Solicitation FA446024Q0275 - Legacy Phone Switch Removal
Questions and Answers

Is copper disposal subject to contractor discretion or will it be included in the palatized/boxed disposal process through on-base DLA Disposition Services?
o All cabinets, associated cabling, and any miscellaneous items associated with the legacy switch… will be delivered to base recycling for turn-in.
What state is acceptable of floor mounting bolts/brackets?
o These will be left flush with the floor via removal, cutting and/or any safe and reasonable means.
Are disposable/anti-static bags required for disposal of electrical units?
o No.
Do the overhead lattice racks stay or are they part of the removal?
o Anything attached to the switch system, but not attached to the building will be removed. Anything attached to both the switch system and the building will need to be confirmed with the 19th Communication Squadron (19COMM) personnel.
Anything not attached to the switch system but attached to the building (e.g., the overhead lattice racks) will remain. If unsure, please contact PM or COR.
What should be done about any loose cabling attached to the building, i.e. power takeo s?
o Once disconnected, if required, all remaining loose cables should be tied o and secured from dangling/exposure.
Who will be testing for remaining power sources?
o The 19COMM personnel have and will be responsible for ensuring power is cuto from the work area. If any power is present, contractors should alert the 19COMM personnel immediately.
Will a manifest sheet for hot connections be required?
o No.
Will anyone be on sight to test connections and/or power?
o While not always on sight, the 19COMM Contracting O icer Representative (COR:
pronounced “core”) will be available through previously established contact methods.
How heavy is a rack empty/full?
o Exact weight is unknown but assume every piece of hardware to require at least proper lift technique and at most two-three person carry techniques.
Is there a diagram or map of the room and units available?
o No.
What is the expectation of cutting wires while removing the switch system?
o Confirm the cabling is not connected to an active component system, phone frame, etc. If unsure, please contact PM or COR.
What about any spare parts or miscellaneous parts found within the units and cabinets?
o All cabinets, associated cabling, and any miscellaneous items associated with the legacy switch… will be delivered to base recycling for turn-in.
Is some form of dust control required?
o Yes, COR will identify, which active areas will require cover to prevent dust exposure.
Do we need to provide an inventory of all equipment being removed?
o No.
Do all anchor bolts holding cabinets need to be cut flush with the floor?
o Yes.
Will the site provide a forklift at both loading and unloading locations?
o All cabinets, associated cabling, and any miscellaneous items associated with the legacy switch… will be delivered to base recycling for turn-in.
Is each rack required to be individually palletized, and will we need to shrink wrap all equipment after palletizing everything?
o No.
What is the required labor classification for this project, as well at what rate and fringes are to be included.
o Please refer to the SCA Wage Determinations for labor classifications. If not available/applicable there will be no required labor classification.
Can all copper wiring be placed together in a large box on a pallet?
o Yes.

Will the site have a tech onsite to remove any power found to still be connected, if any?
o An electrical technician will not on-site; however, CES technicians are within proximity – if required.
Will As-built drawings be provided of the existing equipment needing removal?
o No.
Will a complete inventory of all items needing to be removed be provided?
o No.
