SECTION 00 22 13 ~ SUPPLEMENTARY INSTRUCTIONS TO OFFERORS
1. INSPECTION OF WORK: Technical surveillance of workmanship and inspection of materials for work being performed under this contract shall be the responsibility of the Contracting Officer
Representative (government project manager).
2. PRECONSTRUCTION CONFERENCE: A preconstruction conference will be scheduled by the
Contracting Officer after contract award, after award of each and every task order and prior to commencement of work under the contract and/or on any task order. The Contracting Officer will notify the Contractor of the time, date, and place set for the meeting which will be held at a location to be designated by the Contracting Officer. At this meeting, the Contractor shall be oriented with respect to Government procedures and lines of authority, as well as contractual, administrative, and construction matters. The Contractor is required to furnish a current certificate of insurance and a letter appointing a construction superintendent.
3. GENERAL: All work performed under this contract shall conform to the best practices of the trade or class or work involved and shall be executed in a careful and orderly manner by workman skilled in their respective trades. All work shall be performed in strict accordance with the specifications or to current industry standards when not specified.
a. Proper, adequate and proficient supervision shall be provided by the Contractor throughout all phases of work.
b. Unless otherwise approved, the Contractor shall be permitted to do the work between the hours of 7:00 a.m. to 17:00 p.m., Monday through Friday, exclusively. Government Holidays defined in the Federal Code (New Year's Day, Martin Luther King Jr. Birthday, President's
Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran's Day, Thanksgiving Day, Christmas Day) that fall, or are celebrated within the work week will not be considered work days. Prior to the Contractor performing any work during hours other than those specified, the Contractor shall submit a request to the project manager for approval by the Contracting Officer. Requests shall be submitted no less than 3 work days prior to the time the Contractor desires to work.
4. STORAGE SHED AND ON-SITE ACCOMMODATIONS. The Contractor shall provide their own storage shed or trailer for onsite office accommodations and for storing of equipment and material. Upon Contractor’s request, and subject to available, the project manager will assign the
Contractor a location for material storage and placement of their shed or jobsite trailer. Provision of a location for placement of Contractor sheds, trailers, materials, equipment or other items is for the convenience of the Contractor, the Contractor retains sole responsibility and liability for the operation and security of the site and any items placed at such location.
5. UTILITIES:
a. The Contractor shall be permitted to use existing utilities at each project location, when available, to the extent needed to accomplish the work under the task order, on a "no charge" basis.
b. Contractor owned construction sheds, trailers, offices or other such facilities requiring utility
c. services shall be metered for each utility involved and all costs involved up to the point of connection to Government owned utility systems shall be at the contractor's expense. Final connection of supplied service laterals to existing Government owned utility systems will be made at the Government’s expense. Contractor shall pay for metered utility services.
6. OCCUPANCY: Unless otherwise identified in the work order/task order, facilities in the areas in which the work is to be done will be occupied and/or remain in service, during the performance of work under this contract. It shall be the Contractor’s responsibility to coordinate with the project manager to schedule and perform their work in such a manner as to create the least possible interference with normal activities within the areas. Access to buildings, parking lots and other facilities shall be maintained to the maximum extent possible. The Contractor shall not block more than one access of the building(s) at any one time, nor shall the Contractor disrupt the existing parking arrangement to any of the building(s) parking area. If disruptions are necessary due to the nature of the work, the Contractor shall coordinate and/or provide alternate access as part of the scope of work. This shall include the provision of traffic control plans, detours and all associated signage, warning signs, advance warning notifications. All shall be in accordance with Joint Base standards, procedures and requirements and the MUTCD. Service shall be maintained at all times. Work outside normal operating hours MAY be approved for this project to minimize disruption to normal installation activities or to facilitate the work. Contractor shall be responsible for coordinating access for his crews and equipment as necessary. Contractor shall propose such outages and/or road closures as part of his proposal for each Task Order. The proposal shall, therefore, include traffic control plans/detour routes, signage, and the anticipated length of time for any utility outage or road closure. Such detours, by-passes and/or other means to maintain service during the work shall be part of the scope of work and covered in the agreed upon price for the work. Where utility outages, road closures or other impacts are necessary to complete the work, the Contractor shall submit detailed plans for managing the work to minimize the disruptions for review by the Contracting
Officer not less than 30 working days prior to the proposed outage/closure/detour. In no case will the outage/closure occur less than 15 working days after the approval of the outage/closure/detour plans.
