About this file
This is a Questions and Answers document for federal contract B854 addressing blinds and drapes installation requirements.
The solicitation requires installation of window treatments across three dayrooms (one per floor) with quantities of 85 sets each for both roller shades and decorative drapery panels. The decorative side panels must feature box pleat styling with straight curtain track hardware and be operable with one-way draw functionality. Roller shades require blackout lining, while drapery fabric must have NFPA 701 flame-retardant certification. Bidders may quote either Sandstone or Moonstone drapery colors. The contract incorporates Service Contract Labor Standards (FAR 52.222-41) with an applicable Wage Determination. No exact manufacturer specifications are mandated for the decorative drapery beyond color requirements, allowing bidder flexibility in product selection. Buy American and Balance of Payments requirements apply to all manufactured end products including fabrics, rods, and mounting hardware per Clause 252.225-7000. The building contains no existing blinds or drapes requiring removal. Payment is due only upon final completion and acceptance with no partial or progress payments permitted.
