UNRIVALED GLOBAL REACH FOR AMERICA…ALWAYS!

QUESTIONS AND RESPONSES PART III

Contract: Chiropractor and Chiropractic Assistant

Pre-Solicitation Number: FA4484-16-Q-0001

QUESTION 1: According to the posted Q&A, the previous contract award number is: FA8053-

12-D-0025-6V01. I have been unable to locate that contract on the FedBizOpps site. I consulted with the Federal Help Desk, they said it had apparently been deleted from FBO.com and suggested I contact you. Can you please provide a copy of the previous contract award?

RESPONSE 1: Contractors may make a Freedom of Information Act (FOIA) request to see a copy of the previous contract award.

QUESTION 2: Is the Air Force willing to set aside these services for CVE certified Small

Disadvantaged Veteran Owned Small Business (SDVOSB) as opposed to merely Small Business set aside?

RESPONSE 2: In accordance with FAR 13.104, Promoting Competition, the contracting officer must promote competition to the maximum extent practicable to obtain supplies and services whose offer is most advantageous to the Government, considering the administrative cost of the purchase. According to market research conducted, this requirement was previously solicited as an unsuccessful SDVOSB set-aside.

QUESTION 3: Is the Chiropractor and Certified Chiropractor Assistant solicitation (FA4484-

16-Q-0001) not falling under the Air Force Medical Service Commodity Council? Are we in error that the incumbent contract is part of the Commodity Council under Task Order 6V01?

RESPONSE 3: The previous contract was awarded under the Clinical Acquisition Support

Services (CLASS) contract. However, the CLASS contract can no longer support the chiropractic assistant position; therefore, the requirement is open to the private sector.