7. Quality Control: The Contractor shall furnish to the CO for approval an effective quality control program that complies with the contract clause entitled "Inspection of Construction" (FAR 52.246-12).
The Contractor shall submit the quality control program to the CO no later than 7 days after the notice to proceed.
a. The Contractor shall establish a quality control system to perform sufficient inspection and test of all items of work, including that of his subcontractors. The quality control system shall ensure conformance with applicable specifications and drawings with respect to materials, workmanship, construction, finish, functional performance, and identification.
The quality control system shall be established for all construction except where the technical provisions of the contract provide for specific Government control by inspections, tests, or other means. The Contractor's control system shall specifically include the surveillance and tests required in the technical provisions of the contract specifications. For purposes of the above description, shop manufactured standard products is not defined as construction.
Where a separate safety manager is not provided or otherwise required by the CO, quality control personnel shall also be charged with the responsibility of policing the safety program.
This duty shall be clearly set forth in the quality control program.
b. The Contractor's quality control system is the means by which they assures themselves that his construction complies with the requirements of the contract plans and specifications. The controls shall be adequate to cover all construction operations, including both on-site and off-site fabrication and shall be keyed to the proposed construction sequence and shall include as a minimum at least three phases of inspection for all definable items or segments of work as follows:
1. Preparatory Inspection. To be performed prior to beginning any work on any definable segment or work. To include a review of contract requirements; a check to assure that all materials and/or equipment have been tested, submitted, and approved; a check to assure that provisions have been made to provide required control testing: examination of the work area to ascertain that all preliminary work has been completed; a physical examination of materials and equipment to assure that they conform to approved shop drawings or submittal data and that all materials and/or equipment are on hand. The
Contracting Officer shall be notified at least 48 hours in advance of the preparatory inspection and such inspection shall be made a matter of record in the quality control documentation as required by subparagraph c.
2. Initial Inspection. To be performed as soon as a representative segment of the particular item of work has been accomplished and to include: examination of the quality of workmanship, a review of control testing for omissions, and dimensional requirements.
3. Follow-up Inspection. To be performed daily or as frequently as necessary to assure continuing compliance with contract requirements, including control testing, until completion of the particular segment of work.
c. The Contractor shall maintain current records of all inspections and tests performed on an appropriate approved format. These records shall provide factual evidence that the required inspection or tests have been performed, including type and number of inspection or tests involved: results of inspections or tests; nature of defects, causes for rejection, etc.; proposed remedial action: The Contractor shall not build up or conceal any feature of the work containing uncorrected defects, and payment on deficient items will be withheld until they are satisfactorily corrected or other action has been taken as authorized pursuant to the contract clause entitled "Inspection of Construction". These records must cover both conforming and defective items and must include a statement that all supplies and materials incorporated in the work are in full compliance with the terms of the contract. Legible copies of these records must be furnished through the COR, to the Contracting Officer daily.
Records shall be verified by the Prime's designated representative daily.
d. The Contractor's job supervisory staff may be used for quality control, supplemented, as necessary by special technicians, or testing facilities, to perform all specified tests, balancing, adjusting and/or regulating mechanical and electrical devices, equipment and/or systems. As an option, an industry recognized testing laboratory approved by the Contracting Officer may also be used.
e. The Contractor shall furnish to the Contracting Officer for approval as soon as practicable, and in no event later than 7 calendar days after receipt of the notice to proceed, an original and 4 copies of the quality control plan which shall include the personnel, procedures, instructions, and records to be used. This document shall include as a minimum:
1. The quality control organization.
2. Qualifications of personnel to be used for this purpose.
3. Authority and specific areas of responsibilities of each of the quality control personnel.
4. Methods of performing quality control inspections including the Contractor's employees work. This requires a statement concerning quality control measures to be used in work described in each technical section of the specifications applicable to the work under the work order/task order.
5. Designate how testing shall be performed either by technicians employed by the Contractor or by an industry recognized testing laboratory. The following information shall be a part of the quality control plan.
a. Latest calibration data for concrete testing machines and Marshall Machine where applicable.
b. Name and qualifications of each employee designated for the performance of specific types of tests.
c. A list of the control tests which the Contractors employees are to perform, not only by name, but also by numerical designation, together with a statement to the effect that the laboratory has a copy of each such procedures, and has facilities and serviceable testing equipment to perform these t e s t s .
d. The Contractor’s understanding of the procedures to follow if the test result indicates lack of compliance with the specification requirements.
e. A copy of a letter of direction to the project manager responsible for quality control, outlining their duties and responsibilities, and signed by a responsible officer of the firm.

