Offerors must submit signed and dated offers to the designated office by the exact deadline specified in the solicitation. At minimum, offers must include: the solicitation number; receipt deadline; offeror's name, address, and phone number (company and representative); technical description of items with sufficient detail to evaluate compliance; express warranty terms; itemized price breakdown; pricing and discount terms; remit-to address if different from mailing address; completed FAR 52.212-3 representations and certifications; mandatory CAGE Code; optional DUNS number; acknowledgment of any solicitation amendments; and past performance information when included as an evaluation factor. Offers failing to furnish required representations, information, or rejecting solicitation terms and conditions may be excluded from consideration. Offerors must hold prices firm for a minimum of 60 calendar days from the offer receipt date, unless a different period is specified in a solicitation addendum. Vendors may voluntarily provide extended acceptance periods. All offers must clearly display the expiration date of the offer.
