About this file

This document is a Questions and Answers (Q&A) file for a federal contract solicitation for Washer and Dryer Services (FA448425R00190001) covering fiscal years 2026-2031. The solicitation is a small business set-aside for laundry equipment services at a military installation, with the incumbent contract (FA4484-21-D0006) previously awarded to COIN AUTOMATIC LAUNDRY EQUIPMENT COMPANY for $889,815.00. The requirement involves servicing 39 buildings with equipment installed in 68 central laundry rooms, totaling 521 single washers, 130 single dryers, and 252 stackable dryers, with Speed Queen as the preferred brand. The contract will involve electric dryers, currently top-load washers, and includes provisions for installation, transition, and potential machine relocation, with the government providing a staging area and ensuring utility hookups meet current codes.

Key contract details include annual extensions potentially based on performance, with the contractor required to meet Performance Work Statement (PWS) requirements each year. The solicitation allows past performance from commercial and government clients, permits teaming arrangements for small businesses, and does not mandate additional certifications beyond those outlined in the solicitation package. Off-base storage will be established in a Caleco Warehouse in West Chester, PA, and the government will determine option year exercises annually based on contractor performance. Subcontracting is permitted, with specific details to be outlined in the solicitation package clauses.

Question Question Answers

If I have operated a commercial laundry/appliance rental business in the private residential sector, can that past performance be used under my umbrella company’s CAGE code to meet past performance requirements? What documentation would be required to demonstrate the relationship between entities?

Yes, past performance from the same company, as well as from joint ventures or other business arrangements explicitly permitted under the solicitation, may be considered relevant to meet past performance requirements. If the commercial laundry/appliance rental business was operated under your umbrella company’s CAGE code, that performance can be submitted—provided it aligns with the scope and scale of the requirement.

Will past performance from commercial (non-government) clients be considered relevant if it is similar in scope and scale to this requirement?

For small business offerors with limited prior government performance, there are no mandatory teaming requirements. However, offerors may choose to form teaming arrangements—such as joint ventures or subcontracting partnerships—to strengthen their proposal and enhance their ability to meet technical, past performance, or resource-related requirements. These arrangements are entirely optional and should be structured in a way that supports the offeror’s ability to fulfill the solicitation’s objectives.