SUPPLEMENTARY INSTRUCTIONS TO OFFERERS
6. Before construction operations are commenced, the Contractor shall meet with the
Contracting Officer and discuss the quality control plan. The meeting shall develop mutual understanding relative to details of the system, including the forms to be used for recording the quality control operations, inspections, administration of the system, and the interrelationship of the Contractor and Government Inspector.
7. No construction and/or off-site fabrication shall be started until the Contractor's quality control plan is approved. Construction of any feature of the work will only be permitted after approval of the quality control plan, or at least approval of that portion of the plan applicable to the specific feature of the work. As a rule, except for the start of the construction period, quality control of test techniques shall be approved by the Contracting
Officer prior to the application. No payment estimate will be processed by the Contracting
Officer prior to agreement upon the testing regime and receipt of the required testing reports/data. The Contractor shall notify the Contracting Officer in writing of any proposed changes to this inspection system; no such change shall be implemented prior to approval in writing by the Contracting Officer.
8. If recurring deficiencies in an item indicate that the quality control system is not adequate;
such corrective actions shall be taken as directed by the Contracting Officer.
9. In the event the Contractor utilizes the service of a commercial testing laboratory, the
Contracting Officer reserves the right to check laboratory equipment for compliance with the standards set forth in the contract specifications and to check the laboratory technician's testing procedures and techniques.
10. The Contracting Officer reserves the right to utilize the Contractor's control testing laboratory and equipment to make spot tests and to check the Contractor's testing procedures and techniques.
8. SUBMITTALS: The following shall be submitted, in accordance with the procedures and requirements outlined in Specification Section 01 33 00 Submittal Procedures, to the Contracting
Officer for approval.
a. Certificate of Compliance. The Contractor shall furnish in triplicate, any manufacturer's certificates required for demonstrating proof of compliance of materials with technical specification requirements in this contract. Each certificate shall be signed by an authorized officer of the manufacturing company and shall contain the name and address of the Contractor, the project name, task order identification and location and the quantity and dates of shipment or delivery to which the certificates apply. Copies of laboratory test reports submitted with certificates shall contain the name and address of the testing laboratory and the date of the tests to which the report applies. Certification shall not be construed as relieving the Contractor from furnishing satisfactory material, if after tests are performed on selected samples, the material is found not to meet the specific requirements.
b. Samples. The Contractor shall furnish samples of materials for approval, ASPHALT ~ PAVING demonstrating proof of compliance of materials pertaining to the applicable sections of the technical specification requirements.
c. Descriptive Data. The Contractor shall furnish the manufacturer's descriptive data, installation, and maintenance instructions, for approval, as required by the applicable sections of the technical specifications.
d. Test Reports. The Contractor shall furnish copies of test reports, for approval, as required by the applicable sections of the technical specifications.
e. Shop Drawings. The Contractor shall furnish shop drawings for approval, and shall consist of illustrations, schedules, performance charts, instructions, brochures, diagrams, drawings, surveys, and other information to illustrate and/or demonstrate compliance to the applicable sections of the technical specifications. (See also SCR12).
9. ISSUANCE OF TASK ORDERS/DELIVERY ORDERS/WORK ORDERS: The procedure in which task orders will be issued are as follows:
a. The task orders shall be distributed to the Contractor by e-mail or fax.
b. If it is discovered during the course of performing this contract that a particular item of work cannot be performed in a satisfactory manner, the Contracting Officer will then designate it as an item of work which must be accomplished when the offices are vacant.
c. For the purposes of this contract, the terms “TASK ORDER” AND “DELIVERY ORDER” shall be used interchangeably.
10. VISUAL SURVEY:
a. Prior to the start of any work on the project or any specific task order, Contractor shall conduct a visual survey of the entire project/task order site and surrounding area, using photos and/or video to document the current condition of the area and all structures and facilities in/on/near the project site/alignment.
b. The Contractor shall be liable for the repair to pre-construction condition of any damage due to his work. The survey noted in this paragraph is intended to document the pre-construction conditions as a reference.
c. It will be assumed that damage noted during or after the work is due to Contractor activity unless otherwise documented.
