About this file

This document is a set of Questions and Answers (Q&A) for a water damage restoration project at Little Rock Air Force Base (LRAFB) for Building B1231. The project stems from a water line breakage during a winter storm on February 21, 2025, which released approximately 3,000 gallons of water. The restoration scope includes removing wet insulation, drying affected areas, replacing drywall, repainting walls, and implementing mold prevention measures. The solicitation is a Request for Quotes (RFQ) under FAR 13 (Simplified Acquisition Procedures), utilizing Lowest Price Technically Acceptable procedures.

Key requirements include providing documentation of 2-3 recent and relevant past performance references, with contractors required to move furniture, coordinate access with building managers, and follow specific restoration guidelines. The project involves multiple rooms, with particular focus on Room 161 requiring extensive wall removal and restoration. Contractors must provide a work schedule, coordinate with the Contracting Officer's Representative (COR), and comply with restoration standards. The government will move electronic equipment, and contractors must clean and treat carpets, apply antimicrobial solutions, and restore the facility to pre-existing conditions.

Question regarding the site visit from March 21 at building B1231

What was the time period from the estimated time of the pipe burst until it was discovered?

RESPONSE: approx. 1 hour

How long had the water sat before it was removed?

RESPONSE: Most of the water was removed in couple of days

What methods were used to remove the water?

RESPONSE: Wet vacs and dryers

Has any air quality test been done in any of the effected rooms?

RESPONSE: No

Do you want the mitigation and repair estimate separated or all in 1 Quote?

RESPONSE: Please quote according to the solicitation line-item structure

Will all the rooms affected be emptied by base staff or will the contracting contractor be required to empty the rooms?

RESPONSE: Building manager will move electronics; however, quote needs to include moving furniture

If additional damage is discovered once work begins, will change orders be automatically approved or will work need to be halted for decision making on additional work?

Answer: All work will be done IAW PWS. Contractor shall make CES representative aware of any condition outside PWS and will determine viable direction (see para 2.2 in PWS). Contractor Shal not proceed without approval.

We were informed no work requested in hallway; I found elevated moisture levels in the hallway 1.5’ up the wall. If growth has developed on the inside of the drywall, Will the contractor be approved to remove affected drywall from hall or will the base want it treated and sign a Release of Liability?

Answer: Restoration work start 2 foot up from floor. Work will remain within each room that is adjacent to hallway wall—unless otherwise indicated in PWS. Further repair work outside of PWS would have to be reviewed/approved through Contacting Officer (see para 2.2 in PWS).

Does carpet cleaning on affected rooms need to be added to estimates post repairs?

Answer: Clean and dehumidify carpets and apply antimicrobial solution to walls and carpet to prevent mold. Also, apply protective barrier on carpets and floor to prevent damage.

Will the approved contractor be required to install containment in the hallways while work in underway? (Not listed in scope)

RESPONSE: Contractor will be required to keep hallway/work area free of hazards—all removed material will be disposed of outside of facility.

We were not allowed to take photos or videos during the site visit. Will this be the case during Remediation process as well? Restoration practice requires photo documentation of work prior to, during, and post to show stages of work completed. This also allows us to document additional, and previous damage during the process.

RESPONSE: Photos can be taken of areas affected—not in flight simulator area

The scope of work requests a 2’ cut in all affected areas. We were informed in some rooms that only 1 or 2 walls need to be cut. Please clarify this.

RESPONSE: The rooms on both sides facing the hallway need to have drywall removed from 2-feet up from floor on inside on each room facing hallway (see floor plan). Room 161 (3) walls are to be removed entirely: interior wall and back wall and mechanical room wall where pipe burst shot water thru sheetrock. New insulation, sheetrock, baseboard, mud, tape, and paint entire repaired wall will be performed to restore facility per PWS.

Could you please confirm what type of solicitation this is? (Request for Quotes (RFQ), Request for Proposals (RFP), etc.)

RESPONSE: This will be a RFQ

Is this being solicited under FAR 13 (SAP), or FAR 15, or other?

RESPONSE: This will be solicited under FAR 13 (SAP)

SAM.gov lists FAR 52.212-1, requesting that offerors “d) Provide at least two but no more than five references that are recent and relevant or verification.” The document titled Attachment+4+-+Instructions to offer does not list this requirement for past performance. RESPONSE: At least two references of recent and relevant past performance are required per FAR 52.212-1.

SAM.gov lists FAR 52.212-1 and states “Offeror shall provide 2-3 past performance references of recent relevant work documentation performing similar work” but then later states “Provide at least two but no more than five references that are recent and relevant or verification.” Will the government clarify past performance is required, how many past performance references are requested of this solicitation?

The room between mechanical room and room 141 is not listed as damaged but its in between damaged areas. Does the government want this room included in the scope of work?

RESPONSE: No
