About this file
This is a Questions and Answers document for Air Force solicitation FA448426Q0020, issued on 21 July 2026, addressing inquiries from potential contractors regarding control tower window cleaning services at two military installations.
The requirement involves monthly interior and annual exterior window cleaning services at two Air Force control towers: Lakehurst (103 feet tall, 8 cab windows, 5 shaft windows) and McGuire (116 feet tall, 24 cab windows, 29 shaft windows). Services must be performed for both locations, with monthly cleaning scheduled on the same day or within the same week, and annual cleaning within the same week. Contractors must provide all specialized equipment including lifts, scaffolding, and water-fed poles; water sources and electrical connections are available at both towers. A catwalk with 3½-foot passive fall protection walls is available at both locations. Contractors must coordinate lift operations with the Deputy Airfield Manager and comply with FAA Part 77 and 14 CFR Part 77. Water-fed pole systems are permitted, but rope-access and drone methods are prohibited. Contractor personnel require escorts until completing flight-line driving training (SF 85 Tier 1 Public Trust clearance required); escorts will be available during the October 1, 2026 performance start date if investigations are pending. Contractor vehicles and equipment must be removed daily and cannot be staged overnight. Monthly schedules will be established post-award, and the Contracting Officer Representative will notify contractors of weather or operational delays. The incumbent contractor was MDM Mac Enterprises under contract FA448422P0002 (total awarded price $95,977.88 for period 10/01/2021–09/30/2022 with four 12-month option periods). Subcontractors may be utilized within solicitation limitations, and no specific insurance requirements are mandated beyond those in the solicitation clauses.

21 July 2026

A: No photos will be provided by the Government, and contractors CANNOT take photos at the site visit. All potential quoters are highly encouraged to attend the site visit.
Q: Are any drawings, photographs, or as-built documents available?
A: No, all available documents have been provided in the attachments to the solicitation.
Q: Can the Government provide the total window count and/or approximate glass square footage for each control tower, including cab windows, shaft windows, and beveled exterior windows?
A: Lakehurst has 8 windows in the tower cab and 5 lower in the shaft. McGuire has 24 Windows in the Tower Cab and 29 individual windows in the shaft.
Q: Can you provide Height/access information for the windows/towers?
A: Lakehurst is 103 feet, McGuire is 116 feet.
Q: Are there any restrictions regarding lift types?
A: No restrictions, but coordination with the Deputy Airfield Manager (MSgt Justin Chung) will be required prior to bringing that equipment onto the airfield. You must be compliant with FAA part 77 and 14 CFR part 77.
Q: Are there any blackout periods or quiet hours? Are there restrictions related to airfield access, parking, staging, or work hours?
A: Refer to the Performance Work Statement (PWS) for dates and hours of operation.
Q: Can the Government clarify whether existing platforms, catwalks, or other access systems are available for exterior window cleaning?
A: A catwalk is available at both locations.
Q: Can the Government clarify whether both control towers are expected to be serviced during the same scheduled workday or whether services may be performed on separate days within the approved service period?
A: The monthly cleaning can be the same day or within the same week and the yearly cleaning can be within the same week.
Q: Beyond standard OSHA compliance and applicable fall-protection requirements, are any specific certifications, permits, qualifications, or training requirements required to perform this work?
A: No.
Q: Can the Government confirm whether the annual exterior shaft window and exterior beveled cab window cleaning requirements require a different access method than the monthly cleaning requirements?
A: Quoters will need to determine how they will accomplish the required services and submit that information with the technical portion of their quote.
Q: Are water-fed pole systems permitted?
A: Yes.
Q: Are rope-access methods permitted if OSHA-compliant?
Q: Are there any restrictions on cleaning products used within the tower cab areas?
A: Refer to PWS paragraph 1.1.
Q: Will contractor personnel require escorts while working within the towers or airfield areas?
A: Yes, until the flight line training is complete.
Q: Does the monthly service include both interior and exterior windows, or is it limited to the interior control tower shaft and cab windows?
A: Refer to PWS paragraph 1.2.
Q: Are there existing anchors, tie-off points, roof access points, catwalks, or platforms available for use? If so, please confirm if they are certified for fall protection.
A: The Control Tower does not have active protection, it has passive protection… there is a 3 ½ foot wall around the catwalk.
Q: Is the contractor responsible for providing all specialized equipment for exterior access, such as lifts, rope access, scaffolding, or water-fed poles?
A: Yes, refer to PWS paragraph 1.0.
Q: Are water sources and electrical connections available at both towers for the contractor's use (as referenced in PWS Section 3.0), or should the contractor plan to provide its own water supply?
A: Yes, refer to PWS paragraph 3.0.
Q: Will contractor vehicles and equipment be permitted to remain on the installation overnight during the annual exterior cleaning, or must they be removed each day?
A: No, they must be removed each day.
Q: Can the annual exterior work be performed over non-consecutive days if weather or airfield operations require the work to be paused?
Q: Security Forces Appendix 3.7.1 states that personnel must work 90 consecutive days on the installation to be eligible for unescorted Restricted Area "line badges," yet PWS 1.1 establishes a performance frequency of once per month. Will the Government provide dedicated escorts for the duration of each monthly cleaning, or is there an alternative badging mechanism for recurring but non-consecutive maintenance tasks in these Restricted Areas?
A: A restricted area line badge is not needed. However, refer to the PWS paragraph 1.3 for flight line driving training.
Q: The solicitation targets a performance start date of October 1, 2026, while requiring personnel to pass an SF 85 Tier 1 Public Trust investigation for tower access. Given that these investigations often involve significant lead times, will the Government permit performance to begin under escort if the investigation is pending, or will the start date be adjusted to accommodate clearance processing?
A: An escort will be available.
Q: Can the Government provide a secure staging area for contractor equipment between monthly performance periods?
Q: Please clarify the notification and rescheduling procedure if weather conditions or active flightline operations prevent access to the tower exterior on the scheduled monthly date.
A: The Contracting Officer Representative (COR) will notify the contractor.
Q: Since we only visited the McGuire tower, is the Lakehurst tower identical in terms of window count, layout, and overall scope of work?
A: The Lakehurst Control tower is smaller in size and has 8 windows in the cab, and there are 5 windows in the shaft.
Q: For the monthly interior window cleaning, is there a preferred day of the week or time during the month that the Government would like the service performed?
A: A schedule can be made once awarded.
Q: Will the contractor have full access around each tower to safely position an aerial lift for all exterior cleaning?
Q: Do CLINs 0001, 1001, 2001, 3001, and 4001 include services for both McGuire Building 1605 and Lakehurst Building 552.
Q: Are cleaning drones permitted?

Q: Can the Government provide historical labor hours, or staffing levels information associated with performance of this requirement?
A: That information cannot be provided.
Q: Can the Government confirm whether subcontractors may perform portions of the work? Are there any limitations on subcontracting beyond standard SBA requirements?
A: Yes, subcontractors can be utilized within the limitations specified in the solicitation. The solicitation contains several clauses pertaining to subcontracting. Contractors are expected to review all provisions and clauses of the solicitation prior to submitting a quote.