11. As-Built Drawings, GIS And Survey Data
a. Geographic Information Systems (GIS) Data and Maps
1) All GIS data and associated maps must comply with the latest Air Force Adaptation of the
Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE); available at

2) Each GIS feature class must be accompanied by metadata formatted in accordance with the
Defense Installation Spatial Data Infrastructure (DISDI) SDSFIE-M metadata specification;
available at https://metadata.ces.mil/dse/ns/DISDI/smis (government sponsor required).
Additionally, GeoBase metadata attributes (described in the AF Adaptation guidance) must be populated for each feature in the class.
3) GIS data must use a geo-referenced format, as described in “Coordinate Systems and Datums”.
4) GIS data must include all features and attributes for the content described in the contract or task order work statement. This feature-based file structure must include one-to-one cardinality between spatial records and attribute records. The attribute data format is specified in the
SDSFIE.
5) The SDSFIE standard may not contain all required features/attributes for the data. The contractor must inform the Government in advance regarding shortcomings in the SDSFIE and any data model changes proposed to address them.
6) GIS data must be provided in ESRI ArcGIS file geodatabase (GDB, preferred) or personal geodatabase (MDB) format.
7) Maps must be provided in ESRI map project (MXD) and Adobe Acrobat (PDF) formats.
b. Computer-Aided Design (CAD) Drawings
1) All CAD drawings must comply with the latest version of the US Army Corps of Engineers, Engineer Research and Development Center (ERDC) Architectural, Engineering and
Construction CAD Standard (A/E/C CAD Standard, ERDC/ITL TR-12-6); available at https://cs1.eis.af.mil/sites/ceportal/ProgramGroups/Resources/GeoBase%20Documents/GeoBase
_CAD.html.
2) CAD drawings must use a geo-referenced format, as described in “Coordinate Systems and
Datums”.
3) X-referenced files may be used to assist in creating drawings, but in the final submission each drawing/file must stand on its own without the X-referenced files (X-refs “bound” to the master drawing). The final drawings must also be “purged” to remove unused objects.
4) A metadata layout tab (“Documentation”) must be included in every drawing, including the following: drawing index per discipline, any deviations, special notes, plotting instructions and explanations unique to the drawing. Include a brief description of work performed, name and contact information of the person and company or organization responsible, the date the data was entered and any applicable references (project name and number, work order number and description, etc.).
5) CAD drawings must be provided in AutoCAD (DWG) and Adobe Acrobat (PDF) formats.

ASPHALT ~ PAVING
1) All geospatial data must be provided using the NJ State Plane Coordinate System (FIPS
2900) projection, US Survey Feet; North American Datum 1983 (NAD83) (horizontal control); North American Vertical Datum 1988 (NAVD 1988) (vertical control).
2) Additionally, an un-projected version of all GIS data must also be provided, in the WGS84
Geographic Coordinate System (GCS).
d. As-Built Survey Methods and Details
1) Survey/Map Grade Positioning systems (e.g., GPS, GNSS, etc.) or comparable traditional survey methods may be used to collect geospatial data (e.g., northing, easting, and elevations above or below the Earth’s surface) for all activities where geospatial data is involved. The systems/methods must be selected to meet or exceed the accuracy requirements of the features being collected.
2) Traditional surveys must be accomplished by a Surveyor licensed in the State of New
Jersey.
3) All survey data collected must be provided to the Government in a digital format with an attached Survey Report identifying the survey method, equipment list, calibration documentation, survey layout, description of control points, control diagrams, and field survey data.
4) Survey data must be obtained at the time of construction and prior to burial, in the case of underground utilities. Surveys must include all infrastructure details; including, but not limited to pipe/cable/conduit alignment, location of all connections, valves, bends, structures and other appurtenances to include invert elevations, grate and/or rim elevations, top and bottom of curb. Data on the location of utility lines must be captured at a minimum every
50ft and at each turn or bend in a utility line.
5) Surveys must also provide the location of any other underground or above ground structures, utilities, or other items encountered during the construction.
e. Accuracy Requirements and Reporting
1) Geospatial data must comply with the accuracy testing and reporting requirements specified in the National Standard for Spatial Data Accuracy (NSSDA, FGDC-STD-007.3-1998).
