BASIS FOR AWARD

1. This competitive acquisition will be conducted in accordance with FAR Subpart 13. Award shall be made to a single contractor. The basis for award of any purchase order resulting from this solicitation will be the result of the evaluation of the factors specified utilizing the Lowest Priced Technically Acceptable methodology. The Government intends to award a single Firm Fixed Price (FFP) purchase order. Award will be made to the lowest priced technically acceptable, responsible offeror that meets the requirements of the PWS and this Request For Quote.

2. The Government intends to award a purchase order without discussions with respective offerors. The Government, however, reserves the right to conduct discussions if deemed in its best interest. Any clarifications conducted to resolve minor or clerical errors or respond to adverse past performance information will not constitute discussions. The Government reserves the right not to award a purchase order in response to this Request For Quote.

4. Quotes will be ranked in order from lowest to highest based on the total evaluated price. The lowest priced quotation will then be evaluated and receive a rating of Acceptable or Unacceptable based on the criteria below. In order to be rated as Acceptable, the Technical quote must meet the Government’s requirements as described in the PWS, the 52.212-1 addendum and this Basis for award. Quotes deemed Unacceptable are those that fail to meet the Government’s minimum requirements.

5. The Past Performance Information Retrieval System and Federal Awardee Performance & Integrity Information Systems as well as any other Government-sponsored information available may be utilized to help make a responsibility determination in accordance with FAR Subpart 9.104.

6. If the lowest priced offeror’s technical quote and past performance are rated acceptable, the Government will then evaluate pricing to determine fair and reasonableness IAW FAR Subpart 13.106-3.

7. If the lowest priced offer is evaluated to have an acceptable technical quote, acceptable past performance and fair and reasonable prices IAW FAR Subpart 13.106-3, the Government will complete a responsibility determination IAW FAR Subpart 9.104-1. If found responsible, the Government may stop the evaluation process at this point as that offer represents the best value to the Government. Award shall be made to that offeror without further consideration of any other quotes.

8. If the lowest priced offer is assigned an unacceptable rating (either technical or past performance), or if the price is determined not fair and reasonable or if the offeror is found to be non-responsible, the next lowest priced offer will be evaluated.

This process will continue (in ascending order) until an offeror is evaluated to have an acceptable technical rating, an acceptable past performance rating, fair and reasonable prices and is deemed responsible or until all offers have been evaluated. The Government reserves the right to evaluate all quotes.

9. Factor 1: Technical

Factor 2 – Price

1. Proposals shall include prices for each line item listed and should include a total price, in order that proposals may be properly evaluated.

2. The Government will evaluate offers for award purposes by adding the total price for all Contract Line Item Numbers (CLIN) (including base period and option periods) for the total evaluated price. In the event there is a difference between a unit price and the total CLIN amount, the unit price will be held as the intended price multiplied by the number of units. If the offeror shows only the total amount but fails to submit a unit price, the total CLIN amount divided by the quantity will be held as the intended price. Evaluation of options shall not obligate the Government to exercise the option(s).

3. As part of price evaluation, the Government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding six (6) months of the offeror’s final option period price to the offeror’s total price. Offerors are required only to price the base and option periods. Offerors shall not submit a price for the potential six-month extension of services period. The Government may choose to exercise the Extension of Services at the end of any performance period (base or option periods), utilizing the rates of that performance period.

4. Unbalanced pricing exists when, despite an acceptable total evaluated price, one or more contract line items is significantly overstated or understated as indicated by the application of cost or price analysis techniques. A proposal may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government and may not be further evaluated.

5. Failure to provide the requested information may deem the offeror ineligible for award.
