Guide; as well as all on-base schools and degree programs. All guides, handbooks and school catalogs are available on-line and in the Education Office.

6. BASE NETWORK ACCESS: Access to military base network and e-mail accounts is necessary in the performance of duties. If required, the Government shall initiate the necessary security clearance paperwork and assume the cost of the background clearance check.

7. SPECIAL REQUIREMENT

a) The contractor shall identity all personnel with distinctive badges, name tags or company shirts, allowing for a clear interpretation that such people are not government employees. Furthermore, all contractor personnel shall identify themselves as such in all contacts with the general public and government employees, such as telephone conversation and emails (contractor signature blocks must identify their status).

b) Government employees cannot alter the duty hours of the contract personnel without the Contracting Officer modifying of the contract. The stated workhours of the PWS are binding between the Government and Contractor. Such activities include, but are not limited to: sick days, leave days, commander’s calls, sports days, family days, physical fitness time, early release days (unless the contractor does not have a building key and the building is being closed and locked for the day). It is the contractor’s responsibility to ensure contract employees are performing the duties as per the PWS and should contact the Contracting Officer if government employees are interfering with the performance of those duties.

8. MATERIALS AND EQUIPMENT: The Government will provide all necessary equipment, supplies and materials to include workstations, computer (with internet access) and telephone.

9. SPECIFIC TASKS:

a. Advises eligible personnel on all programs available through voluntary off-duty education, the Community College of the Air Force (CCAF), Defense Activity for Non-Traditional Education Support (DANTES), Air Force Institute of Advanced Distributed Learning (AFIADL), officer accession programs and other educational support programs as required by the ESO.

b. Provides information and required forms to prospective applicants of specialized Air Force programs to include (but not necessarily limited to): ELA, AECP, LEAD, SOAR, AFROTC, and OTS. May be asked by ESO to provide preliminary check for accuracy and completion of application package. The contractor may be asked to assist applicants with determination of their grade point average (GPA) requirement according to specific program guidelines. Refers applicants to specific program point of contact for package preparation, completion and submission.

c. Provides information regarding Air Force Tuition Assistance (TA), VA education benefits as they relate to TA, federal financial assistance programs, local and other scholarship programs in support of Air Force TA. Assists students with completion of all applicable forms/applications. Assist in processing Air Force TA forms via the AFAEMS software program as specified by MAJCOM guidelines.

d. Monitors and updates degree program progression in AFAEMS. Notifies students when reevaluations are required.

e. Refers students to the appropriate academic institution representative for registration and enrollment in courses or programs that pertain to their education goals.

f. Advises students on DANTES/CLEP/DSST tests that are applicable to their programs of study.

g. Assists Air Force students in changing education level codes in MILPDS upon review of appropriate documentation.

h. Conducts follow-up and outreach activities (phone calls, mail-outs, emails, briefings, publicity activities) at the direction of the ESO, to encourage individual students in meeting educational objectives.

i. Prepares all necessary correspondence and forms and maintains related records and logs required to support all aspects of job tasks. Maintains statistical data as required by the ESO and assists with reports and other administrative tasks as requested.

j. Maintains a log of all counseling sessions in the AFAEMS system.

k. Uses the Air Force Automated Education Management System (AFAEMS) to maintain individual student records.

l. Processes Virtual Out-Processing listing on the vMPF site on a daily basis

m. Processes Transaction Register (TR) actions on a daily basis.

n. Provides briefings on education services programs to Right Start, Informed Decision, and others as needed.

o. Functions as Test Examiner (TE). Provides testing services for active duty and eligible members in accordance with instructions provided in testing manuals, handbooks, examiner guides. Maintains records, receipts, logs and sign-in sheets according to published TCF guidelines. Maintains AFAEMS records of inventories and test schedules. Ensures only current PME tests inventories are in use.

p. Compliance with safeguarding CONTROLLED TEST MATERIALS as defined in AFMAN 36-2664, paragraphs 4.9. – 4.13., or current guidance, is required.

q. Provides support to the TCO/STCO by performing all necessary WAPS pre-and post-testing preparation. Provide WAPS eligibility listing to the appropriate units and schedule appropriate personnel for WAPS testing.

Develops/maintains WAPS testing schedules and sign-in sheets as directed by ESO and according to published guidelines. Ensures testing room meets test facility conditions according to published guidelines and identifies test facility condition deficiencies to ESO. Prepares and packages testing materials to be mailed out as well as retrieves all WAPS-related material from the Post Office to the designated/approved storage location.
