About this file

This document is an antiterrorism awareness pamphlet developed by the Joint Base McGuire-Dix-Lakehurst (JB MDL) Antiterrorism Office for contractors working on the base. The pamphlet provides contractors with guidance on recognizing and reporting suspicious activity that could indicate terrorist threats or planning activities.

The document outlines key indicators contractors should monitor, including surveillance activities (unfamiliar people or vehicles, expired vehicle tags, illegally parked vehicles), elicitation attempts (requests for information about military operations or capabilities), security tests, acquisition of supplies or uniforms, suspicious persons in work areas, dry runs or reconnaissance activities, deployment of assets, and terrorism financing indicators. The pamphlet describes the Force Protection Condition (FPCON) system with five alert levels—Normal, Alpha, Charlie, Bravo, and Delta—each indicating escalating threat levels and corresponding security measures contractors should expect. Contractors are instructed to report all suspicious activity to the 87th Security Forces Squadron at (609) 754-6001 or via emergency landline at 91-1 on base. When reporting, contractors should provide their name and company, specific location, building information, callback number, and remain in contact with Security Forces until directed otherwise by an Emergency Control Center representative. The pamphlet emphasizes that contractors serve as additional eyes and ears to help maintain security vigilance across the base community.
