About this file
This document is a Questions and Answers file for a standalone surveillance system installation project for Buildings 750 and 751. Key details include a surveillance system with interior and exterior cameras across three floors per building, requiring three monitor locations (one in each building and one in the office), and Network Video Recorders (NVRs) to be mounted in communication or mechanical rooms. The project involves complex cabling requirements, with some existing conduit infrastructure but incomplete documentation. Contractors will need to provide their own racks, handle camera placement challenges (such as potential signage relocation), and establish a feed line between buildings to allow camera viewing from a central office location. The solicitation close date is 9/17/2025, and floor plans detailing camera locations will be submitted separately to bidders.
Specific technical considerations include varying conduit availability, exterior camera pathway uncertainties, and a requirement for an independent "closed" network between NVR units. Notably, the system is specified as a standalone surveillance system with no connection to building networks or the internet. Contractors are advised that not all camera locations currently have conduit, pull strings may be insufficient, and they will be responsible for ensuring proper camera visibility, including potential sign relocation if needed. The government has not added specific certification requirements like a Registered Communications Distribution Designer (RCDD) or Certified System Engineer (CSEIP) to the project specifications.

Questions and Answers
• Will I be pricing the POE+ network switches required for the cameras? This is a stand-alone surveillance system.
• If I am pricing the switches, I will need a brand and model#. This is a stand-alone surveillance system.
• Is attendance at the site visit mandatory or highly encouraged but optional? Since it's not mandatory, is it still an evaluation factor? It is not mandatory as outlined in the attachments.
• May drawings, maps, and/or floor plans be made available and added to the solicitation documents for review? If so, please provide them. Print of floor plans for camera locations will be submitted.
• Are the proposed camera locations interior, exterior, or a combination of both? A combination of both, which will be outlined in the drawing.
• Please confirm the number of floors in Buildings 750 and 751. 3 floors per building
• Will an RCDD (Registered Communications Distribution Designer) be added as a requirement to ensure standards compliance and allow for a detailed review by the Information Security Officer (ISO) prior to deployment and installation? This is a stand-alone surveillance system.
• A set of prints will be required before we can submit any pricing. Print of floor plans for camera locations will be submitted.
• We need information confirming acceptable pathways for cabling. No cabling is currently installed.
• Bid spec shows three monitors but the walkthrough had two locations for monitors?
There will be three locations for monitors with one monitor in each location.
One for each building and one for the office.
• Confirm cable needs for outdoor cameras. Please clarify question. There will be exterior cameras.
• Are the NVR units being placed on the network or is this supposed to be a standalone system? This is a stand-alone surveillance system
• Piping between building was pointed out during the walkthrough. Are we installing a connection between buildings. If so what type of connection? We need the ability to view cameras from both buildings in the office. A feed line from the NVR to the office would be needed.
• Documents show that camera system will meet Salient Characteristics. Are you using Salient for camera management for all building? Please clarify question.
• Request bid to be moved to one week from receiving prints. Solicitation Close has been moved to 9/17/2025
• Could you confirm the number of interior and exterior camera locations included in the scope of work? Information will be included in the prints
• Are building floor plans available showing the camera locations and layout for Buildings 750 and 751? Information will be included in the prints
• Will we be able to utilize the space in the existing racks in the IT Rooms or will we need to provide new racks or wall mount cabinets?-You will need to provide your own rack.
• Please confirm the pathway for the cameras. - Some camera locations have a conduit and box and some do not.
• Is there a pre installed conduit pathway? If not, is there access above ceiling to install the cabling? This was not disclosed during the site walk. -Some camera locations have a conduit and box and some do not. There is access in the ceiling of the laundry room and the walkways.
• 1. The Drawings and PWS do not indicate where the NVR units are to be installed.
This information was not provided during the walkthrough on 9/3/25. Please identify the location(s) the NVR units are to be installed in each building.- The NVR's can be mounted in the com or mechanical rooms with monitors. The feed from the units needs to be run into the office from each building.
• 2. A vertical riser chase is required to install cable between floors to the NVR or Monitor location. This information was not provided during the walkthrough on 9/3/25. Please indicate on the drawings where a vertical riser chase is available in the buildings (i.e. stacked electrical rooms, mechanical rooms, other).- No risers noted on the drawings that we have available. There are conduits that run down from all floors into a junction box on the first floor.
• 3. It appears from the walkthrough on 9/3/25 that all of the camera locations have a box and conduit stub currently installed. It is presumed that the conduits are stubbed to an accessible area, but this information was not made available during the walkthrough. Please provide as-built electrical drawings indicating where the conduits have been stubbed or provide specific details of the manner in which the stubs have been installed.).- Not all of the camera locations have conduit available. No information noted on the drawings that are available. There is conduit that run down from all floors into a junction box on the first floor.
• 4. It is understood that this is a "stand-alone" system with no connection to the building(s) network or the Internet. It is presumed that an independent "closed" network between the NVR units is required to allow viewing of multiple units at a single location. Please indicate how the Government intends to view all cameras from multiple NVR units at the o111ice location or send video between buildings and if the contractor is to provide a closed network for this purpose. - The NVR's can be mounted in the com or mechanical rooms with monitors. The feed from the units needs to be run into the office from each building.
• Pathways for Exterior Cameras
• Can you provide the designated pathways for the exterior camera wiring in Buildings 750 and 751?- . There is no information noted on the drawings that are available.
• If conduit is already in place, will it include pull string, or will we need to provide our own? - Providing your own is highly encouraged. The pull strings that are evident may be too short. Some may stop at the next camera junction box.
• Camera Placement Behind Signage
• In situations where a camera is positioned directly behind a sign, who will be responsible for relocating the sign or the camera to ensure proper visibility?- The camera installation contractor.
• If relocation is not feasible, should the camera be adjusted using a drop down mount to achieve the appropriate viewing angle?- Relocation is preferred. If the camera angle shows the desired picture, lowering the camera would work.
• NVR Location Requirements
• Will the Network Video Recorder (NVR) need to be located within the existing data rooms?- Yes, they are to be in the com or mechanical rooms.
• Or will installation in the same room as the monitoring screen be acceptable? The NVR's can be mounted in the com or mechanical rooms with monitors. The feed from the units needs to be run into the office from each building.
• Wiring and Conduit Documentation
• Is there a current map or set of drawings available showing the wire and pipe runs for Buildings 750 and 751?- No drawings available.
• Confirm that the NVR's will be installed into existing racks. - No, they will need their own racks.
• Will a Registered CSEIP (Certified System Engineer ICAM PACS) be added as a requirement to ensure effective implementation and compliance with federal physical security standards prior to submission to the Contracting Officer? No
• Will a Registered CSEIP (Certified System Engineer ICAM PACS) be added as a requirement to ensure effective implementation and compliance with federal physical security standards prior to submission to the Contracting Officer? No
NOTE - There are one-inch conduits that runs down the buildings ending in a junction box on the first floor. It is unclear how they run to the com rooms. There may be access through the mechanical rooms. However, the conduit that runs underground is in the com rooms.
