About this file

This document is a Questions and Answers file for a Counter-Small Unmanned Aircraft System (C-sUAS) federal contract solicitation. The procurement seeks three separate systems/capabilities: Electronic Warfare (EW) defeat capability (Dronebuster/DroneGun-type system), Kinetic defeat capability (SMASH Smart Shooter-type system), and RF detection capability (DZYNE DTI-type system). The base contract calls for 12 total systems with an option for 42 additional systems, for a maximum potential procurement of 54 systems total. All 54 systems will be purchased at one time, eliminating the previous phased approach. Prime contractors may propose products from multiple manufacturers/OEMs to collectively satisfy the three capability areas, provided each solution meets applicable technical requirements and the prime remains responsible for overall contract performance.

Technical requirements specify that RF detection range must be 7 kilometers or greater when body-worn (standard configuration) and 25 kilometers or greater when attached to a tripod or mast. While "lightweight" and "compact" are required characteristics, the solicitation does not establish specific maximum weight or dimensional thresholds, though a tentative 10-pound maximum weight limit is noted pending further confirmation. Offerors should provide detailed specifications for weight, dimensions, portability features, and support equipment requirements. The kinetic defeat capability is a required capability under its respective requirement but is not mandatory for EW defeat or RF detection systems. Delivery must occur within 120 days of award, with a not-to-exceed completion timeline of 180 calendar days from Notice to Proceed. Technical acceptability will be evaluated based on compliance with C-sUAS requirements in the solicitation and Statement of Work.

1. ***No longer applicable as all 54 will be purchased at one time.***The solicitation identifies CLIN 0001 as twelve (12) “Compact, lightweight, low-profile C-sUAS systems,” while CLINs 0002, 0003, and 0004 each identify four (4) systems corresponding to the three capabilities defined in the SOW. Please confirm whether CLIN 0001 represents the aggregate quantity of twelve (12) systems comprised of CLINs 0002–0004 and is therefore a summary/informational CLIN that should not be separately priced. Likewise, please confirm whether Option CLIN 1001 represents the aggregate quantity of forty-two (42) systems comprised of Option CLINs 1002–1004 and should not be separately priced. ***No longer applicable as all 54 will be purchased at one time.***

a. We’re looking for an initial 12 total systems, the break-out in the CLINs 0002, 0003, and 0004 identifies which systems comprise of that 12 total number. CLIN0001 is a summary information of CLINs 0002, 0003, and 0004. CLIN 1001 represents a summary information of CLINs 1002-1004 and should not be separately priced.

2. ***No longer applicable as all 54 will be purchased at one time.***Section 1(b) of the solicitation states that the requirement is for “upwards of 52” low-profile C-sUAS systems; however, the CLIN structure and SOW indicate an initial procurement of twelve (12) systems with an option for an additional forty-two (42), for a total potential quantity of fifty-four (54). Please confirm that the maximum potential procurement quantity is fifty-four (54) systems. ***No longer applicable as all 54 will be purchased at one time.***

a. The maximum potential procurement quantity is fifty-four (54) systems.

Will be fixed with amendment

3. The SOW describes a layered C-sUAS capability consisting of Passive RF Detect/Track/Identify, Portable Detect and EW Defeat, and Kinetic Defeat capabilities. Please confirm that the Government is seeking separate systems/products to satisfy each of these three capability areas rather than requiring a single system to provide all three capabilities.

a. For this contract, we require separate systems/products to satisfy each of the three capabilities.

4. Please confirm that the prime contractor may propose products from multiple manufacturers/OEMs to collectively satisfy the three capability areas identified in the SOW, provided each proposed solution meets the applicable technical requirements and the prime contractor remains responsible for overall contract performance.

a. Correct, as long as the proposed systems meets technical requirements.

5. ***No longer applicable as all 54 will be purchased at one time.*** The SOW states that the Government may exercise the second phase for up to forty-two (42) additional systems within six months after initial contract award. Please confirm whether the Government may exercise Option CLINs 1002, 1003, and 1004 individually and in quantities less than fourteen (14) each, or whether the option will be exercised as a complete forty-two-system package. ***No longer applicable as all 54 will be purchased at one time.***

a. The option would be to exercise all remaining quantities.

6. The solicitation states that total completion shall not exceed 180 calendar days from Notice to Proceed, while the SOW states that delivery shall occur within 120 days of award. Please clarify the required delivery timeline that offerors should use for their quotations.

a. We require 120 days of delivery, NTE 180 days.

7. Section 5(b), Basis for Award/Evaluation, references a “fixed frequency converter system/generator.” Please confirm this language was included in error and that technical acceptability will instead be evaluated based on compliance with the C-sUAS requirements contained in the solicitation and SOW.

a. Typo and will be removed via amendment.

8. When the solicitation states that the C-sUAS system must be lightweight, is there a maximum weight requirement in mind? Regarding the term compact, are there specific dimension limitations for submissions as well? Furthermore, to ensure we aren't misinterpreting the solicitation, is the kinetic kill option also a mandatory requirement for any system being considered?

a. Thank you for the questions. To clarify, the solicitation is intended to procure three separate C-sUAS systems/capabilities:

i. Electronic warfare (EW) defeat capability — (Dronebuster/DroneGun-type system)

ii. Kinetic defeat capability — (SMASH Smart Shooter-type system)

iii. RF detection capability — (DZYNE DTI-type system)

b. We are not seeking a single system that incorporates all three capabilities.

c. Regarding the terms “lightweight” and “compact,” the solicitation does not establish a specific maximum weight or dimensional threshold at this time.

These terms are intended to describe equipment suitable for transport, handling, and employment by personnel in an operational environment.

Offerors should provide the weight, dimensions, portability features, and any associated support equipment requirements for their proposed solution. If a specific weight is required though, a maximum weight of 10 lbs (pending any objections or input from Capt Zimmerman).

d. The kinetic defeat capability is a required capability under its respective requirement, but it is not a mandatory component of the EW defeat or RF detection systems. Offerors may submit solutions applicable to the individual capability area(s) addressed by their proposed equipment.

9. I had a question regarding the above-mentioned solicitation. In the Salient Characteristics, it states that the RF detection range must be 7 km or greater when body-worn and 25 km or greater when attached to a tripod or mast. Could you please confirm whether the 25 km tripod/mast requirement is accurate? Much of the solicitation appears to describe a body-worn, man-portable system, so I wanted to ensure we are interpreting the requirement correctly and understand whether both configurations are required as part of the proposed solution.

a. The requirement is that the capability can be employed either body worn (standard configuration) or via tripod/mast to extend the effective RF detection range

10.
