Q&A for FA448425R0009, Vehicle Barrier Joint Base McGuire-Dix-Lakehurst.
Q1. Could there be a consideration to change the existing NAICS code to 561621 or 811210?
Answer: The NAICS was changed to 561621 in order to facilitate a more comprehensive response.
Q2. A8 SFS Appendix CONTRACTOR APPENDIX, Page 2, Section 3.1.6.7 History Record and Background Checks will be valid for a period not to exceed 3 years.
Does this mean site passes are valid for 3 years?
Answer: Site passes are only valid for as long as the work is being done. The security checks will be valid for 3 years and after that time period will need to be redone before further work can be performed on the installation. This does not mean that changes in policy can’t occur and new checks may be required.
Q3. ATT 1 - Performance Work Statement, Page 67, Section 1.2.1.6 Paint/Corrosion Control. Please confirm an equivalent brand preference due to Grip-Tite paint is no longer manufactured.
Answer: PWS Paragraph 1.2.1.6 PAINT/CORROSION CONTROL – TASK ORDER LEVEL states: “Barrier systems, both active and passive, shall be maintained and protected from corrosion with high adhesion paint such as GripTite® paint or an equivalent adhesive paint.” The contractor is responsible, as the subject matter experts on the barriers, to procure and apply an equivalent adhesive paint for the appropriate barriers.
Q4. A1 Performance Work Statement, Page 8, Section 1.2.4 Please confirm barrier schematic and documentation (CLIN X005) option will be utilized, should CLIN X005 pricing be included in proposal.
Answer: This CLIN will not be utilized and associated verbiage has been removed from the PWS.

Q9. What is the date of the last preventive maintenance (PM) service? What type of service was it (monthly, quarterly, semi-annual, annual)? If not an annual PM, when was the last annual PM conducted for scheduling purposes?
Answer: The date of the most recent preventative maintenance was January 28-29, 2025. As it states in the Performance Work Statement, section 1.2.1 “The Contractor shall provide a total of four (4) each quarterly (or as identified in the Task Order) maintenance, inspections, and repair services. The frequency of PM will be identified by the Ordering Contracting Officer (CO) at the Task Order level and shall be at least quarterly.”
Q10. Is the contractor required to be certified by the AVB manufacturer?
Answer: Not necessarily, however, as it states in the Performance Work Statement, section 1.2.1, “The Contractor shall comply with the recommendations of the manufacturer, but the performance frequency shall be as determined by the Ordering CO and included in the resultant Task Order. The Contractor is responsible for obtaining the manufacturer specifications. If the manufacturer specifications are not available, the Contractor shall adhere to the following order of precedence (higher to lower): contents of this PWS, Original Equipment Manufacturer (OEM) requirements, and industry standards.”
Q11. APPENDIX A: TASK ORDER BARRIER LOCATIONS lists the gate locations and the make/model of barrier at each gate. However, it does not indicate the number of each make/model barrier at each gate.