“Compiled to meet” and legacy National Map Accuracy Standards (NMAS) statements will not be accepted: only data with the NSSDA assessment will be accepted. Report accuracy at the 95% confidence level, for data tested for both horizontal and vertical accuracy, as:
“Tested (meters, feet) horizontal accuracy at 95% confidence level
(meters, feet) vertical accuracy at 95% confidence level”
2) Geo-Spatial accuracy must meet or exceed GeoBase requirements (found in the AF
Adaptation Data Dictionary) and that of the New Jersey Underground Facility Protection
Act (N.J.S.A. 48:2-73 et seq).
3) A quality control (QC) report must be provided, stating either that all inconsistencies in the data were corrected, or it must detail any remaining errors by case.
ASPHALT ~ PAVING
At the start of the contract or task order, the JBMDL Project Manager or Geo-Integration Office
(GIO) will determine the versions of ArcGIS and AutoCAD to be used for the project.
GIS data must be provided for all external natural/manmade infrastructure (“walls-out”) details;
CAD is typically used for facility internal (“walls-in”) and detail drawings. Questions regarding data standards, quality and formats should be referred to the JBMDL Project Manager or Geo-
Integration Office (GIO).
No deviations from these standards will be permitted without prior written approval by the
Government.
12. DESIGN REQUIREMENTS
a. The Contractor is responsible for detailed design and shop drawings necessary for fabrication of materials or structures and installation of those materials and/or structures as set forth in each individual task order/work order.
b. Contractor shall engage the services of a Professional Engineer licensed to do work in the State Of
New Jersey for any detail design work required.
c. Contractor to submit shop drawings detailing final construction plans and associated details based on manufacturer’s requirements and the results of any field explorations and/or survey. Submittals shall be provided for review prior to fabrication and as specified elsewhere in the contract documents.
d. It shall be the Contractor’s responsibility to provide all submittals in a timely fashion. The
Government shall have a minimum of 30 work days to review and return any and all submittals, to include re-submittals. Contractor shall plan all activities associated with the execution of the tasks under this contract and any work order/task order accordingly.
13. UTILITY OUTAGE REQUESTS AND UTILITY CONNECTION REQUESTS.
a. Notify the Contracting Officer at least 72 hours prior to starting excavation work.
Contractor is responsible for marking and verifying all utilities not marked.
b. The Contractor shall verify the elevations of existing piping, utilities, and any type of underground obstruction not indicated or specified to be removed, but indicated in locations to be traversed by piping, ducts, and other work to be installed. Contractor to verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made. All location data shall be provided to
Contracting Officer for use in updating installation maps.
c. Work shall be scheduled to hold outages and impacts on base operations to a minimum.
d. Utility outages and connections required during the prosecution of work that affect existing systems shall be arranged for at the convenience of the Government. Depending on the nature and impact of the outage, outages, may, at the Government’s discretion, be scheduled outside the regular working hours or on weekends.
e. Contracting Officer may permit utility outages at his discretion.
f. Contractor shall not be entitled to additional payment for utility outages and connections required to be performed outside the regular work hours. Contractor shall make requests for utility outages and connections in writing to the impacted agency or utility, copy to the Contracting Officer, at least 14 working days in advance of the time required or as required by the impacted agency, whichever notification requirement is longer. Each request shall state the system involved, area involved and/or facilities impacted, approximate duration of outage, and the nature of work involved. Utility outages and road closures shall be indicated in the project schedule with the activity they are associated with.
14. BORROW, EXCAVATION, SOIL DISTURBANCE, WELDING AND BURNING PERMITS.
a. All applications for permits shall be coordinated with the respective agency or regulatory authority. Contractor shall be responsible for submitting required permits in a timely fashion. No allowance for delay shall be made due to the Contractor not diligently submitting permits as directed by the appropriate authority.
b. Where required, Permits shall be posted at a conspicuous location in the construction area and/or located on site and available for inspection by the Contracting Officer, Contracting
Officer’s Representatives and any other agency or regulatory authorities in accordance with that authority’s requirements.
c. The Contractor shall comply with the most currant editions of the National Fire Protection
Codes, Installation Fire Prevention Standard, Army Regulation 420-90, Safety Regulations, USACE Manual 385-1-1 and all applicable OSHA Standards. All open flame/hot work or disconnection of fire protection alarms or suppression systems require prior approval of the
Fire Prevention Bureau at 609-562-5484/3351/6430. Any disconnection, connection, or installation of fire protection alarms or suppression systems shall require an acceptance test performed by the Contractor and witnessed by the Fire Prevention Bureau. All fire alarm system components, including all smoke and heat detectors, shall be protected from dirt, dust and damage during demolition and construction.
d. Disposal of debris, trash and/or rubbish shall be the responsibility of the Contractor and shall be done in strict compliance with Federal, State and Local requirements.
