About this file
This document is a Questions & Answers file for a Base Telecommunications System Maintenance contract (Solicitation Number FA448426R0006). The solicitation covers operation and maintenance (O&M) CLINs 0001-0004, with proposed pricing to be provided by contractors, and pre-established funding amounts for Special Projects and Work Order CLINs 0005-0006. Key clarifications include: SCA Rates will be applied to Attachment 5 labor items, materials are not billable under O&M CLINs (contractors must repair/replace items at their own expense), and the Fillable Pricing Schedule is exclusively for Work Orders and Special Projects.
The document also specifies that certain materials must be Trade Agreements Act (TAA) compliant, specifically phones, handsets, push-to-talk handsets, electronic phone accessories, and circuit packs. Special Projects may include both pre-identified (PID) and non-PID items, with non-PID items subject to review and expected to constitute a minor portion of project costs. Contractors are required to use the provided pricing schedule for Special Projects and Work Orders, with the government planning to use the awardee's pricing schedule to build costs throughout the contract's duration.

Questions & Answers
Question 1 - Since the solicitation provides both DBA (Attch 12) and SCA (Attch 3 & 4), how are contactors to distinguish between which Wage Determination (WD) to use when pricing the approx. 200 “Install Price” or “Remove/Relocate” PID labor items on Attch 5?
Answer 1 - SCA Rates shall be applied to Attch 5 and any possible DBA work will be handled in accordance with PWS Para. 1.4.4 and 1.4.6.1.
Question 2 - On solicitation pages 5-8, it appears that only the O&M CLINS (x001, x002, x003, x004) will be evaluated for price and that Special Projects and Work Order CLINS (x005 and x006), are “plug numbers” that tangentially relate to pricing in Attch 5, so all contractors will have the same pricing for CLINS x005 and x006. If that is the case, then only O&M pricing will be evaluated based on Solicitation page 56. Paragraph B., and “Attch 5
- Fillable Pricing Schedule” is not part of the Basis for Contract Award. Would you please affirm if this is a correct understanding?
Answer 2 - Clarified Response Regarding O&M CLINs, Special Projects, and Work Order CLINs Proposed pricing for CLINs 0001–0004 (O&M), including all option periods, must be provided by the contractor.
For CLINs 0005 and 0006 (Special Projects and Work Orders), the government has already established the funding amounts. All bidders must use the dollar values provided in the solicitation.
Attachment 5 must be completed by all bidders; however, it applies only to Special Projects and Work Orders. It does not apply to O&M CLINs.
• The Fillable Pricing Schedule is used exclusively for Work Orders and Special Projects—not for O&M.
• Materials are not billable to the government under O&M or Trouble Tickets. Contractors are responsible for repairing or replacing items at their own expense as part of the cost of the O&M CLINS. Example: A broken phone, damaged aerial cable, utility pole hardware, or a faulty Cat6 jack is considered O&M and cannot be billed to the government.
• The Fillable Pricing Schedule applies when executing Work Orders or Special Projects. Example: A LAN drop requiring cable, faceplates, jacks, and boxes would be billed using the pre-priced items at the end of the month. The Government plans on using the Awardee’s Pricing Schedule to build the costs for the Special Projects and Work Orders throughout the life of the contract.
• Special Projects may include both PID and non-PID items. Example: If recurring rodent damage requires a unique protective component not on the PID list, that item would be non-PID. All other materials would still use PID pricing. The Fillable Pricing Table must still be used to the maximum extent possible. Non- PID items will be reviewed at time of special project proposal and will be a very minor portion of any single project in comparison to the PID Items.
Question 3 - Please clarify if any material purchased for this contract must be TAA compliant and exactly what material or hardware is included.
Answer 3 - Yes, phones, handsets, push to talk handsets, electronic phone accessories, and circuit packs have to be TAA compliant.
