Joint Base McGuire-Dix-Lakehurst

Questions and Answers

Q: Do you have a log of the hours put on the different pieces of equipment each year?

A: No, there is no log available. Please note the last line of paragraph 1.3 which reads, “Preventative maintenance shall not exceed 1 time per contact year per piece of equipment.”.

Updated 06/13/2023 –

Q: What is the procedure if the manufacturer’s recommendation for preventative maintenance calls for more than one maintenance per year?

A: Paragraph 1.3 of the Performance Work Statement states:

o “The contractor shall provide all materials to perform standard manufacturer recommended maintenance.”

o “Preventative maintenance shall not exceed 1 time per contact year per piece of equipment.”

Therefore, the contractor will follow the preventive maintenance recommendations from the manufacturer; however, there is maximum of 1 preventative maintenance service per piece of equipment during each contract year, even if the manufacturer recommends more.

Q: We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.

A: There is no incumbent contractor.

Q: We have noticed that it is mentioned that there is a quantity of 42, unit of EA, for a certain items.

However, when we refer to the pricing table or inventory in Appendix A, we can only find a grand total of 36 UTVs, RTVs, ATVs, and tracked equipment. Our question is regarding the quantity of 42. What does it refer to exactly? since it does not match the number of units to be serviced.

A: CLINs 0003, 1003, 2003, 3003, and 4003 refer to transportation of the motorized equipment to the maintenance/repair facility. The reason there is more than 36 units on those CLINs is they cover transportation for both preventative maintenance AND repairs.