15. LOCATION OF UNDERGROUND UTILITIES.
a. Obtain digging permits prior to start of excavation by submitting AF IMT 103, 19940801, V3, BASE CIVIL ENGINEERING WORK CLEARANCE REQUEST Form to the Joint Base
Civil Engineering Group (87th Civil Engineering Squadron) not later than 20 working days in advance of any excavation. Contractor shall verify the elevations of existing piping, utilities, and any type of underground obstruction not indicated to be removed but indicated or discovered during the investigative and/or exploration phases of the work. The Contractor should consider electronic or other scanning technologies to identify any utilities that may not otherwise be identified on the project plans and to confirm the location of those utilities shown on the plans.
Contractor shall verify elevations of adjacent structures or structures to be connected to the system before installing new work so that any adjustments may be made to the plans prior to the start of work. The investigations and verifications cited herein and elsewhere in the contract documents shall be incidental to the work under this contract.
b. Notify the Contracting Officer at least 48 hours prior to the actual start of excavation work.
Contractor shall notify any other regulatory authorities or utilities, if required, in accordance with the policies of those agencies. Contractor is responsible for marking all utilities not marked by one-call or the installation. Contractor shall also be responsible for documenting the location, size, type of utility or facility, construction of the utility or facility, encountered during the progress of the work. All such identifying and location information shall be provided to the contracting officer as part of the As-Built plan submission.
16. GOVERNMENT-FURNISHED MATERIAL AND EQUIPMENT.
a. Unless otherwise noted in the task order, this project does not include any Government Furnished
Material and Equipment.
b. Salvage property to be removed and reused in the general work area shall be handled as a
Contractor service and not listed here.
17. SALVAGE MATERIAL AND EQUIPMENT.
a. Items designated by the Contracting Officer to be salvaged shall remain the property of the
Government.
b. The salvaged property shall be segregated, itemized, delivered, and off-loaded at a location to be determined by the Contracting officer. Storage area will be located on Joint Base
McGuire/Dix/Lakehurst (JB MDL).
c. Contractor shall maintain property control records for material or equipment designated as salvage.
Contractor's system of property control may be used if approved by the Contracting Officer.
Contractor shall be responsible for storage and protection of salvaged materials and equipment until disposition by the Contracting Officer.
d. Items determined to be undesirable for salvage shall be turned over to the Contractor for disposal.
Contractor shall dispose of all materials in accordance with all Federal, State, Local and Installation laws and regulations.
e. Items to be preserved for possible salvage shall include:
Manhole lids and castings determined to be serviceable by the Contracting Officer’s site representative.

18. STATE AND COUNTY PERMITS.
a. Depending on the extent and type of work included under a specific task order, permits from outside agencies (NJDEP, BCSCD, OCSCD) may be required.
b. When such permits are required, the task order will specify the contractor’s responsibilities in obtaining the permits.
c. Generally, the contractor will be expected to submit the permit packages and pay any required fees.
The contractor may also be expected to prepare permit drawings/diagrams, complete required forms/reports required for the permit, obtain approval for permit package’s prior to the start of work.
19. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK.
a. Unless otherwise specified in the task order, the Contractor shall commence work on a task order within twenty (20) work days after receipt of the task order.
b. The Contractor shall prosecute said work diligently and shall complete all work ready for use not later than the time stated in the Task Order. The time stated for completion shall include final clean-up of the work area.
20. DELIVERY ORDER LIMITATION (APR 1984) (FAR 52.216-19). MINIMUM ORDER. When the
Government requires supplies or services covered by this contract in an amount of less than $500.00, the
Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.

1.2 SUBMITTALS
Government approval is required for submittals with a "G" designation; submittals not having a "G" designation are for information only. 1.5 SUPERVISION
1.5.1 Minimum Communication Requirements
Have at least one qualified superintendent, or competent alternate, capable of reading, writing, and conversing fluently in the English language, on the job-site at all times during the performance of contract work. In addition, if a Quality Control (QC) representative is required on the contract, then that individual must also have fluent English communication skills.
