About this file
This document is a Justification for Limiting Competition (J&A) submitted by the 87th Air Base Wing (ABW) for procurement of Counter-Uncrewed Aircraft System (C-UAS) equipment.
The 87th ABW requires two DZYNE Dronebuster DB5 handheld C-UAS units configured specifically for 433 MHz with Positioning, Navigation, and Timing (PNT) capability. Each complete system kit includes the DB5 433 MHz/PNT unit (Part Number: SUB12563), two Li-Ion batteries 8.0 Ah (RAW12138), one Li-Ion battery charger (RAW12137), combat sling (RAW10061), shipping case (RAW11454), soft ambidextrous case (RAW12245), external power cable cigarette lighter type (RAW10760), user's manual (DOC11509), and quick reference card (DOC12501). The complete kit product part number is FIGDB5_433_PNT_KIT. The justification for limiting competition to the DZYNE brand and 433 MHz/PNT configuration is based on the 87th ABW Security Forces Squadron's existing operational investment in DZYNE Dronebuster equipment, established training programs, approved spectrum coordination at Joint Base McGuire-Dix-Lakehurst, and operational procedures. Procuring alternative systems would require duplicate expenditures for new training materials, revised operating procedures, separate maintenance and sustainment processes, operator familiarization, and additional spectrum coordination and installation approvals. The 87th ABW will permit competition among authorized distributors capable of furnishing the required DZYNE Dronebuster DB5 configuration and will reassess alternative C-UAS platforms for future acquisitions. The market research determined no prior approved justification existed for this exact requirement.

JUSTIFICATION FOR LIMITING COMPETITION
DZYNE Dronebuster DB5 Counter-Uncrewed Aircraft System Equipment
The 87th ABW requires two DZYNE Dronebuster DB5 handheld Counter-Uncrewed Aircraft System (C-UAS) units configured for 433 MHz with Positioning, Navigation, and Timing (PNT) capability. The requirement includes complete equipment kits with batteries, battery chargers, combat slings, carrying cases, external power cables, and manufacturer documentation.
The required DZYNE Dronebuster DB5 configuration consists of:
a. Two (2) DZYNE Dronebuster DB5 systems configured for 433 MHz with Positioning, Navigation, and Timing (PNT) capability. Product Part Number: FIGDB5_433_PNT_KIT.
b. Each complete system includes:
1. One (1) DZYNE DB5 433 MHz and PNT system.
Part Number: SUB12563.
2. One (1) Combat Sling.
Part Number: RAW10061.
3. Two (2) Li-Ion Batteries, 8.0 Ah.
Part Number: RAW12138.
4. One (1) Li-Ion Battery Charger.
Part Number: RAW12137.
5. One (1) User’s Manual.
Part Number: DOC11509.
6. One (1) Quick Reference Card.
Part Number: DOC12501.
7. One (1) Shipping Case.
Part Number: RAW11454.
8. One (1) Soft Case, Ambidextrous.
Part Number: RAW12245.
9. One (1) External Power Cable, Cigarette.
Part Number: RAW10760.
This requirement is limited to the DZYNE Dronebuster DB5 brand and 433 MHz/PNT configuration because the 87th ABW Security Forces Squadron currently operates DZYNE Dronebuster equipment and has an established training program for this specific equipment.
Procuring the same system and configuration will maintain continuity with the 87th ABW’s existing C-UAS capability, trained personnel, operational procedures, equipment accountability processes, and sustainment approach.
The requested DZYNE Dronebuster DB5 433 MHz/PNT configuration has completed applicable installation spectrum coordination and is approved for use at Joint Base McGuire-Dix-Lakehurst.
Procuring the same approved configuration allows the 87th ABW to expand its current C-UAS capability without repeating spectrum coordination, compatibility assessment, and installation approval actions.
A different manufacturer’s C-UAS system would require the 87th ABW to establish and sustain a separate C-UAS equipment platform. A different system would require additional operator familiarization, development of new training materials, revised operating procedures, separate equipment accountability procedures, separate maintenance and sustainment processes, and additional manufacturer-support arrangements.
A different system or radio-frequency configuration could also require additional spectrum coordination, compatibility assessment, and installation approval before it could be used operationally at Joint Base McGuire-Dix-Lakehurst. The DZYNE Dronebuster DB5 433 MHz/PNT configuration is required to maintain training continuity, equipment standardization, and use of the currently approved spectrum configuration.
The 87th ABW has already invested in DZYNE Dronebuster equipment, trained personnel, an established training program, and an approved installation spectrum configuration. Procuring a different manufacturer’s system would result in duplication of Government costs associated with developing or obtaining new training, establishing separate operating procedures, conducting operator familiarization, managing separate sustainment and maintenance processes, and completing any required spectrum coordination and installation approvals.
The requirement is for the DZYNE Dronebuster DB5 brand and 433 MHz/PNT configuration; it is not restricted to a specific reseller or distributor. Competition may occur among authorized sources capable of furnishing the required DZYNE Dronebuster DB5 equipment and complete kit configuration.
If the prior acquisition had an approved J&A, complete the following:
To the best of the requiring activity’s knowledge, no prior approved justification for limiting competition was provided for this exact requirement. The 87th ABW will retain the results of current market research and reassess available sources and configurations for future requirements.
Market Research:
Market research included review of the existing 87th ABW Dronebuster capability, the Security Forces Squadron training program, the required 433 MHz/PNT configuration, the installation spectrum approval status, manufacturer product information, and vendor documentation for the DZYNE Dronebuster DB5 complete kit.
The market research determined that a different C-UAS brand would not meet the 87th ABW requirement without creating additional training, sustainment, operational-procedure, spectrum-coordination, and installation-approval requirements. The 87th ABW requires the DZYNE Dronebuster DB5 brand and 433 MHz/PNT configuration to maintain compatibility with the existing C-UAS program.
Actions:
The 87th ABW will permit competition among authorized distributors capable of furnishing the required DZYNE Dronebuster DB5 433 MHz/PNT configuration and complete kit.
For future acquisitions, the 87th ABW will continue to monitor available C-UAS products, approved configurations, installation spectrum requirements, and market availability. The 87th ABW will reassess whether other equipment can meet the operational, training, sustainment, and spectrum-approval requirements without creating unacceptable cost, delay, or operational risk.
Potential actions to remove barriers to competition include evaluating alternative C-UAS platforms, reviewing spectrum compatibility of alternative systems, identifying training requirements for alternative equipment, and determining whether other systems can meet mission needs without requiring substantial duplication of cost or creating unacceptable operational delay.
No action is planned that would replace the existing Dronebuster capability during the current requirement because the 87th ABW requires additional equipment compatible with the current training program, fielded equipment, and approved spectrum configuration.