1.5.2 Superintendent Qualifications
The project superintendent must have a minimum of 5 years’ experience in construction with at least 5 of those years as a superintendent on projects similar in size and complexity. The individual must be familiar with the requirements of EM 385-1-1 and have experience in the areas of hazard identification and safety compliance. The individual must be capable of interpreting a critical path schedule and construction drawings. The qualification requirements for the alternate superintendent are the same as for the project superintendent. The Contracting Officer may request proof of the superintendent's qualifications at any point in the project if the performance of the superintendent is in question. For routine projects where the superintendent is permitted to also serve as the Quality Control (QC) Manager as established in Section 01 45 00.10 20 QUALITY CONTROL, the superintendent must have qualifications in accordance with that section.
1.5.3 Duties
The project superintendent is primarily responsible for managing and coordinating day-to-day production and schedule adherence on the project. The superintendent is required to attend partnering meetings and quality control meetings. The superintendent or qualified alternative must be on-site at all times during the performance of this contract until the work is completed and accepted.
1.5.4 Non-Compliance Actions
The Project Superintendent is subject to removal by the Contracting Officer for non- compliance with requirements specified in the contract and for failure to manage the project to insure timely completion.
Furthermore, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to such stop orders is acceptable as the subject of claim for extension of time for excess costs or damages by the Contractor.
1.6 PRECONSTRUCTION CONFERENCE
After award of the contract but prior to commencement of any work at the site, meet with the Contracting Officer to discuss and develop a mutual understanding relative to the administration of the value engineering and safety program, preparation of the schedule of prices or earned value report, shop drawings, and other submittals, scheduling programming, prosecution of the work, and clear expectations of the "Interim DD Form 1354" Submittal. Major subcontractors who will engage in the work must also attend.
1.7 PARTNERING
To most effectively accomplish this contract, the Government requires the formation of a cohesive partnership within the Project Team whose members are from the Government, the Contractor and their Subcontractors. Key personnel from the Supported Command, the End User (who will occupy the facility), the Government Design and Construction team and Subject Matter Experts, the Installation, the Contractor and Subcontractors, and the Designer of Record will be invited to participate in the Partnering process.
The Partnership will draw on the strength of each organization in an effort to achieve a project that is without any safety mishaps, conforms to the Contract, and stays within budget and on schedule. The Contracting Officer will provide Information on the Partnering Process and a list of key and optional personnel who should attend the Partnering meeting.
1.7.1 Informal Partnering
The Contracting Officer will organize the Partnering Sessions with key personnel of the project team, including Contractor personnel and Government personnel.
The Initial Partnering session should be a part of the Pre-Construction Meeting. Partnering sessions will be held at a location agreed to by the Contracting Officer and the Contractor.
The Partners will determine the frequency of the follow-on sessions, at no more than 3 to six month intervals.
1.8 ELECTRONIC MAIL (E-MAIL) ADDRESS
Establish and maintain electronic mail (e-mail) capability along with the capability to open various electronic attachments as text files, pdf files, and other similar formats. Within 10 days after contract award, provide the Contracting Officer a single (only one) e-mail address for electronic communications from the Contracting Officer related to this contract including, but not limited to contract documents, invoice information, request for proposals, and other correspondence. The Contracting Officer may also use email to notify the Contractor of base access conditions when emergency conditions warrant, such as hurricanes or terrorist threats.
Multiple email addresses are not allowed.
It is the Contractor's responsibility to make timely distribution of all Contracting Officer initiated e-mail with its own organization including field office(s). Promptly notify the Contracting Officer, in writing, of any changes to this email address.

ASPHALT ~ PAVING
SECTION 01 01 00 ~ SUMMARY OF WORK
1. Description of work. The work consists of furnishing all labor, materials, equipment, transportation, fuel, supervision, and permits required for concrete and paving. This contract is for the repair and installation of new horizontal and vertical concrete work, asphalt paving, excavation, asphalt removal, leveling, grading, compaction, aggregate, applying tack coats, small call area work, drainage piping, culverts, catch basins, pavement striping, manholes, utility mark outs, and secondary electric mark outs for JB McGuire-Dix-
Lakehurst, as specified by individual task order, in accordance with the technical specifications.
2. The Contractor shall maintain overall cleanliness of the site at the end of each work day. This daily cleanup will not relieve the Contractor from responsibility of the final cleanup before acceptance of all work. After completion of all activities, the Contractor shall be required to clean the area being worked on by removing all dirt, trash, and debris resulting from their work and shall restore the area to its original state of cleanliness. All areas of disturbed grass shall be covered with a layer of topsoil, fine graded, and seeded to establish new grass. The debris will not be dumped on Government property, Contractor shall be responsible for providing any dumpsters and all other equipment required to collect, store and transport debris and other project generated trash off site. The Contractor shall dispose of all debris at an off post site in accordance with all applicable installation regulations, Federal, State and Local laws and regulations regarding hauling and disposal.
3. The Contractor shall remove all asphalt millings and concrete debris resulting from the execution of delivery orders issued against this contract. The cost for loading, transportation, and disposal of concrete and millings at an off post location will be included in the contract price.
4. Proper, adequate and proficient supervision shall be provided by the Contractor throughout all phases of the

6. The Contractor is obligated to verify all measurements and specification requirements at an on-site visit.
7. This scope of work includes but is not limited to: placing of concrete, asphalt milling, leveling, grading, compaction, applying tack coats as required, apply and install new base course, (asphalt grades include but are not limited to I2, I4, and I5), provide and install new asphalt surface course, seal cracks, remove and dispose of existing base pavement, (depth of milling, paving, concrete and placement of sub-surface shall be identified by individual task order), maintenance, repair, and installation of new: concrete work, excavation, grading, aggregate, drainage piping, culverts, provide and install new manhole extension rings, provide and install new catch basin extension frames, valve curb boxes and bicycle safe drain grate with frame, provide and install new reflective marking tape, new thermoplastic striping, new slurry seal, new pavement striping, remove and dispose of existing topsoil, vegetation, and tree removal incidental to paving and concrete; proof rolling prior to asphalt base course to detect soft spots, perform vertical concrete form work from sub-grade to a maximum height of twenty feet, small call area to perform new or replacement work, provide survey and layout services, laser and optical, and mechanical grade control. The Contractor is required to submit safety plans for all work, construction, ASPHALT ~ PAVING and projects prior to the commencement of work. All work shall be in accordance with New Jersey Department of
Transportation (NJDOT) specifications. Where a conflict in the requirements occurs, the more stringent requirement shall govern. The Project Manager, Inspector, Contracting Officer, and Contractors will attend each site visit to review the statement of work and give the Contractor the opportunity to submit questions.
8. Description and Requirements. The Contractor shall remove and dispose of existing asphalt pavement, (partial depth and full depth) and existing sub-base course material; all millings and excavation materials shall be disposed of off base. Thoroughly clean, provide and apply a tack coat, provide and install asphalt surface course, or a Super Pave surface course with binder, thickness required shall be as identified by SOW. Provide and install new base course material (bituminous asphalt) and compact in place; provide and install new top course material
(wear surface) and compact in place; provide and install asphalt leveling course or Hot Mix Asphalt (HMA) leveling course to include repair of potholes, excessive crowns, depressions, and other irregularities. Construct asphalt road shoulders, 10 foot maximum width as identified in the SOW.
9. The Contractor shall provide and install road gravel and quarry blend; seal cracks 1/8” wide and greater with halt crack filler; provide and install ¼” thick asphalt slurry seal. Apply slurry seal to cover all old markings before striping.
10. The Contractor shall provide and install new manhole extension rings to raise manhole frames, raise or lower storm drains, provide precast inlet drain boxes, valve and curb boxes, manhole covers and miscellaneous appurtenances of similar size; provide and install brick and mortar to raise manhole frames, inlet frames, and miscellaneous appurtenances of similar size; repair masonry manholes and catch basins.
11. The Contractor shall remove existing concrete curb, gutter, and combination concrete curb and gutter. Construct new concrete curb, concrete gutter, and combination concrete curb and gutter to include all layout work, elevations, and excavation which shall be identified in the individual task order SOW, forms, reinforcement and finish work. Remove existing concrete sidewalk with or without reinforcing. Construct new concrete sidewalks and concrete pads which shall include all layout work, elevations, excavations, forms, reinforcement and finish work, perform vertical concrete form work from sub-grade to a maximum height of twenty feet; thickness and other dimensions, reinforcing bar requirements and specific material requirements shall be identified by the individual task order SOW.
12. The Contractor shall provide and install Government approved fill material, as needed. Excavate topsoil or earth and move to staging area, topsoil may be reused. Provide and install topsoil, fertilizer and grass seed, as needed.
